Received a call from 302-241-2106, caller ID said State of Delaware. Transcript of teh voice mail message left follows:

"And possibly loan forgiveness on your student loans. Due to our numerous attempts to reach you with no success. Your eligibility will be revoked if we do not hear from you within the next 48 hours and you will no longer be offered any of these programs for the remainder of your loan term. Press two to speak to one of our specialist now before your eligibility is revoked press two now and claim your lower monthly payments and possibly be eligible to have your loans forgiven. If you want to decline this offer press one now and you'll be placed on our do not call list and your preapproval will be canceled."
I seriously doubt this is a State of Delaware number. I work for a college that is a State agency in the telecommunications dept and this is not how we do business.
