My husband and I are both in the military. We were referred to Texstar Properties because we were new in the area. We rented a 3 bedroom, two bath home, which required a $500 deposit. I gave Texstar a 45 day PCS notification. They asked us when were we moving and we told them the 1st of May. They said that they would not be able to inspect before that date. We were told to leave the lights and water on for 5 days after we leave so that they could inspect the property. We left the lights and water on for a week.
When I called to find out how the inspection went, I was told that we owed them $200. We had everything professionally cleaned, including professional lawn service and pruning, carpet cleaning, professional spackling, replaced toilet seats and paid $90 to replace window that was shot out by a drive-by shooting. Yes, we were told that we were responsible for that. We were also charged $100 for a missing patio screen door that was never there. Why would we replace all of these things and take a screen door is beyond me.
We spent the amount of the deposit trying to make sure everything was in order before we left. Then they claimed that they never received our receipts for all of these services. We place the house keys in a envelope with the receipts. So, if they got the keys, they got the receipts. This conversation finally took place in June, one month after we left Killeen.
I never received and itemized bill to this day. I called back on 21 July and was told that my deposit of $195 was sent to my new address on 14 July, two and a half months after we'd moved. I told the receptionist that we had not received our refund and could they resend it. She said that it would be a $29 charge to stop the check and it would be charged to me and to wait the 90 days, which was 21 October.
I have yet to see our refund. I was also told that we were charged for turning our services back on so that they could inspect, which had to be well after the whole week we'd left them on. I have the light and water bill to prove it! I have left message after message and no one will return my calls. We have chalked the $500 up as a loss but I would like for Texstar Properties to be placed on the ban list as an off-limits company for the Fort Hood military service members.
The service was horrible. The employees were lazy, incompetent and dishonest. The management at Texstar was never around to voice our grievances to. Thank God we don't have to deal with those people anymore, but I feel for the vunerable, unknowing Soldiers and their family members that think they are the company to do business with. I hope I've saved someone a lot of hard earned money and time.

The previous respondent has the right idea of reporting them to the attorney general, but jurisdiction will probably lie in Texas. Contact the Texas State Attorney Generals office in Austin to begin that process. In addition, if your contacts and oqners of the company are licensed real estate agents you should also report them to the Texas Real Estate Commission so that they can be investigated and held to account for their behavior. The Real Estate Commission can be reached at 1-800-250-8732, they will then be able to help you get started in how to file a complaint. What they did is unethical and criminal, please don't let it slide, make them accountable. As a Texan and a REALTOR I appologise for how you were treated, while also thanking you and your family for your service for us.

Go the Kentucky Attorney General's website. Click on Divisions and then select Consumer Protection. File a complaint with them.
