The many, original natural rights violations to "civil rights, liberties and estate" accorded me/us in the U.S. Constitution, the CA Constitution and Bill of Rights began some time ago in 1979. I am a disabled custodial mother as well so the A.D.A. also found it's way into my case recently. I have been unable for 36 years to persuade the DCSS/LCSA personnel to satisfy any of my requests.  

I have an active case of arrearages to $ 210,596.38 to date., not including interest that brings the total up to half a million. DCSS has studiously and repeatedly avoided answering any questions or taking any actions for me hoping I would go away, although they are funded federally and by the state for the best in the "public interest". In 2007, Commissioner Jeanne Lowe refused to order my ex to work full -time just because he failed to appear in court and she wanted to look him in the eye. A representative later told me my ex was benefitting highly from this inaction.

LCSA never enforced the very first court-order of $450.00 in 1979 for 15 years. They claimed they were unable to locate Paul even with his social security number that I gave them. He never changed it, the court order was never modified. The Social Security Act requires use of this number to sustain biological children.

In September of 2010 until June 1, 2012, LCSA began subverting deposits illegally and calling them DCSS's interest payments due them. Mr. Castro told me I wasn't entitled to the $850.00 court ordered deposits ordered in 2007. So our little family is utterly destitute and hungry strictly because of the embezzlement, them refusing to find Paul and garnish his good wages. He has always been well-employed, the economy has not affected him. The monies don't disappear when Paul isn't working.

Lots of people are praying for us but full justice, to be "made whole again" takes time I guess and I would petition those reading this to please pray for God's Holy justice to be rendered more swiftly. LCSA's thefts added up to $6550.00.  Someone at the front desk of the LCSA stole the arrears accounting project before Mr. Kaercher received it, but knowing it was being mailed certified, he waited at his desk for it to come, how foolish and the package disappeared. I had to file yet another complaint with the PostMaster General for Theft, someone recognized my name and my handwriting and absconded with the document. 

I told Mr. Kaercher he was personally responsible for not being at the ready when the sensitive document arrived addressed to him. I have reason to believe in a county and state-wide conspiracy against me in my case. I need an honest, can-do attorney worth their salt desperately to take some of the burden off me and believe there is the right esquire out there. Someone up to the challenge I know it is and win a place in legal history.  I have no funds for outlay, as the DCSS/LCSA has deliberately kept me poverty-striken. I would be happy to pay a reasonable sum at the end.

For the first time in 36 years, a representative sent me a notice saying they couldn't find him and wanted his contact information again, first I laughed then I cried. Further retaliation and harrassment for filing further action. Now I am awaiting a September 17, 2012 state hearing which I've never done before. San Diego itself handles 12,220,004 cases, the OAH has heard 2,012,080,285. That doesn't look good. I hope the San Diego Office is quaking in their shoes this week. 

My documents included a complete and to date arrears accounting project which no one has because it's never been done before and two Reports sent me from the LCSA itself that have been deeply and obviously altered. It is my faithful hope that when the Office of Administrative Hearings Judge sees these documents that the Hearing won't be necessary. I'm ready if someone absconds with the certified hearing documents I sent to the Legal Department in San Diego. I'm sure I'm forgetting pertinent details but so tired I don't know what. More than a Ripoff, right?
