Today is April 10,2009 the reason for this letter is for updating my Report. Shortly after Rip-Off Report went into the websites we got a call from Mr. Roman Kirillov of Tico Paradise Properties. He told me he was ready to settle but that I had to put in a rebuttal for the RipOff Report story right away. I did no such thing as I told him that they should pay me my money all of $20,000.00 dollars. Mr. Kirillov wanted to bargain with me I told him that they needed to pay the full amount and then I would put a rebuttal. Mr. Kirillov just kept doing what he does best and that is gave me a line of B.S. Mr. Kirillov told me that Paradigma was going to sue me because of the story. I explained to Mr. Roman Kirillov that this could all have been avoided if they would have held up there end to the Contract which stated that I would be refunded within 60 days of termination of lot reservation. During this brief time Mr. Kirillov wanted to bargain with a small payment and his word that we would get the rest of the money this spring. We have heard this many times since Jan. of 2008. We were threatened with legal action as well. We are compiling a list of people that are going through the same problem with Mr. Kirillov-Tico Paradise Properties. When they all come forward we will then seek an attorney. How is it that when you sign a contract the people that have you sign a contract don't follow the rules in it? Why is it that I have to prove that they have my money and I want it back? Why do I have to jump through so many hoops just to get my money? These people or persons are allowed to continue doing the same thing over and over to others, as I have to wait and prove the difference. I want justice and RipOff Report has been helping me out with good information. Mr. Roman Kirillov might also be operating R & R Real Estate & Note Investment, Inc. in CA. As of now Tico Paradise Properties does not have an up and running Website. It could be operating under a new name as mentioned ( R&R Real Estate & Note Investment Inc ) But the project they are involved with in Golfito, Costa Rica is Ives Keena. I have not heard from Mr. Roman Kirillov ( Tico Paradise Properties ) since the early March. His phone is disconnected and he has not returned any reply what so ever. I will continue to update this story.

Firts at all, I want clarify that Tico Paradise Properties is NOT selling a Development Project in Costa Rica named, Ives Kena. Tico Paradise Properties has not been selling this project for nearly 16 months, due to the economic slowdown in U.S. real estate buyers' portfolios. The Developer has cancelled any and all contracts with Tico Paradise Properties, Roman and anyone associated with Tico Paradise Properties or Roman

After investigating the claims of Joe, we have found that Joe has completely fabricated his story in efforts to Extort Tico Paradise Properties and/or the Developer, to pay him money that is not lawfully his.

By research of documents sent to my office from Tico Paradise Properties, I have found that Joe did indeed make a commitment to purchase real estate through Tico Paradise Properties. He freely signed contract of reservation for the lots to be purchased, with a 30 day cancellation policy. Joe chose to not cancel his reservation at the end of the 30 day cancellation period, but instead request an extension to the 30 day cancellation period, which Tico Paradise granted.

In summary, by reading closely the dates on Joe cancellation letter and the date he was extended in order to cancel his contract, brings all of this to light. The facts read as follows: Joe, after being granted a lengthy cancellation extension, sent his letter of cancellation, postmarked, after the extended date he had in which to cancel. Therefore, Tico Paradise Properties, legally does not owe Joe any money. Roman, with Tico Paradise Properties, felt it a good business practice to return Joe deposit in Good Faith. Roman was able to send a lump sum of money at the time of this arrangement and would then pay the rest as Tico Paradise Properties had funds to do so. This was the agreement between Roman and Joe

Joe has received letters from both Costa Rica and U.S. attorneys ordering him to remove this slander and defamation of character from the Developer, which Joe has chose to ignore. I assure you that my client, the Developer, is in the process of procuring all legal remedies at its disposal, in both the United States and Costa Rica.
