ST PAUL TRAVELERS INSURANCE unethical business practices, bad service, unfair to comsumer Sacramento California

I bought my first home and before I got keys to my house my place got vandalism by some copper thief.
I file an insurance claim on my property in December 2007 and my insurance (Travelers Property Casualty Companies) got a low estimate from Emergency Services (ES) who agree to do the work, but when the check was issue for $4155.59 the general contactor (ES) was not available to do the work and wanted me to find someone else.

I call Travelers Insurance company about the situation because I could not find someone to do the repair work for that amount. Dawn Lucia the Claim Representative doesnt want to pay the difference for another contractor to do the repair. I email her the bids from three different contractors but she didn't write back. I call her many times and she gives excuse that her contractor (Emergency Services Lic#823739) told her the repair work only cost $5155.59 and will not issue another check for the difference.

I have sent her all the information and documents that she have ask for. Travelers Insurance are dragging their feet and don't want to answer me back. They've given me bad service and they need to be investigated or reported. My last option before I file a small claim is to post them on ripoff report dot com. I still pay my insurance bill every month and the service Travelers providing is so unfair to me. I have all documents and recorded all the emailing and date and time of the phone calls.
