Complaint Review: SENSIBILE HOME WARRANTY

We purchased our first home in December 2012. The sellers of our new home purchased a home warranty from Sensible Home Warranty Company as incentive to assure us of any problems that may occur, the warranty was transfered to us by the sellers. We have tried to contact the previous owners(sellers), however they have moved out the the country.
Our automatic garage door quit working shortly after we moved in. Read the warranty certificate and it stated that it quailified for broken garage doors. Called the company and they told me to call a repair company in my area to fix the garage door and once it was fixed to submit the bill/invoice and they (Sensible Home) would remiburse us. We called a company that had been in business for years and had really good reviews, they fixed our door. It cost us $890.00 for parts and labor.
I made several attempts to fax, email the invoice. Sensible Home Warranty kept telling me they would not accept the invoice, because it did not have enough details. I contacted the company and they wrote out an invoice that would satisfy Sensible Home Warranty. After several months of waiting they said they would only pay $480.00. I was not happy, but I said okay. Please send me the refund check.
I have called almost daily to only get the same answer. The customer service people always tell me to email the billing department and they also tell me that someone will call me within 24 hours. I have yet to receive any phone calls. They did send me one email telling me the check will be issued on June 7, 2013. Then several months later they told me the check must of gotten lost in the mail and they were looking into it.
I have sent over 50 emails asking were the refund check is...no response. I have called almost everyday.
This company is scamming so many people. I am not sure if this company is in the US or in another country. How can they keep getting away with this....such a shame.
