travelers inn issued refund then took it back out Penelton Oregon

I called a week before the july 4th holiday to reserve room with my B of A debit card. I explained husband would be arriving 7/3/15 earlier then check in- around 4 am. She said she would just have to charge me a bit more and I agreed to $63.32 for a room with air conditoner and a queen bed. 

When my husband arrived as planned- they were overbooked. Because it was 4th July holiday there were no other rooms in town so she offered him a room they dont usually rent. It had not been remodeled yet. It was 104 degrees outside and the room was without air conditoning- but they offered him fan and to only charge $40.00. Not having any choice he took the room.

When he got home 7/04/15 he told me what happened with room. I checked my bank and they had debited the 63.32 we were to pay origanally. The debit actually didnt post offically until 07/06/15 due to holiday. 

I called them and asked for refund- she remembered my husband from 2 days prior. She agreed to refund to my card. When I checked next day had not been done so I called and reminded her. The following day she put 18.52 back into my acct (23.32 was amt due) But then she turned around and debited the 18.52 back on same day.

I wrote letter to them attached proof and asked for refund - they never responded
