Wytheville Virginia is a small town in Southwest Virginia where there is a complete lack of resource for reporting any sort of landlord misconduct which leaves me to write a "Ripoff Report" here on this website in hope that my detailed report will prevent anyone else from having to endure what we endured for 2.5 years while we rented an apartment from an individual known as Steve Ryan. First of all, I would like to say that Steve Ryan made a regular practice of being an irresponsible landlord and property owner. He endangered his tenants on more than one ocaision.

Whenever the apartment located at 1370 Lovers Lane, Wytheville VA 24382 was leased in September 2010, I was assured that there were no issues with mold rodents or unwanted insect infestations. Additionally, I was assured that the utilities were reasonable, that the building was well insulated and that the heating units were in working order. I made a "move in report" in accordance with the Virginia Residential Landlord & Tenant Act and submitted it to the landlord within the allocated time. He declined to accept his copy of the document so I just filed it with my paperwork and the lease for safekeeping.

During the 2.5 years spent in Steve Ryan's hovel, we had no heat, there were rodent infestations, broken pipes, insect infestations that included fire ants, black ants, bees, stink bugs, ticks, roaches, spiders, silver fish and more.  The windows were so loose in the frames that they were just about ready to fall out of the walls. The roof above the bathroom leaked which lead to the ventilation fan rusting and not working. This leak had obviously existed prior to my renting the apartment as determined by the amount of rust that existed on the surface of the vent fan when it was finally replaced...The mold in the bathroom had been painted over several times prior but had in fact existed. It became unbearable during my tennancy. The landlord performed no property maintenance whatsoever unless he increased our rent shortly afterward for requesting it. Steve Ryan threatened eviction when we requested repairs on the heating system, a broken pipe under the kitchen sink which was a botched job in the first place leading it to break and the bathroom claiming that all were our fault. Photos and videos exist that prove otherwise and clearly show that fault lies with the negligent landlord.

March 1 2013 at 10:30 PM Steve Ryan and his son, Coy Ryan came unannounced to our apartment and handed us an eviction notice. We suspect that it was because the situation at the apartment was becoming so severe that he was perhaps afraid of legal ramifications if it continued. Steve Ryan was recorded on video ranting for a solid 20 minutes about this eviction notice in our living room at 10:30 PM. In this rant, he admitted that we had done nothing to the apartment, said he would omit the bathroom from the move out inspection then stated that we had been excellent tenants but still refused to disclose the reason for his abrupt eviction notice.

March 15 after I completely moved out, Steve Ryan dishonestly attempted to keep our security deposit after he stated on video that he would refund it in full. He proceeded to search around the apartment and pointed out things like indentures in the carpet that normal every day furniture such as a couch would make and cited this as a deduction from the security deposit. When we brought it to his attention that we had proof that he had not disclosed that 1) the well pump for Apartment B was running through our electric meter and we had paid for ALL of our water + that of our neighbor and 2) that we suspected cross wiring which resulted in outlandishly high utility bills he played a different tune, refunded the complete security deposit and withheld $40 of the pro-rated rent supposedly for cleaning because he claimed that the apartment was filthy. I have photos upon move out that would contradict this statement and video that would prove otherwise but Steve Ryan was such an irresponsible and horrible property manager and landlord that we just didn't want to take the time to try to make him pay back that amount of money since we already had most of it to begin with.

Steve Ryan is out for the money, he doesn't care about anyone else and he will claim that he has every debilitating disease under the sun as an excuse for not performing routine property management and maintenance. He threatens eviction and increased rent whenever tenants request reasonable repairs and above all, he is very intrusive and nosey.  Several times, he made it a point to snoop around in my private life to find out about my employment and exactly how much money I was making. This was none of his concern. The rent was paid each month. He could have just asked me. Furthermore, I was told that I should get a job. This all because he thought I was unemployed whenever I was in fact working out of my home.  He is a meddlesome slumlord in Wytheville Virginia that should be avoided at all costs.

First, I would like to add that as a previous tenant of Mr. Ryan's, of that very apartment, I would not hesitate to rent from him again.

As an outstanding person, he was very helpful with any and all matters that I may have had while staying there. For example, the hot water heater was turned up too high, and Mr. Ryan turned it down. I installed a motion light on the front porch (because I wanted one), and he deducted the cost from my monthly rent. One time, there was a torrential downpour that made large ruts and gaps in the driveway. A couple of days later, Mr. Ryan was out with his tractor fixing the driveway. The rent was also very reasonable given its close proximity to town yet private atmosphere of the farm.

Might I add that the apartment being a duplex has another side in which the current tenant has been living long before my stay in 2009 - if this speaks for Mr. Ryan's quality as a landlord.

The apartment's size (around 600 sq. ft.) held heat and was well insulated. Baseboard heat is not the most efficient manner in which to heat a house, but it did not take much to make the place comfortable.

As for pests, I never encountered this sort of problem while I was living there.

I talked with Mr. Ryan before I moved in about mold. I am extremely allergic to mold and the effects are devastatingly hazardous to my health. I never had issues with mold in any area of the house. The fan in the bathroom worked fine during my stay immediately prior to Sarah. 

As for Sarah's comments about Mr. Ryan's health, he does have a debilitating disease and was forced into early retirement due to a diagnosis of ALS. In addition, I would like to point out that the video speaks strongly to Mr. Ryan's character - not once was he reduced to name calling or arguing irrationally with the disgruntled tenant. Also, as stated by Sarah in the video, Mr. Ryan came by at 9:30, not 10:30 at night.

When I moved out, Mr. Ryan had to replace the carpet. Accidentally, a black spray paint can fell off the shelf and exploded covering the wall and carpet. I still received most of my security deposit back despite this error on my part.

If my family had not grown or my job not relocated I would more than likely still be staying there.

All in all I'm sure that when/if the current tenants are removed and the appropriate remodeling is undergone, this apartment will be much more than just a great deal. The future tenant will be getting an excellent landlord that cares about his tenant's quality of life while living in this apartment.
