The above referenced entity acts as a clearing house/collections agency within the US (Dallas, TX) for several non-US based Pharmacy websites. My original order was placed 10-26-06 and my account debited for $179.00 on 10-27-06. And, of course, I received no product.

The company: support-billing.com, (per WHOIS.COM)registered to: nick costello/costello's inc 8222 San Benito Way Dallas, TX 75218 US (214) 824-8213 [other known business names associated with this company as extensions or associations include: SUPPORT-BILLING.COM or VALUE-PHARM.COM or PHARMA-CROSS.COM or DISCOUNT-PHARM.COM] (I found a Plumbing Service at the same address) has a documented history of non-fulfillment and alleged fraud. Although the Rx Websites are Registered in Liverpool and Paris, the actual Customer Service/Credit Card processing is located in Dallas, TX according to internet records.

My experience with the company is that they use non-fulfillment and delay in order to retain acquired funds. If you place an order with them, you'll enjoy the penalties they threaten--if you file a fraudulent refund! AND THEN they'll offer to reship the product for free, after they've already TWICE ALLEGED to have shipped it!!

If you've been scammed, I feel for you. Please use my experience to corroborate their previous fraud when you dispute the charges with your bank or credit card company [and when you complain to the State of Texas Attorney General [oag.state.tx.us/consumer/complain.shtml], the FTC [econsumer.gov], and the Internet Crime Complaint Center [ic3.gov]. Your online complaints are important as they will assist the many people who might be or have already been victimized.

I am a current employee for support-billing.com
We are not a clearinghouse/collections agency, that is ridiculous. We provide support and billing services for a number of different industries, one of which is the online pharmaceutical niche.
I see this post was from a long time ago, some of our companies that we supported did not have reliable shipping services, we have since updated our standards to better serve all the customers for the companies we work with.
I have no idea what that company information he listed is, or who Nick Costello is. WhoIs.com is a domain registry for websites.
He is right that we do not like when people refund their orders and we will try all possibilities to get you to receive the ordered product and be happy with it before issuing a refund.
In terms of "threatening with fraud" I have a pretty good idea what he's referring to, and it is just a miscommunication. Our refund form we send by email states:

TERMS:
There is an 11% credit card fraud preformed by customers by ordering
products, receiving the product and then requesting a full refund. This is a
Felony III charge that can be ascribed permanently on your record if found
guilty. We will also submit your name to a national Data Base for fraudulent
credit card purchases, this will limit your purchases on the net.

We are a large online Pharmaceutical Corporation with sister companies
working with us and over 120 websites. If we find a discrepancy or
any intentional misinformation, your personal details shall be transferred
to the Federal Bureau of Investigations' Fraud Department. Any Future attempt to
purchase online medication or dispute charges shall result in Legal action based on prior records.

This declaration is not threatening the client with fraud. If you are not attempting to get a refund for false reasons, there is no problem. But as the email states, we do receive about 11% fraudulent refund requests. So we look into each refund request carefully and thoroughly to make sure that it isn't. The warning is supposed to scare away people trying to commit fraud against our supported companies. Unfortunately it does tend to get misinterpreted from time to time and individuals think we are threatening them.
