The UPS Store that I rent a mail box at refuses to release my social security disability payment to me because I owe them. I tried to speak to the manager and explain I cannot pay my monthly box rental until they release my disability check to me. I asked her if I needed to call social security office to let them know what was going on and get their help. She shrugged her shoulders at me and told me the boss requires I pay in full before anything can be released. I told her I couldn't pay her if she is holding onto my money and I wasn't asking for all the mail to be released just the disability payment and i would pay them immediately once I've cashed the check, but she refused. The way she was acting you would think I owed hundreds of dollars, but I only owe them $45.00

What do I do now? I've got medicines to buy, need to buy food to feed my family, utilities are due. I cannot afford to wait for them to return the payment to Social Security and maybe have it mailed to a different address. The time it takes to do that will cause me to miss some very important medications.

I have been with this company for over 10 years and never had a problem making payment arrangements until the store sold to these new people. Now everything has changed, and not for the better. Their customer service is horrible, they never return phone calls, take forever to get the mail up, can see you everyday but don't bother remembering who you are and demand your id everytime you collect your mail. I've put up with all their changes but this goes too far. What should I do?

Find a way to pay them

When I was poor, as most people who receive SSDI are, the building where I lived was not a safe or reliable place to get mail and packages. When I worked nights it wasn't convenient to get to the USPS during their limited desk hours at that time. When a friend was making arrangements to leave her abusive former spouse, it would have endangered her physical safety had she received mail at home which could have revealed her plans. You cannot assume someone has a rented mailbox for nefarious reasons.

I have no idea why some people felt the need to attack you. However, management of this company has indicated they cannot assist you in the way prior management did. If you are unable to borrow the $45 from friends or family, pawn something, visit a payday loan site, or whatever is necessary to get the money you need to get your check.  Once you have done that and the emergency is over, re-evaluate your circumstances. In my experience, USPS mailboxes are less expensive than UPS store ones. If you are not able to pay for the UPS mailbox in advance, you must find an alternative and discontinue the service. At this point, you have developed a negative attitude towards the service provider and I believe it is in your best interests to change. Things like checking ID are done for security and probably to conform to laws, something you might appreciate if you weren't feeling squeezed at this time. You may have valid reasons, but I don't understand why you don't set up direct deposit. With limited funds, you don't want to have to pay for check cashing, etc. While there is little free checking available, it is available for less than the cost of check cashing.

The OP admits that he has been late several times in the past, so wouldn't it be likely that he has already been explained of the policy and procedures by both the previous as well as current managements? In fact, he has already signed a document that explained those policies and procedures when he first initiated the service. He also signed an identical 1583 document that the United States Post Office (USPS) uses. USPS mandates that no mail be given once the contractual term has expired, including failing to renew without payment. This includes government checks, personal greeting cards, junk mail, etc. No exceptions. The UPS Store is following the federal mandates identical to the protocol that USPS does. Should all post offices also be shut down too for not catering to the special chronic needs of certain individuals? Should everyone be able to come up with a special excuse, legitimate or otherwise, and simply get special service whenever as as often as they like? Isn't that a great ingredient for a chaotic economical breakdown?  

Obviously, there is a reason he is receiving his mail at a UPS Store! The big question is: WHY? One very common reason is fraud. If living expenses exceed income, why pay for the convenience of a mail box? If it's just checks mailed via the postal system, a P.O. would cost less. Those checks may also be deposited direct into a checking account at their bank...for free! There are those that avoid using a USPS p.o. box as it makes fraudulent activity more difficult. A mail box at UPS has a street address, which certain individuals use to falsify their home address. Those mail boxes are also used when other individuals within their household are receiving government pensions or whom have incomes that would make this OP ineligible for that government assistance.

One tactic used by manipulaters is to use the pity card. This OP stated, "I've got medicines to buy, need to buy food to feed my family, utilities are due." He never mentioned, however, the biggest bill of rent or a mortgage payment. Along with the fact that he mysteriously cannot have checks mailed to his place of residence, this significantly reinforces the possibility that he lives with another person that pays the rent or mortgage. That other person may make this OP ineligible for is government assistance, therefore he has been attempting to bypass the regulations by falsifying his home address. With all many options to receive his government check (funded by taxpayers like yourself), why would he not be having them mailed or deposited for free???

To some that want to call on that pitty card, that's fine. I prefer not to see people, including myself, being taken for a sucker at other people's expense. At the very least, this OP has proven a track record of irresponsiblity. Though options are there, he has not only put zero effort into resolving his problems, but seems to be going out of his way to perpetuate his 'problems' by blaming others that are following federal regulations to prevent fraud.

Uncalled for Customer Service

Ok everyone,
The customer did not pay his rental fee for his box, I get that.
What I think is terrible is now everyone decides to turn this around like the customer is such a bad person. Everyone runs on hard times and it is completely unacceptable for an employee of a UPS store to refuse to give the customer his disability check. As far as I am concerned the employee should never take it upon themself to take such action.
If the Management allows for such conduct this business should be shut down due to unethical practices alone. It is a shame most of the comments  I have read are pro UPS store, instead of understanding the customer and his situation. I am sure there is a reason he needs to receive his mail at a UPS store. It is W R O N G what they did to this customer and if they had
issues with his lack of payments explain to him their policy and procedures, have him sign he understands for future, and let him have his mail. Simple.

Why should any business absorb the public's financial problems?

First of all, a simple solution. Rather than borrowing the $45 from a business, borrow it from a friend or family member. After that, budget properly to be able to pay your bills on time. If a balanced budget can not be done, then exercise priorities to terminate what you can't afford. This includes mail service. It was stated that you have had to make "payment arrangements" several times in the past. One very good possibility why the previous management no longer operates that business is due to their attemts to accommodate non-paying customers. As commendable as that may be, it was a factor that kept them from paying THEIR bills. Protocol at that business now may have changed, but it is in fact for the better even if it does not include charity.

I had a box at a post office for years. The service was fine, but did not offer everthing I needed. They not only did not return calls, but they also did not accept them. I was told that post offices do not have phone operator staff for the myriad of public calls and I would have to call a general 800 #. The post office also requires I.D. to be shown if I didn't have my key....every time. The mail form I signed at UPS, called a PS Form 1583, is actually the identical United States Post Office form that is found on the USPS website. It states the mail can only be given with proper I.D. and only to the person who filled out that form. After a five day grace period, the post office would never hand out mail if the box was past due. No exceptions.  That doesn't define the post office as having 'horrible customer service'. Why should UPS be any different?

All mail and packages are sent only to an address. Any formal name on them is only a reference and mandates no legal ownership. If a person receives someone elses mail (we all have), it is not illegal for them to open or toss it. If a contractural service to hold your mail at another address is used, any name onle the correspondence is still a reference only and does not indicate legal ownership. If that were not the case, we all could merely have our mail and packages sent to a post office or UPS and then go pick it up at our convenience, for free. How many of us would like to risk their livelihood with financial responsibilities/debts and long hours just to offer free stuff?

Wouldn't it be nice if we could all have mailboxes at the Post Office or UPS stores, and only have to pay when we get checks or something cool? If it's only bills or advertising, then you don't have to pay unless you feel like it later. That service wouldn't be around for long. Of course, there is always those that feel their circumstances are more important than everyone elses in the world, and that everyone else but themselves is responsible to pay for it.

Unfortunately, if any business makes it their policy to cater to the excuses of certain 'customers', that business won't exist long for anyone to use. Then those evil business owners, who were just trying to make a living like everyone else (other than the lifetime moochers), will fail to pay their bills, file bancrupcy, and be eligible to join other's with government assistance handouts. That current UPS Store management is only following their legal requirements, trying to pay their bills, and work hard to pay the taxes needed to generate this OP's Social Security check.

Regardless of the renter's on time pay record, I'm not sure it's legal for any mail drop to hold onto Federal payments, let alone any USPS mail, as hostages for the box rent.
What I figure the store's legal options likely are, at least with such payments from Federal agencies, is to simply evict the renter, and have all future mail returned to sender, but release what has already accumulated.
The renter should at least contact SSI to find out what rules or laws govern this.

    So, because the previous owners were OK with making "payment arrangements" (translation : putting up with you not paying on time), you think it's a ripoff that the new owners are not equally lax about collecting their box rent?     It's awfully hard to call it a ripoff that they will not put up with your casual attitude towards paying your bills.
