It depends on the type of coupon.  If it is a manufacturers or third party coupon and states such on the coupon then NJ tax law states that the consumer (i.e. you) are responsible for paying the full tax on the pre-promotional price.

If it is a store coupon with no third party reimbursement then the consumer is only required to pay the tax on the promotional price - zero if it's free.

If it is a third party or manufacturers coupon but does not state this somewhere on the coupon then the full pre-promotional tax is required however the consumer is only required to pay tax on the promotional price and the store must pay tax on the discounted price.
