A charge of 23.95 was posted to my Capital One credit account on March 02, 2009. In doing a web search, I found that this looks like an internet hosting company.

I did not sign up for this service and believe this to be an internet scam. I will be working with the credit card company to clear this charge as well as the late fee I incurred.
