For weeks, the News Tribune has been aggressively carpet-bombing neighborhoods with orange-colored ad bags which often wind up in public right of ways, gutters, and storm drains. The plastic bags are a hazard to children and wildlife, and stand to threaten the health of our waterways. Citizens have banded together to voice our concerns multiple times with Tribune executives, city officials, and others. We have organized "Return To Sender" protests wherein we collect all the offending bags and deposit them on Tribune property. Not only has the Tribune not acted in good faith to halt these unsightly and unsafe distributions, it has promised to accelerate them. Apparently those in charge expect residents to patrol their neighborhoods collecting these offensive, disgusting bags before they can clog our storm drains, threatening communities with flooding, or worse, let them wash into the Puget Sound where they will become a threat to our cherished waterfowl and other wildlife. In response to overwhelming citizen outrage, including appeals to our city council, the Department of Ecology, the Attorney General, and other officials, the News Tribune states, "Since some members of the community have objected to the color of the original plastic bags (orange), The News Tribune has switched to clear bags."

It should be obvious to any reasonable person that citizens do not object to the color orange. What is offensive is the fact that plastic bags of any color, filled with paper, present a hazard to wildlife and drainage systems when not properly secured. I have not personally received any such "deliveries" (now known as Z-bags, after the last name of the publisher), but just yesterday I picked up many soggy bags lying in the middle of busy streets, in gutters, and on sidewalks. Citizens are, in effect, having to clean up these Z-bags in order to keep our streets clean and storm drains clear of excess debris. When a street floods, it doesn't just flood for those residents who haven't "opted out" -- it floods for everybody. When a neighborhood is strewn with garbage, it doesn't only affect those households where the garbage happens to land. When a child or an animal plays with a plastic bag found in the road, it matters not whether that child or pet's household has personally received any advertising -- the risk of suffocation is the same. And when the landfill has to process 50,000 or more new pieces of trash every week, the burden falls on ALL citizens. If the utility has to raise rates to accommodate the extra volume, ALL ratepayers will feel the pinch.

We live in an era when conservation is a virtue. We are constantly being urged to reduce our consumption of paper and plastic. Our oceans, and our food chain, are threatened by plastic waste. Plastic requires petroleum to produce, in an age when we are trying to wean ourselves away from this toxic substance. The News Tribune's bag-bombing campaign flies in the face of everything the rest of us are trying to do to leave a better world for those who will come after us. Just stop the Z-bags already!
