WARNING ALL Tenants looking for a basement suite in Rockville near DECOVERLY TOWNHOMES.
There is a fraudulent and violent landlady by the name of S***** T**SI who is looking to defraud her tenants. The housing she offers is a trap to steal your money and your belongings.
Once you pay the rent, she will turn off your utilities and lock you out of the apartment when you complain about her breaching the lease or if you call Code Enforcement about the repairs.
*****"Private washer/dryer" IS BROKEN- no spin cycle
*****"Private bathroom" Glass shower stall is old and panels shatter because glass housing is broken.
*****"Private entrance" -There is no lock on the patio sliding door so only entrance is through the GARAGE which she will claim as her right to access and control and lock you out. POLICE AREN'T allowed to force her to open her house to you even though you have a lease. YOUR ONLY bet of getting back inside is to break in through the BACK WINDOWS!!!
*****"Private patio" Aims waste water from the deck above while she sees you sitting outside. She will also try to aim the waste into the house if the sliding door is open. She is often drunk and yells profanities from the deck at her tenant. She and her visitors have stomping games upstairs and uses (baseball bat?) to bang on the floor while you are sleeping around midnight.
*****"All utilities included" Internet is supposed to be included, but once you complain about conditions, she will change the access code. She also tries to claim that you ought to pay for water, gas, electricity.
*****Male relatives/visitors in her upstairs unit are peeping toms and they open the access door to stare into the apartment through the crack allowed by the chain. That door is located near the bathroom.
****AND MUCH, MUCH more!!
The whole house is a trap. She is violent and will enter your apartment to set traps for you to hurt yourself (pouring slippery substances on wood floors.) Don't try to involve police. Even though I got a Restraining Order on her while I was renting, the police will not take action because they say the law forbids them from arresting landlords on their own property UNLESS you can prove an EGREGIOUS CRIME such as a STABBING or MURDER or VIOLENT BREAK IN (and you must have 2nd witness on scene or they will not arrest her.)
Ms. T**SI will try to ISOLATE you by asking the police to issue TRESPASS warnings on any and all visitors in ORDER to ENSURE that YOU are the only one at the apartment so you can't prove her crimes of harassment and assault.
If you take the chance of renting from her, don't do so without PLENTY OF NANNY CAMS.

Why tenant placed a restraining Order on Shirin Toosi

Shirin Toosi committed all of the following crimes:
-Busted into the rental unit while the tenant was standing in the doorway.
-Chased the tenant around her own apartment, telling the tenant that she (Toosi) "Can do whatever [she] want[s] because it is her house."
-Thrashed the tenant's furniture around the apartment and threw it at the tenant
-Executed a failed plan to sabotage the tenant's business by spilling oil on the floor three days before tenant's career certification exam (which she was aware of since the tenant explained at the intitial interview why tenant was downsizing to a basement studio suite. Toosi was aware that the exam was crucial to the tenant's future. Toosi was also aware that tenant suffered back injury.)
-Chased the tenant with a shovel
-Threw broken glass onto the rented patio space.
-Threw dog waste onto the tenant's private entrance.
-Broke water pipes in the tenant's unit so that the rental space flooded
-Threw smelly waste water all over the patio onto the heads of the tenant and visitors while they were sitting below, and chased them with the pail. The stench from the waste would not leave the patio for 2 weeks even after being hosed down.
-Demanded that the tenant alter the sprinkler system by installing electrical caps mver the sprinkler heads "or the whole house is going to be flooded."
-Refused to provide working smoke detector. Then, called fire marshalls for false fire alarm.
-Lied to the tenant that her unit was a legal rental space. NO separate foor preparation area is allowed in townhouse roomshares that are not connected to the main kitchen area. The basement studio has its OWN kitchen.
-Lied to the tenant that the homeowner's association allowed pets on the patio. Tenant had to pay $300 for new pet housing when the association threatened to apply penalties.
-Turned off utilities for non-payment when the LEASE AGREEMENT clearly says "utilities included."
-Attempted to introduce fraudulent clauses into the Lease at signing by inserting false dates and terms that were not according to the discussion on the rental nor according to the rental ad on CRAIGSLIST, including: ---
***Entered a charge TWELVE THOUSAND DOLLARS ($12,000) of rent for ONE DAY of rental, instead of ONE YEAR.
***Entered a clause forbidding pets when written agreement was to keep pets on patio.
***Entered a clause forbidding food preparation when agreement was to use hotplates.
***Entered a clause that tenant pay for water, gas, and electricity when written agreement was that utilities was included.
ALL THOSE terms were Toosi was confronted about slipping the altered contract into the copy provided to the tenant at signing. Tenant demanded correct copy.
-Poured poison over the tenant's patio plants so they shriveled and died.
-Incessant harrassment
-Toosi locked the tenant out TWICE. Police had to instruct tenant both times to break the windows in the back to enter their rental unit to access their belongings.
Shirin Toosi is a criminal.
