This person contacted me by phone and asked if i still needed a loan i said yes he told me to get a money pac and i did. I loaded the cards and was to receive my money the next day and i never recieved the funds. the amount that was put on the cards was 308.00 plus the 10.00 for the cards took all the money i had and still never recieved my funds. i have called the number and there is always an excuse of why i did not get my loan and he always wants more money says it is for insurance purposes. i just want my money back.

You were scammed. This is the Advance Fee Loan Scam. Anytime you are approached by someone purporting to be a 'lender' and they require you to first get a money pac card and load it with funds, it is the tip off that there is no loan.
Look up scams at the FTC(dot)gov website so you get a handle on how these scams work.
You could file a police report with the information you have on this scammer, but it is unlikely that you will get your money back.
