TRAVELERS BEWARE of San Diego! You PAY A "FEE" IF YOU ARE INNOCENT, and PAY FINE IF YOU ARE GUILTY ...
Get a parking ticket for being legally parked and prove it. There is a $10 "fee" for your time and effort. The city needs more money; they just write tickets to innocent people preferably visitors from out of state. If you can prove you are innocent they just reduce the fine to a fee for being innocent, thank you for visiting.
Now if your car gets stolen in San Diego and the cops find it they will have it towed and charge you double for towing. Three blocks cost me a bit over $200. I guess you call it the government policy of victimizing the victims. Otherwise, San Diego is a great place to live. The city council although they make some mistakes, are still ahead in ending up with a great city that seems to be getting better. It is a city and becoming more of one, but by embaracing that it is becoming a great city.
