Robert F. Tilley, Jr. has been operating an  Online retail scheme doing business as SafeTek USA. He operates a complete online store that on its face appears to be legitimate. When a perspective customer places an order through his site, their funds are taken but no goods are sent, or inferior goods are sent that are of far lesser value. At one time I belive that the site was once legitimate, but he has eventually stopped shipping goods after accepting customer payments.

He claims to be a world renowned expert in construction safety and OSHA standards. His accredations are FAKE. They cannot be verified. Any company that has been through his "classes" are not certified or accredited as they think they are.

Another thing that he does to customers is through online auctions. He ships an item to an incorrect address that is within the customers using the USPS Delivery Confirmation service. USPS does not require the recipient to sign for the package, but offers confirmation that the Postal Service delivered the package within the specified ZIP code.

He usually ships the item in an empty envelope with no return address and no recipient name, just a street address different from that of the "customer". The delivery of the envelope with the Delivery Confirmation barcode attached suffices for the Postal Service to record the delivery as confirmed. He then claims the package has been delivered, and offers the Delivery Confirmation receipt as proof to support the claim.
 
Using a dba company SOLID Worldwide; He deceives customers with Search Engine Optimization as well as software development. He represents his company SOLID Worldwide as a supposed Internet marketing and global business solutions company. He  presents prospective clients with detailed graphs and charts indicating that their  [client's] web site receives some number of "hits" per month, or the countless hours he has worked on a project. With the SEO he claims that his services will increase web traffic, thus increasing the site's sales revenue. After payment, he  does not provide the proposed services. He does however continue to supply the client with "screen shots" of work that he has supposedly completed and continues to bill them for services not rendered.

He often uses click fraud. This occurs on his websites that are affiliates of advertising networks. They pay per view or per click and use spyware to force views or clicks to ads on their own websites. The affiliate is then paid a commission on the cost-per-click  that was artificially generated. Affiliate programs such as Google's  Adsense  pay high commissions that drive the generation of bogus clicks. He has said that some paid clicks cost as much as US$100.00 per click.

He has partners in Pakistan, India, China, Iraq and Syria to name a few. These people are ofen the "workers" behind the click fraud and the search engine optimization. They develop software and create bogus websites and testimonials so that people are directed to the bogus sites.

He has become proficient in identity forgery and forging government documents. He sells "safety passport" services to companies. Your company is NOT protected and he WILL NOT return phone call therefore a company that has used his services has no way of verifying the credentials of people that he has made these "safety passport" cards for. 

He has used his own manufactured documents and fake ID's to obtain DOD contracts and veterans pereferance in obtaining government contracts and to obtain services not otherwise available to him. His overseas "partners" benefit from many of these contracts and he shares ALL information with them.

Anyone who has been a victim should call the FBI and make a report or submit one online. This is one dangerous person.
