Tom Lowin, Dene Lowin Failed to provide construction services. Failed to provide proof of Insurance. Failed to provide proof of license to operate as a contractor. Failed to provide material. All this occurred after payment of $5,000.00 was paid to Mr. Tom Lowin and another $1,536.00 was paid to his wife, Dene Lowin, funds placed directly into her Bank of America account. On July 26th, 2013 I contracted with Mr. Tom Lowin to perform construction work. This included new wood flooring, painting the entire 900 square ft. condo unit, 2 kitchen cabinets and opening a wall between the kitchen and living room and installing 3 - 6 panel doors. This work was to be completed in 2 1/2 weeks beginning at the end of July 2013. Almost 3 months later or October 21st 2013 nothing had been completed.

Mr. Lowin was to provide the management company with his License and Insurance information before he began work. To date the management company has not received this documentation. 

Mr. Lowin required a $5,000.00 check be delivered to him prior to beginning work. Another $1,536.00 was transferred directly into his wifes Bank of America account on August 27th 2013.

Once work began Mr. Lowin and his men were rarely at the job site. Countless texts and calls were made to him to check on his progress. Excuses followed. On 2 seperate occassions I travelled to Florida to check on his progress. Even while I was at the job site Mr. Lowin never arrived on time if at all.

On October 11th 2013 Mr. Lowin wanted another $375.00 or he would not return to the job site. I did not pay this sum.

Once I arrived at the Condo on October 21st 2013, after having moved, I could see that no further work had been performed. None of the jobs which Mr. Lowin had bid were completed while many were not even begun.

Since I moved into the Condo Unit I've learned the following. An electrical permit should have been applied for. On 06/03/14 a Judgement in my case was found against Mr. Lowin in Broward County, Florida in the amount of $5,310.00
