He may also be operating out of Houston, Texas and one of his warehouses was supposedly in Tampa, Florida.

My company initially made contact with Paul Osborne at Tru Power Technologies on April 8, 2008. We learned about TruPower through www.alibaba.com, a web portal that connects international and domestic buyers and sellers. Tru Power had posted an ad stating that they could supply used, tested, and working CRT monitors by the container at very competitive prices. Alibaba.com offers a Trust Pass service to members that, for a nominal fee, validates their company information to ensure legitimacy. Tru Power is a Trust Pass member and so we had confidence in their operations.

On April 10, 2008 Paul Osborne sent a proforma invoice to my company. This invoice was for four containers (3600 pieces) of CRT monitors 17, black, 2003+, grade A. The entire contract value was $50,400. Tru Power required a 30% deposit ($15,120) to hold the goods. My end customer delayed in sending this deposit and so Paul Osborne and I verbally agreed to a non-refundable deposit of $2,000 with the balance of the 30% deposit to be paid within 5 business days. The $2,000 deposit was made on April 15, 2008. My customer continued to delay in sending the balance of the 30% deposit, so on April, 21, 2008 my company wired $11,000 to Tru Power. Paul Osborne verbally agreed that this $13,000 was enough to hold the goods while the remaining funds were collected.

My business partner and I coordinated with Paul Osborne to travel to Tampa, Florida on April 22, 2008 to meet Paul Osborne and to inspect the products which were to be purchased. Paul Osborne canceled last minute and failed to coordinate any representative to meet us in Tampa. My business partner and I spent the 22nd of April in Tampa continually trying to make contact with Paul Osborne and attempted to locate his warehouse, the address for which was incorrect on the proforma invoice.

After making deposits totaling $13,000 and wasting time and money traveling to Tampa, Paul Osborne cut off all communication with my company. We made numerous unsuccessful attempts to call Paul, leaving him voice mails and sending emails.

After the $13K deposit was submitted, approximately 4 weeks passed (around May 26, 2008) until Paul Osborne called me back. At this point he apologized for his lack of communication and committed to submitting a refund to us as soon as was feasibly possible. Some more time passed without reliable communication or refund and I requested that Paul Osborne submit a promissory note. This note was received on June 9, 2008 and payable by June 13, 2008. The note is valued at $14,000. The difference between this and the deposit made per Paul Osborne was Time and effort is the extra, just trying to make it as right as I possibly can as we got off on the wrong foot in regards to business together.

As of June 13, this refund was not received. On June 16, 2008, Paul called and talked to both my business partner and I. He provided more excuses as to why the promissory note deadline was not reached. I agreed to give Mr. Osborne until close of business June 20, 2008 to submit the refund. As of June 20, 2008, no refund was received.

Do not do business with this man. He is a liar and thief. This is a breach of contract case and is also international wire fraud.
