I looked for photoshop on the internet. I found software pros, who offered it for $18 dollars. I was billed $100 . The system has not been downloaded and iI cant contact them.

You want Photoshop? Go to Adobe.com and buy it. They charge per month and it's not $18. Use a little common sense here. You obviously got scammed because you wanted to circumvent the law and buy it illegally from a pirate. Sometimes stupid people get what they deserve. I hope you learned your lesson (I have my doubts).
