Traval Contractors Supply, Inc. Paid for dozer tracks which were never delivered! Promised refund and still waiting! Jeannette Pennsylvania

On 7/7/2014 I reiceved a quote from Traval Contractors Supply for a full set of D4H SALT rails (tracks) via Invoice No. 11203. This included delivery to Houston, Texas.  

I paid for this the same day with my credit card and was promised that it would be delivered within 2 weeks.  

They never arrived and after numerous phone calls and emails they finally admittted they were not in stock and I would be issued a full refund.  Months later and many excuses later and still no refund.  I was getting frustrated and threatened legal action.  Then on the 02/12/2015 I recieved this email below:   

Hi Jonathan, just got your mail, approx three weeks ago we had a credit card transaction from a customer that was a fraud transaction and somehow got into are bank information. Needless to say this kind of has me in a small bind. I will do my best to take care of this matter in a couple weeks. Again I thank you for your patients. We have been in business for about 70 years and have never run into this problem before. It sure is not getting any easier.

Lots of phone calls later and lots of promises such as "the check is in the mail" and Today, the 28th of October, 2015, I have still not reiceved a refund from Traval Contractors Supply.
