Ted Saltzman, a white haired man in his 70's is using a non-existent bank as credibility to collect funds from people who think he is a legitimate banker/investor. He signs all e mail correspondence in this manner:

In order to gain your trust, he will offer to invest in your company, but never come through with the investment capital. He is a liar, and should not be trusted in any capacity.
NEW INFO: In addition to his con activites, he has been recently accused of writing a bad check in the amount of $50,000, and has been reported to the DA's office in CA.
If you should run across him in your financial dealings, be assured your investment will not be in legitimate hands. And if he should offer to fund your business, be wary of any propositions, as he does not have the money to do so, and will hold up your business proceedings.
Run - don't walk - if Ted Saltzman from First Austin Capital (also uses Saltzman & Associates, and Environmental Impact Foundation) should approach you for any business deal.
