During the Summer of 2010, I register for a class at The University of South Carolina. I was entering my third day of class when I received a email/voice-mail not to return to class. Unbeknowing to me what the reasons where, I phoned a classmate which she stated she never received such message.

I had taken out a student loan to cover this summer class. The loan cover the course and I recieved the extra leftover balance to cover books and course materials. Mind you I'm travelling from Charleston, SC to Columbia SC which is roughly 100 miles one way once a week.

I called Frances Spann the student services program coordinator which advised me that because I received a letter grade "C" I was not longer allowed to participate in the program. No notifications, no academic probation, no holds on my ability to register, just cold out right. Don't come back!!!

So I asked her what happens to the financial aid I applied for and how would this be handled, she replied we'll send it back to the loan people. Out right rude and uncaring. Why is it my responsibility to due her job when she should have notified me of any problems she should caught. I was never given to opportunity to finish the class nor given any warning pertaining to what I suppose to have did that was so wrong to cancel my class.

I never heard anything else from the school until Nove/Dec 2013. A collection agency Coast Professional who represents the school collection. I spoke to the collection person and she stated I had an outstanding balance owed to USC for $607. I was told I could dispute it via email. I submitted emails Dec 31, 2013 & Jan. 17, 2014 never heard anything back from them.

I filed my State of South Carolina taxes and learned that the University place a hold against my taxes for a class they cancelled and now say I owe them.  I contacted a collection agency located inside the Bursar office at 1-803-777-3559 to attemp to discuss and was told to take it up with financial aid. So now I was told I owed $607 plus $100 late fees, but was never notified or contacted about any of this.

I call Federal Student  Aid and was provided additional contacts because this sort of practice has never been heard of. Futhermore if my class was cancelled why didnt the school send the money back to me being that I was the one who took out the loan to cover a class they cancelled. Now there coming after me for there negligence.

I inquired what address did they have on file when they sent notices allegedly. I was given some bogus address of 313 North Royal Tower Drive Irmo, SC 29063. I'm not even from Columbia, SC so who's address is this. I believe this address whas trumped up to justify there actions on taken my State Refund to offset a debt that was never mind.

Federal Aid office has never heard of anything like this before and stated the loan money should have come back to me completely therefore this would not have happened. I took the loan to cover a class not get garnished and have my refund taken.
