U.S. POSTAL DIS-SERVICE TO SENIOR CITIZENS [AND OTHERS AS WELL] ====== 13 JUN 2013 ==== THIS “GENERAL COMPLAINT” BEING PREPARED FOR TRANSMITTAL TO . U.S. POSTMASTER GENERAL, ANY AND ALL CONGRESSMEN, AND/OR . ANY AND ALL SENATORS, DEPARTMENT OF AGING AND DISABLED, AND . ANY AND ALL NEWS MEDIA, AND VARIOUS INTERNET COMMERCIAL . VENDORS. THIS HAS NOW BEEN A LONG-SINCE BEEN AN ONGOING PROBLEM, AND ACTUALLY BEARS THE EARMARKS OF SOME KIND OF “CONSPIRACY,” IN ORDER TO PREVENT “OLD FOLKS” FROM RECEIVING THEIR PACKAGES VIA THE U.S. POSTAL SERVICE, TO “ENCOURAGE THEM TO SIMPLY MOVE OUT.”. FOR ANY AND ALL VENDORS: RECEIVING THIS MESSAGE DOES NOT MEAN THAT I AM MISSING ANY PACKAGES FROM YOU BUT ONLY TO MAKE YOU COGNIZANT OF “CERTAIN PROBLEMS WITH THE U.S. MAIL.”

This particular complaint will pertain to a senior-citizen retirement complex, Normandale Place Apartments, which is located on the far West-side of Fort Worth, Texas, at which I have been a resident, since March of year 2006, and 71 years-of-age. Residents here, are required to be 55 years of age or older. Ref: http://section-8-housing.findthebest.com/l/9964/Normandale-Place-Apartments Many, if not most residents here are much older than 55, some of which are barely able to get around without their power-chairs or scooters. Many residents do not have automobiles of their own and, unlike most other retirement complexes, there is no transportation service provided here, for those who simply do not, or cannot afford their own automobiles, like myself. That makes it not only “difficult,” but also “expensive,” for such things as going to the grocery, whereas a taxi-cab must be hired. Ever since I have lived here, at Normandale Place Apartments, I immediately began to experience certain adverse service from the U.S. Postal Service. At first, it was limited to receiving “other tenant’s mail,” and sometimes it was “other tenant’s” receiving “my mail.” On at least one occasion, I have strong reason to believe that some of “my VERY IMPORTANT MAIL,” was simply “never received.” [documentation available] As far back as year 2007, and largely due to my own physical and/or medical ailments, I considered how it would be extremely beneficial for me, to simply order various and needed items via the Internet. Of course, for the most part, this meant receiving those said items via the U.S. Postal Service. For receiving packages, via the U.S. Postal Service, here at Normandale Place Apartments, there are six “package lockers,” located just outside of the West- side entrance to the complex. Whenever a tenant was to receive a “package,” that would NOT fit into his smaller [tiny] “inside mail box,” the [said] “package,” would be placed into the [said] “package locker” and, the “appropriate key” to that [said] “package locker,” would simply be placed inside of the tenant’s [said] “inside [tiny] mail box.” The [said] “appropriate key,” would be attached by a key-ring, to a plastic tag, upon which would appear the “appropriate number,” of the “appropriate package locker.” In such manner, the tenant would know; “Oh, goodie! I’ve got a package!” As such, the tenant would take that [said] “appropriate key,” out to the [said] “outside package lockers,” and be able to withdraw his or her package. Right on?

Well, NOT QUITE. MOST RECENT INCIDENT AT TOP [then read down] = = = =  = 22 JUN 2013 ==== 1. Pursuant to USPS Tracking No. 9405509699938526671612, he has a PRIORITY MAIL package, still “sitting at” the Ridglea Station Post Office. At least he “thinks” it is. 2. 2:00 PM, he receives a telephone call from a neighbor-lady friend of his, telling him that the U.S. Postal-lady is here. At first, he thinks she [neighbor-lady] is going to tell him that the postal-lady wants to deliver his package. However, his neighbor-lady friend advises; “no, it’s for another person down-the-hall - I’m helping to deliver it.” He says; “why are YOU helping to deliver a postal-package.” His neighbor-lady friend explains how the postal-lady claims that she cannot use the package-lockers, because people [tenants] have been taking the keys [to package-lockers] home with them, and now she doesn’t have any.” He says; “Oh, is that right? - that’s very interesting - whenever one removes a package from a package-locker, the key “sticks in there,” and cannot be removed - in other words, SHE’S LIEING! NOTE: The said “neighbor-lady friend” of his, asked that he not use her name, like ===== “in this writing,” so he has not.

INCIDENT NO. 20 [COMMENCEMENT] ====== 10 JUN 2013 ====== 1. He receives a phone call from one of his neighbors, a one Pat. This said Pat, he knows, is disabled, restricted to getting-around in her power-chair. She tells him how she too, has been having serious problems in receiving her packages from the U.S. Postal Service - in that they simply refuse to put her packages in the “outside package lockers.” She tells him how she has just recently had to pay someone, to pack her up, and take her to the post office, very strenuous for her, to pick up a package containing some $200.00 worth of clothing that she has recently ordered. She also mentioned how there were so many people within this particular complex that relied upon the mail to receive their medications. 2. He advised that he would soon be getting back in touch with this said Pat, in order to obtain exact details regarding her [too] adverse experiences with the U.S. Postal Service, here at Normandale Place Apartments. 3. Actually, this Pat had left a message on his answering machine, he finds it on 06-11-2013 and makes a computer-copy of same. [SEE COMPUTER ARCHIVES] 4. 2:45 PM, 11 JUN 2013, he telephones this Pat, the call is answered by her son, Lex. Again, he makes a computer-copy of the conversation. [SEE COMPUTER ARCHIVES]

MY INCIDENT NO. 19 [THIS PACKAGE REPORTED DAMAGED AND UNABLE DELIVER] ===== 08 JUN 2013 ====== 1. Back on 01 JUN 2013, he had placed an Internet order via Ebay, for a bottle of bed-bug spray, pursuant to Tracking Number: 9261293150292857856844. You see, there is a BED-BUG EPIDEMIC going on at this particular apartment complex, and there is this “one lady” that is getting eaten-alive by BED-BUGS. Well, He first checks the Tracking Number on the Internet, at USPS, and it shows only that: “The U.S. Postal Service was electronically notified by the shipper on June 4, 2013 to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if/when available. Information, if available, is updated periodically throughout the day. Please check again later.” So, it appears to him that there might be yet another package that has “SIMPLY DISAPPEARED.” So, on 08 JUN 2013, in reply to his email to the shipper in question, he receives the following response: “Your order was shipped via FedEx. The Tracking number is 9261293150292857856844. Unfortunately, it appears that it was damaged in transit. At this time, I can offer to either issue you a full refund or send it again. Please let me know if one of these options will work for you. If there is anything else that I can help you with, please let me know. Have a wonderful day. - thehoneyroastedpeanut" SEE SCREENSHOT 023A SEE SCREENSHOT 023B 2. So, what with knowing all that [1. above] he sets-about doing the next best thing that he can think of - making up some of his very own recipe for BED-BUG KILLER. 1 cup of isopropyl alcohol, 1 cup of household ammonia, and one cup of Listerine [amber] mouthwash. You just put all that into an empty sprayer-bottle and go to work at KILLING ALL THOSE BED-BUGS.

MY INCIDENT NO. 18 [ANOTHER PACKAGE SENT BACK TO POST OFFICE] ===== 06 JUN 2013 ===== 1. Back on 02 JUN 2013, he had placed another Internet order, via Ebay, for another TV converter box. When he checks USPS Tracking No. 9405509699938526671612 on the Internet, on the evening of 06 JUN 2013, he finds “NOTICE LEFT.” Yes, he DID receive a “PINK SLIP.” The question remains however, as to WHY were NOT the said “outside package-lockers” used by the postal-carrier. There was most certainly NO such “delivery attempt” made at his apartment door. That being the case, and if he DOES elect to “ARRANGE FOR A RE-DELIVERY,” just WHERE is the postal-carrier going to make that “delivery” this time? SEE SCREENSHOT 022, 022A, 022B, 022C 2. So, as of 10 JUN 2013, this particular package must be sitting at the Ridglea Station Post Office, Fort Worth, Texas.

MY INCIDENT NO. 17 [ANOTHER PACKAGE LEFT AT THE APARTMENT OFFICE] ===== 04 JUN 2013 ===== 1. Pursuant to USPS Tracking No. 9400115999998969144574 he went to check his mail box and, sure enough, there is this relatively small bubble-pack mailer, for an Internet order he had placed ON 31 MAY 2013. At first, he thought; “OK - THIS IS REALLY GREAT!’ But then, he noticed that there was ANOTHER PINK SLIP, also in his mail box. He looks at the PINK SLIP, there is NOTHING ON IT - no Date, no Tracking Number, no nothing. After he gets back to his apartment, he finally gets smart, and looks at the “backside” of the PINK-SLIP in question. Sure enough, it says: “PACKAGE LEFT IN RENTAL OFFICE.” 2. On 04 JUN 2013, he goes up to the apartment office, and finds that there is in fact a new manager there. She does in fact have a package for him, and hands him a medium-sized bubble-pack mailer, it contains another Internet order which he had placed on 02 JUN 2013, it is USPS Tracking No. 9405511201080389622606 The office manager advises that the office does NOT accept packages for tenants, and that she will be advising the postal-carrier of same, the next time she sees her. SEE SCREENSHOT 021A SEE SCREENSHOT 021B PERTAINING TO THE ABOVE, I HAD RECEIVED THE FOLLOWING LETTER FROM USPS: REF:

MY INCIDENT NO. 16 === [USPS TRACKING NUMBERS MEAN ABSOLUTELY NOTHING] ==== 22 MAY 2013 ===== 1. On 19 May 2013, I had placed an order at Ebay for another TV remote-control for a Magnavox TV converter-box. However, I had advised my neighbor, Carroll, that I was going to have the item shipped directly to HER ADDRESS, instead of my own. She said that would be fine, and that she would be watching for it. I said: “Yeah, let’s see if you just get a PINK SLIP, like I do.” 2. 1:30 PM, I was in the process of enjoying a nice nap, and there comes this “KNOCK- KNOCK, KNOCK-KNOCK,” at my door. I yelled-out: “WHO IS IT?!” I heard: “IT’S CARROLL, I GOT THE PACKAGE!” I went to my door, and Carroll hands me a bubble- pack mailer, containing the [another] remote-control, which I had ordered via Ebay, but had had it shipped directly to HER address, Apartment Number, 128, pursuant to USPS Tracking Number: 9400109699937719477335. 3. This was a “replacement,” for the remote-control that I had ordered from Amazon, about three weeks prior, pursuant to USPS Tracking No. 9274893250804215616295, which ultimately became refunded and returned. [INCIDENT NO. 12] 4. 2:30 PM, I called Carroll back, asking her: “Did YOU have to “PRINT YOUR NAME,” and then “SIGN YOUR NAME” on a pink slip for that package?” Carroll says: “No, it was just stuck in my mail box.” [like it should have been] 5. 9:00 PM, My curiosity got the better of me, and I decided I would go to USPS Track and Confirm, and see what that would have to say regarding the Tracking Number in question: 9400109699937719477335. 6. I absolutely could not believe what I saw! Here, Carroll has already received the package in question, but USPS Track and Confirm says: “DELIVERY ATTEMPT WAS MADE - LEFT NOTICE.” SEE SCREENSHOTS 020A AND 020B SEE ALSO SCREENSHOT 019 03 JUN 2013 ==========

Received the following email message from USPS Consumer Advocate, Washington, DC: ----- Original Message ----- From: PMG_Inquiry To: interpolator2006@sbcglobal.net Sent: Monday, June 03, 2013 8:48 AM Subject: RE: U.S. POSTAL PROBLEMS - NEVER-ENDING STORY Mr. Clark, You have received a resolution to all mail issues that you have previously reported. As a reference, I have attached the final agency response that was sent to you. Unless you are reporting a new issue regarding YOUR mail or delivery service going to YOUR address, there is no action we are able to take. If you continue to send emails unrelated to your mail or delivery service , your emails will be blocked as SPAM at the USPS firewall and you will only be able to submit future inquiries in writing. This is your one and only warning. Diedre Tillery United States Postal Service Office of the Consumer Advocate Washington, DC NOTE: In my email that the PMG is referring to, I had included several similar ===== complaints, that had been collected during recent months or years,  [UPDATES FOR MY INCIDENTS 12 AND 13] ========== 1. I was asleep in bed, not really expecting to receive any packages.

Right at 10:30 AM, I was awakened by this “KNOCK-KNOCK, KNOCK-KNOCK” at my door. I yelled-out: “WHO IS IT?!” I hear my neighbor friend, Carroll, yelling back, something about the postal-lady and my packages. I yelled- back: “Well, wait a minute.” I went to the door, and there is Carroll, with one “PINK SLIPS” [PS Form 3849, September 2009 - Delivery Notice/Reminder/ Receipt] in her hand, and she says: “Here, if you just sign this, I can bring your packages down to you.” I said: “Well, how’d you get that?!” Carroll says: “From the postal-lady, she’s here right now and she has your packages.” I said: “Well, why didn’t SHE bring them down here?” Carroll says: “She has tried to, but you weren’t there.” I said: “Go back and tell her I said she is a liar!” Carroll says: “Come on, James, just sign the slip and I will bring your packages down to you.” I said: “Let me see the PINK SLIP, to see which ones [packages] she has, If one of them is from Amazon, I have to send it back, because it’s already been logged-off as lost in the mail and Amazon has issued a refund.” I looked at the PINK SLIP, and saw the Tracking Nos. for 3 packages, one of which ended with “6295.” I said: “This has three Tracking Numbers on it, and I can’t accept this one, it has already been refunded for by Amazon, and needs to be sent back. ” Carroll says: “Just wait here, I will go get her to come down here with me.” I said: “You got to be kidding.” Carroll then takes off to go get the postal-lady. [I guess]

2. At exactly 10:37 AM, Carroll returns to my door, with the postal-carrier, who has one of those plastic bins, and I can see a couple of packages in it. I asked: “Do you have a tiny little bubble-pack for me?” She says: “You mean this one?” [holding up a medium-sized bubble-pack] I said: “Yeah, I guess that’s it - now, that one BOX from Amazon needs to just get sent back, because it’s already been charged-off as being lost in the mail.” The postal-carrier says: “They’re BOTH from Amazon.” I said: “No they aren’t, one is from Ebay.” She looks at them and says: “Oh, you want this one from Amazon sent back, and to receive the other one?” I said: “Yes.” NOTE: I was actually “hoping” that she might have a “tiny little bubble- ===== pack” from EMTC Battery Company [missing] but she didn’t. 3. I said: “O.K., you’re giving me one box, and one bubble-pack mailer, let me have the PINK SLIP.” [to make a copy of] Carroll says: “James, she’s got to go now!” I said: “Look, I’m not the one creating this problem, this will only take a couple of minutes.” I first verified the two Tracking Numbers on the PINK SLIP, while Carroll is saying: “James, this lady has to go, come on now.” While I started the scanner-copy of the PINK SLIP, I said: “I have to document everything, and let the Postmaster General know I have received it.” The scanner-copy of the PINK SLIP completed in about two minutes, which showed the following USPS Tracking Numbers: [a] 92789931507717513069144071 [Ebay] [has NOW been received] [b] 9405515999998969006783 [GreenSmoke] [has NOW been received] SEE SCREENSHOTS 017A and 017B [05-21-2013] I then made a scanner-copy of the tiny little bubble-pack mailer [b] front and back. While doing the backside, I spotted the “PRIORITY MAIL” sticker, and thought to myself: “PRIORITY MAIL, HUH? - ONLY TOOK SOME TEN OR ELEVEN DAYS TO GET HERE!” [and that, only after my many, most vehement complaints] SEE SCREENSHOTS 018A and 018B [05-21-2013] NOTE: The bubble-pack mailer 3. [b] above, pursuant to the USPS ===== was mailed from Miami, Fl., on 10 MAY 2013, and here I am just now receiving it on 21 MAY 2013, some 10 days for me to receive a PRIORITY MAIL! The bubble-pack “could have” simply been stuck in my mail box, 8 days ago 13 MAY 2013. Guess it’s a good thing that I’m not Diabetic, and that package contained my badly needed Insulin! 4. Tracking No. 9274893250804215616295 [Amazon] has been returned. 5. Tracking No. 9400110200883770552855 [EMTC] has “disappeared.” 20 MAY 2013 [OF NO CONCERN TO THE U.S. POSTAL SERVICE I.G.] ===

1. And here comes the U.S. Postal Service Inspector General’s email, which essentially specifies that “IT’S NOT HIS PROBLEM,” because “his job” is only to “prevent, detect, and report fraud, waste, and misconduct, and to conduct independent audits and investigations of Postal Service programs and operations to ensure their efficiency and integrity.” [a] Well, then, I guess that means that FALSIFYING DELIVERY ATTEMPTS does not constitute “FRAUD,” nor at the very least; “MISCONDUCT.” [b] Talk about “EFFICIENCY and INTEGRITY,” what about the postal-carrier claiming that my package had been left with the apartment complex office, when there was NO APARTMENT MANAGER, no-one in the office, and the office all locked up. That particular package was never found. That would have been Tracking No. 9102932508028410647760 [DHL Global Mail EXPEDITED] [c] Well, I guess also that, requiring the postal-carrier to come all the way down to my apartment, what with little “TINY BUBBLE-PACK MAILERS,” no bigger than a deck of playing cards, in order for me to first “PRINT MY NAME,” and then to “SIGN MY NAME” or, the postal-carrier just might make up another FALSIFIED DELIVERY ATTEMPT, and send “TINY BUBBLE-PACK MAILER” back to the post office, serves as a very fine example of “EFFICIENCY and INTEGRITY.”

2. Here with copy of the email received from the Postal Service Inspector General this morning: ----- Original Message ----- From: Hotline Mailbox To: interpolator2006@sbcglobal.net Sent: Monday, May 20, 2013 8:09 AM Subject: FW: U.S. POSTAL SERVICE NEVER-ENDING PROBLEMS [REFINED/MODIFIED UPDATE 05-16-2013] The primary responsibility of the U.S. Postal Service Office of Inspector General is to prevent, detect, and report fraud, waste, and misconduct; and to conduct independent audits and investigations of Postal Service programs and operations to ensure their efficiency and integrity. The issues raised in your correspondence do not fall within the jurisdiction of this office. These matters do appear to be within the jurisdiction of the office listed below. [END] 3. No, I’m not going to be calling the post office anymore, because of my “bad attitude,” whereas they will most likely just hang up.

16 MAY 2013 ===== 1. Still with possibly four outstanding [unaccounted for] USPS packages, pursuant to USPS Tracking Numbers and FALSIFIED DELIVERY ATTEMPTS or, just “SIMPLY DISAPPEARED.” [1. [c] below] [a] 9274893250804215616295 [Amazon.com] [has been refunded] [b] 92789931507717513069144071 [Ebay] [not sure where it is] [c] 9400110200883770552855 [EMTC Battery Co.] [has been refunded] [c] 9405515999998969006783 [GreenSmoke] [tiny little bubble-pack mailer] 2. Meanwhile, U.S. Postal Service Inspector General has advised via email, that it is “not his problem,” because it doesn’t have anything to do with FRAUD or WASTE or MISCONDUCT or EFFICIENCY nor INTEGRITY. 3. Haven’t bothered to check my mail box for at least six days.

16 MAY 2013 ===== 1. Still with possibly four outstanding [unaccounted for] USPS packages, pursuant to USPS Tracking Numbers and FALSIFIED DELIVERY ATTEMPTS or, just “SIMPLY DISAPPEARED.” [a] 9274893250804215616295 [Amazon.com] [has been refunded] [b] 92789931507717513069144071 [Ebay] [not sure where it is] [c] 9400110200883770552855 [EMTC Battery Co.] [has been refunded] [c] 9405515999998969006783 [GreenSmoke] [tiny little bubble-pack mailer] 2. I hadn’t bothered to get up early this day, because I had become absolutely convinced, that the USPS would NOT be delivering my packages, not even pursuant to DIRECT ORDERS from the U.S. Postmaster General. [Ref: PMG LTR of 25 MAR 2013] 3. 1:30 PM, I am in the bathroom, cleaning up a bit. You see, I have long-since suffered from wetting the bed when I sleep, and was in the process of changing out of my depends, and into some clean underwear, and T-shirt. 4. 1:32 PM, Wouldn’t you just know it, at EXACTLY the same time as I am wriggling out of my depends, there comes this “KNOCK - KNOCK,” “KNOCK - KNOCK” at my door. I hollered-out: “WHO IS IT? I CAN’T GET TO THE DOOR RIGHT NOW!!!!!” [I heard no answer] Well, I just finished cleaning-up as fast as possible, first looked through my little peep-hole, saw no-one there.

Then it hit me….. I WAS EXPECTING A PACKAGE, but FROM UPS. I opened my door, and “THERE IT SITS!” It was a relatively small box, about the same size as a box of Whitman’s chocolate candies boxes. Sure enough, it was that wireless PCI LAN- card, that I had ordered from 3BTech, on 13 MAY 2013. I “could have” gotten free [USPS] shipping but, figured I would NEVER RECEIVE THE PACKAGE! So, I specifically and elected to pay the extra $3.99 for UPS [ground] shipping. “Well,” I thought to myself: “THAT SURE BEATS EVEN USPS PRIORITY MAIL,” doesn’t it?” [a] UPS Tracking No: 1ZX865V00345693950 5. The wireless PCI LAN-card, is for this computer that I have been in the process of building-up for this girl, Samantha. This Samantha, has spent more than half of her expected life-span, all screwed-up on drugs, in prison several times. I recently managed to get her into a rehabilitation program. Hopefully, if and when she is able to get a job, and a place of her own, I could give her this computer, so she can get on the Internet, maybe share things with her kids, whom she seldom ever sees, on facebook. With this PCI wireless LAN-card, maybe she can even find a “hot-spot” to be able to connect with. Sure is a good thing I didn’t order it via the U.S. Postal Service! 6. 8:45 PM, submitted another email form to Texas Senator John Cornyn, update for this document, through events of 15 and 16 MAY 2013 only. SEE SCREENSHOT: [3BTECH INVOICE 11 MAY 2013] 15 MAY 2013 ==========

Signed: James 4. 10:45 AM While just “sitting right here,” to make absolutely certain that I should not “miss” my postal-carrier, Received telephone call from Texas State Senator Jane Nelson’s Office. 5. 11:30 AM My friend, Carroll calls me, she has no TV because she cannot afford Charter Cable, and I have previously told her how I have a converter-box for on-air TV, but have no remote-control. However, I have recently ordered a suitable remote-control, which has been [apparently] just “sitting at” the local Ridglea Station Post Office, for more than a week now. Carroll asks me why I don’t just call the post office, and I told her how they just hang up on me, because I have become abusive. She wants to call that post office herself. I gave her the telephone number and all three Tracking Numbers. [a] 9274893250804215616295 [Amazon] [b] 92789931507717513069144071 [Ebay] [c] 9274893250804215616295 [GreenSmoke]

6. 12:22 PM My friend, Carroll, calls me back again. She says that, the first time she called the Post Office, she actually got ahold of someone there. However, when she tried to call them back [with the Tracking Nos.] the phone just rang, and rang, and rang, and no-one answered. 7. 12:40 PM My friend, Carroll, calls me back, says she finally got ahold of someone at the said Post Office but, how they actually got “smart” with her too. She says she got so made that she called the FBI. 8. 2:25 PM I saw through my window, that a U.S. Postal Service truck had pulled into, and was sitting in front of the main entrance. I called my friend, Carroll, and told her: “There is a postal truck just pulled into the circle in front of the canopy, I’ve never seen one here this late… maybe you should go down and ask the postal- carrier if she has any packages for me.” Carroll said she would. 9. 3:27 PM Carroll calls me back, says she asked the postal-carrier lady if she had any packages for me, she said no, that they were still sitting at the post office. [just “HOW MANY” packages? - should be at least three of them now] Carroll added that, when she had called the post office, the guy there seemed to know right away that I had packages sitting there, but it was on account of my attitude. I said: “of course I’ve got a bad attitude, this has been going on for years, ever since I’ve lived here, and I have a right to have a bad attitude.”

==== 14 MAY 1013 == 1. Didn’t awaken until 10 AM, but that was in plenty of time so as not to miss any possible “delivery attempts” by my postal-carrier. I “sat right here,” going over my emails, just “stuck right here,” once again, considering it “possible,” that the USPS just “might” deliver one or all of my three outstanding packages. 2. Before I had gone to bed, earlier this same morning, had sent the following email to EMTC Company, regarding non-receipt of my order which, according to USPS Tracking No. 9400110200883770552855, had been shipped to me on 04 MAY 2013. ----- Original Message ----- From: INTERPOLATOR To: sales@emtccompany.com Cc: USPS-1/Postmaster Gen. Please to respond to this email within 24 hours. If not, I will have no other choice but to file for reversal of the charges, in the amount of $15.90.

14 MAY 2013 === 1. At 1:19 PM, received the following email from EMTC Company: ----- Original Message ----- From: <sales@emtcompany.com> To: <interpolator2006@sbcglobal.net> Sent: Tuesday, May 14, 2013 1:19 PM Subject: Re: Fw: USPS TRACK AND CONFIRM We have cancel and refunded the transaction as requested. And, as such, have been left with absolutely no idea, as to whatever happened to the package in question. Therefore, will be logging this one as INCIDENT NO. 15 for “YET ANOTHER MISSING PACKAGE.” SEE SCREENSHOT 015 3. My friend, Charles, calls me at 2:30 PM, to remind me that we have been scheduled to be picked up by the “M.I.T.S.” bus, between 3:00 and 3:30 PM, in order to do some shopping at Walmart. M.I.T.S. means; “Mobility - Impaired Transportation Service. I told Charles: “Well, I wonder if our postal-carrier has already been here - would be just my luck that, I leave to go to Walmart, and I will find another PINK SLIP in my mail box when I get back!” By this time, I had spent more than a week, afraid to even leave my apartment, lest I might miss [allegedly] my postal-carrier. Ultimately, Charles and I did in fact board the “MITS bus” at about 3:45, and later returned at about 6:00 PM. By 7:00 PM, I had checked my mail box, and found only some junk-mail, no PINK SLIP. MY INCIDENT NO. 14 [YET ANOTHER FALSIFIED DELIVERY ATTEMPT BY USPS] ==

13 MAY 2013 ========== I now have it ABSOLUTELY AND PERFECTLY, HARD-CORE DOCUMENTED, that the U.S. Postal Service, continues to make FALSIFIED DELIVERY ATTEMPTS. SEE SCREENSHOTS [2] 014 1. Having made it a point to make absolutely certain that “I DIDN’T MISS ANYTHING,” from 8:45 AM and right up to 2 PM, I was also in the process of EMAILING THE U.S. POSTMASTER GENERAL, for the purpose of “PERFECTLY DOCUMENTING,” EXACTLY WHAT I WAS DOING. 2. I will be just "sitting here," all day long. Signed: James 3. Here with copy of my email sent to the U.S. Postmaster General at 9:13 AM: -----

Original Message ----- From: INTERPOLATOR To: INTERPOLATOR ; USPS-1/Postmaster Gen. Sent: Monday, May 13, 2013 9:13 AM Subject: Re: MY PACKAGES 13 MAY 2013 ========== By golly, I "COULD" in fact be receiving a package today, a tiny little bubble-pack mailer, about the same size as a deck of playing cards. However, instead of just putting the mailer in my mail box, the postal-carrier is "supposed to" bring it all the way down to my apartment, with an appropriate "PINK SLIP," for me to "print my name," and then "sign my name." Therefore, as of 8:45 AM, I have been just "sitting right here," to make sure I do not miss my postal-carrier, so she won't send my little bubble-pack mailer back to the post office. Oh, yes, here's the most recent "USPS TRACK AND CONFIRM:" SEE SCREENSHOT 013A 4. There was ABSOLUTELY NOT ANY “PINK SLIP” found in my box. SEE SCREENSHOT 013B 6. Right at 8:07 PM, I figured I had better just “check” the USPS Track and Confirm Website, for Tracking No. 9405515999998969006783, just to make sure the USPS is NOT trying to FALSIFY ANOTHER DELIVERY ATTEMPT. I simply could not believe this ABSOLUTE LIEING CRAP! SEE SCREENSHOT 014 7. 9:00 PM, sent the following email to the shipper for the above-described USPS Tracking No. 9405515999998969006783 -----

13 MAY 2013 ===== 1. [PERTAINS TO INCIDENTS 12 AND 13] It is now 13 MAY 2013. Once again, I made it a point to be up fairly early, as of 8:45 AM, just to make absolutely certain, that I should not “miss” my postal-carrier, in she might be attempting to deliver me a package. Otherwise, she will send the tiny little bubble-pack mailer back to the post office, and leaving me one of those “PINK SLIPS.” Ref: USPS Tracking Number 9405515999998969006783. [tiny bubble-pack mailer] 2. Also, I just “might” have yet ANOTHER MISSING PACKAGE! I just sent off an email to Battery EMTC Co., regarding my order of 03 MAY 2013, and referencing: Ref: USPS Tracking No. 9400110200883770552855 [small bubble-pack mailer] 3. Also, I guess the Ridglea Station Post Office is still just “sitting on” those two [other] packages [not bubble-pack mailers] of mine, pursuant to USPS Tracking Numbers: [a] 9274893250804215616295 [order placed with Amazon.com 03 MAY 2013] [b] 92789931507717513069144071 [order placed with Ebay 21 MAY 2013] 4.

It is now 16 MAY 2013. I hadn’t bothered to get up early this day, because I had become absolutely convinced, that the USPS would NOT be delivering my packages, not even pursuant to DIRECT ORDERS from the U.S. Postmaster General. [Ref: PMG LTR of 25 MAR 2013] 5. Still with possibly four outstanding [unaccounted for] USPS packages, pursuant to USPS Tracking Numbers and FALSIFIED DELIVERY ATTEMPTSor, just “SIMPLY DISAPPEARED.” [a] 9274893250804215616295 [Amazon.com] [has been refunded] [b] 92789931507717513069144071 [Ebay] [not sure where it is] [c] 9400110200883770552855 [EMTC Battery Co.] [has been refunded] [c] 9405515999998969006783 [GreenSmoke] [tiny little bubble-pack mailer] 6. 1:30 PM, I am in the bathroom, cleaning up a bit. You see, I have long-since suffered from wetting the bed when I sleep, and was in the process of changing out of my depends, and into some clean underwear, and T-shirt. 7. 1:32 PM, Wouldn’t you just know it, at EXACTLY the same time as I am wriggling out of my depends, there comes this “KNOCK - KNOCK,” “KNOCK - KNOCK” at my door. Sure enough, it was that wireless PCI LAN-card, that I had ordered from 3BTech, on 13 MAY 2013. I “could have” gotten free [USPS] shipping but, figured I would NEVER RECEIVE THE PACKAGE! So, I specifically and elected to pay the extra $3.99 for UPS [ground] shipping. “Well,” I thought to myself: “THAT SURE BEATS EVEN USPS PRIORITY MAIL,” doesn’t it?” [a] UPS Tracking No: 1ZX865V00345693950 INCIDENT NO. 13 [SURE LOOKS LIKE] [ANOTHER MISSING PACKAGE?]

==== 11 MAY 2013 ==== 1. It has now come to my attention that I just might have yet another missing package in the works. How about my recent Internet order with “Battery EMTC Co.,” and USPS Tracking No. 9400110200883770552855 [?] According to that Tracking Number, the package was shipped via FIRST CLASS MAIL, from Santa Anna, CA., on 04 MAY 2013. As of this date, 11 MAY 2013, at 7:35 PM, there have been no further updates for this Tracking Number, and that has been a little more than a week now. [made screenshot] 2. Please to see also, 3. below [10 MAY 2013] whereas: I also received another shipping notification, in that I should now be expecting yet another package, [tiny little bubble-pack] pursuant to USPS Tracking Number: 9405515999998969006783, for which I will now have to be on the “lookout” for. You see, instead of simply just sticking this tiny little bubble-pack mailer in my locked mail box, the carrier will [supposedly] bring same, all the way down to my apartment door, with an appropriate “PINK SLIP,” for me to first PRINT MY NAME, and then sign on same. Of course, the carrier might claim [again] that I wasn’t home, and then to send that TINY LITTLE BUBBLE-PACK MAILER back to the post office, and [maybe] to “leave me” the said “PINK SLIP,” claiming that: “DELIVERY ATTEMPT WAS MADE.” 3. I guess I will just have to be “sitting here,” most or all of this next week, just to make absolutely certain that I am “WIDE-AWAKE AND WAITING,” so that I “KNOW FOR A FACT,” that I “HAVE NOT MISSED MY POSTAL CARRIER!”

MY INCIDENT NO. 12 [MORE FALSIFIED DELIVERY ATTEMPTS - MISSING PACKAGES] ===== 1. It is now 10 MAY 2013. I rose very early this day, just to make absolutely certain that I would not miss the possibility that my postal-carrier might attempt to deliver Tracking Numbers 9274893250804215616295 or 92789931507717513069144071 to me. Also, I was still needing to be invited to the apartment office, in order to sign my new lease papers, which was supposed to take place at 1:30 PM. As such, from right at 6:30 AM until 1:00 PM, I sat right here, in front of my computer, my door not more than ten feet away, until I went down the hall, and outside on the back-yard patio, which was in sight of the hallway to my apartment, meaning that I would most certainly see any postal- carrier headed that way. 2. Also, from about 7:00 AM, I began to send faxes and/or emails to many of the places that I periodically order various products from, via the U.S. Postal Service, and describing my problems with same. I also emailed Congresswoman Kay Granger’s office. SEE SCREENSHOT 012 3. I had also received another shipping notification, in that I should be expecting yet another package, [tiny little bubble-pack] pursuant to USPS Tracking Number: 9405515999998969006783, for which I will now have to be on the “lookout” for. 4. 11:45 PM Placed an Internet for a wireless LAN-card from 3btech, but specified UPS for shipping method, as opposed to the FREE USPS method. 5. Placed an Internet order via 3btech for a computer wireless LAN card. Although my order could have been “free shipping,” via USPS, I specifically requested the order to be shipped via UPS, for the charge of $3.99. That was a Friday, so the order would certainly not be shipped until the following Monday. The package was in fact received, just six days later, on the afternoon of 15 MAY 2013, via UPS GROUND, what with “NO PROBLEMS AT ALL.”

6. It is now 11 MAY 2013. Sure enough, it looks like I just might have yet another missing package in the works. NOTE: The package in question per 6. above, would ultimately become listed as ===== “MISSING OR LOST,” and the vendor simply issued me a refund. As far as I know, that package too, was never located. That “package” in question, would have been a rather small bubble-pack mailer. 7. I had also received another notification, in that I should now be expecting yet another package, [tiny little bubble-pack] pursuant to USPS Tracking Number: 9405515999998969006783, for which I will now have to be on the “lookout” for. You see, instead of simply just sticking this tiny little bubble-pack mailer in my locked mail box, the carrier will [supposedly] bring same, all the way down to my apartment door, with an appropriate “PINK SLIP,” for me to first PRINT MY NAME, and then sign on same. Of course, the carrier might claim [again] that I wasn’t home, and then to send that TINY LITTLE BUBBLE-PACK MAILER back to the post office, and [maybe] to “leave me” the said “PINK SLIP,” claiming that: “DELIVERY ATTEMPT WAS MADE.” [most likely FALSIFIED]

20 MAY 2013 ===== By this time, I had long-since been repeatedly emailing the U.S. Postmaster General regarding the aforementioned problems, and I received the following email response: ----- Original Message ----- From: Hotline Mailbox To: interpolator2006@sbcglobal.net Sent: Monday, May 20, 2013 8:09 AM Subject: FW: U.S. Therefore, we are forwarding your complaint to them for their review and direct response to you. For further information, please contact: United States Postal Service Consumer & Industry Contact Office 4600 Mark IV Parkway Fort Worth, TX 76161-9631 (817) 317-3623 or (800) ASK-USPS So, here comes the U.S.

21 MAY 2013 [UPDATES FOR MY INCIDENTS 12 AND 13] === 1. [I guess] 2. At exactly 10:37 AM, Carroll returns to my door, with the postal-carrier, who has one of those plastic bins, and I can see a couple of packages in it. I asked: “Do you have a tiny little bubble-pack for me?” She says: “You mean this one?” [holding up a medium-sized bubble-pack] I said: “Yeah, I guess that’s it - now, that one BOX from Amazon needs to just get sent back, because it’s already been charged-off as being lost in the mail.” The postal-carrier says: “They’re BOTH from Amazon.” I said: “No they aren’t, one is from Ebay.” She looks at them and says: “Oh, you want this one from Amazon sent back, and to receive the other one?” I said: “Yes.” NOTE: I was actually “hoping” that she might have a “tiny little bubble- ===== pack from EMTC Battery Company [missing] but she didn’t. 3. I said: “O.K., you’re giving me one box, and one bubble-pack mailer, let me have the PINK SLIP.” [to make a copy of] Carroll says: “James, she’s got to go now!” I said: “Look, I’m not the one creating this problem, this will only take a couple of minutes.” I first verified the two Tracking Numbers on the PINK SLIP, while Carroll is saying: “James, this lady has to go, come on now.” While I started the scanner-copy of the PINK SLIP, I said: “I have to document everything, and let the Postmaster General know I have received it.” The scanner-copy of the PINK SLIP completed in about two minutes, which showed the following USPS Tracking Numbers: [a] 92789931507717513069144071 [Ebay] [has NOW been received] [b] 9405515999998969006783 [GreenSmoke] [has NOW been received] I then made a scanner-copy of the tiny little bubble-pack mailer [b] front and back. While doing the backside, I spotted the “PRIORITY MAIL” sticker, and thought to myself: “PRIORITY MAIL, HUH? - ONLY TOOK SOME TEN OR ELEVEN DAYS TO GET HERE!” [and that, only after my many, most vehement complaints] SEE SCREENSHOTS [2] 008 SEE SCREENSHOTS [2] 009 SEE SCREENSHOT 010 AND 011 REF: MY INCIDENT NO. 12 [REPEATED FALSIFIED DELIVERY ATTEMPTS] ======

1. This particular incident [above] actually pertains to at least three falsified delivery attempts. I maintain in my computer archives, more than sufficient documentation, to prove conclusively, that I was in fact, just “sitting right here,” in my tiny little apartment, the door to which is only some 8 to 10 feet away. 2. It is now 08 MAY 2013. I reached the outgoing mail slot, no later than 9:45 AM, inserted my said very important outgoing letter. I then checked my incoming mail box and found a PINK SLIP in there, indicating that an attempt had been made to deliver me a package. I WAS STUNNED! NOTE: THE PREVIOUS DAY: I knew I had a very important letter to get into the ===== outgoing mail slot, [for Samantha] before the mail run, which us usually between 10 and 11 AM. I got up to start getting dressed, right at 9 AM, to the sound of my friend, Richard, calling me on the Internet chat circuit. I answered Richard on the Internet while in the process of getting dressed, telling him that I had to go to my mail box, at exactly 9:15 AM. All this meaning that, as of as early as 9 AM, I would most certainly have heard ANYONE, who might have knocked on my apartment door. Richard starts playing recordings of the Benghazi Investigation to me from his computer.

NOTE: Obviously because of my previous repeated [well-documented] complaints, ===== my postal carrier has apparently been given instructions in that, WHATEVER IT IS, that bears a Tracking Number anyway, and regardless of what size, even very small bubble-pack mailers, MUST be brought directly to my apartment door, where I must PRINT MY NAME, and then sign for receipt. Of course, this appears as no less an effort to “GET BACK AT ME,” what for my previous [well-documented] complaints. I have long-since thought to myself: “They are just LOOKING FOR AN EXCUSE, to be able to SAY I DIDN’T ANSWER, so that they can just force me to have to go the post office, in order to pick up my package/s. [or tiny bubble-pack mailers] 3. Perhaps because I had become angered, I at first did not notice that there were TWO Tracking Numbers concerned, so I ran the first one I saw, 9274893250804215616295 at the USPS Track and Confirm Website. The response was, [photo-copy available] that an attempt to deliver the package had been made, at 10:37 AM, on 07 MAY 2013. Please to see 1. through

6. [07 MAY 2013] above, [*] whereas I would most certainly have been right here, in my apartment, and would have most certainly have heard any knock on my door. [*] Not appearing in this document, but only as a part of my computer documentations, whereas I would have been “sitting right here,” directly in front of my computer, at the very same time that the said DELIVERY ATTEMPT had been claimed. 4. While in the process of scanning a photo-copy of the above PINK SLIP into my computer, I noticed that there were TWO Tracking Numbers concerned, the second of which was: 92789931507717513069144071. I also ran that one at the USPS Track and Confirm Website. The response was, that an attempt had been made to deliver that package as well, 10:17 AM, on 07 MAY 2013. [photo-copy available] 5. At 10:15 AM, I paused to again attempt to telephone the apartment manager regarding my new lease and recertification papers, there is no answer. Tried again at about 11:30 AM, and again, there is no answer. Went back to the Benghazi Investigation via Richard’s computer.

6. 10:50 AM, I telephoned the local Ridglea Station Post Office, at 817-244-2372. Much to my surprise, the call was answered on the very first on ring. At first, the clerk sounds like he is trying to “play stupid” with me, after I stated: “I need someone to find my package,” like I always do. He says: “you need someone to find your package?” I said: “yeah.” He says: “what do you want me to do?” I said: “find my package.” He says: “well, how do I go about doing that?” I said: “I have a Tracking Number.” He says: “you going to give me a Tracking Number?” [he’s obviously playing “fiddle-around” with me] I said: “isn’t that what you usually use?” He says: “is that what we use to find a package?” I said: “I think so, sometimes.” I said: “this ain’t no Easter Egg hunt, you know.” He says: “oh, it’s not?” [obviously playing “fiddle-around” with me] I said: “no, it’s not, so you better get serious about this, and I am recording the call.” He says: “ok.” [recording of conversation available] NOTE: One would just have to listen to transcript of the above-described call, in ===== order to be able to discern that the clerk was obviously just “playing naïve” with me, whereas I did in fact become extremely irate, describing myself as PISSED! [copy available upon request] Ultimately, the clerk threatened to simply hang on me, unless I changed my tone-of-voice. Ultimately, it was “I,” who hung up on the postal clerk. One would just have to listen to the recording of the conversation in question, in order to be able to discern that the clerk in question was obviously in the process of simply “playing naïve” with me. [copy available]

7. At 1:15 PM, my friend, Carroll, shows up at my apartment with a nice big bowel of cream of broccoli soup. While she was here, I asked her if she had noticed the apartment manager sitting in the office. Carroll said she would go have a look and call me back and let me know. Carroll calls back at about 1:30 PM, says the manager is in fact sitting in her office and that I should call her. At 1:35 PM, again attempted to telephone the office manager and, once again, there is no answer. At that point, made up my mind that I should simply get dressed, go up to the office in person and, at the same time, I could check my mail again. 8. 2:00 PM, arrived at my mailbox [inside the complex] and checked my mail. Wouldn’t you just know, there is ANOTHER PINK SLIP in there, once again claiming that an attempt had been made to deliver YET ANOTHER PACKAGE to my apartment door. This particular PINK SLIP, would have HAD TO HAVE BEEN placed in my mail box, at the very same time as all of the above [1. thru 7.] had been going on, most likely at the very same time that I was actually ON THE TELEPHONE WITH THE RIDGLEA STATION POST OFFICE regarding FALSIFIED DELIVERY ATTEMPTS. 10. As soon as I had returned to my apartment, I ran the Tracking Number in question [9400110200883773740822] at the USPS Track and Confirm Website. The results were, [ONLY] that the package in question, had ARRIVED AT THE [local] POST OFFICE, at 8:24 AM, 08 MAY 2013. In other words, meaning that there was actually no indication that any such attempt to deliver the package had in fact been made.

11. Once having returned to my apartment, at 2:11 PM, I decided to again telephone the local Ridglea Station Post Office, at 817-244-2372, to advise them about the SECOND PINK SLIP I had found, and how I [again] knew for a fact, that no such attempt to deliver the package had been made, not at least at my door, that is. After having to dial twice, and after ringing many times, my call was answered by a one “Joe.” After identifying myself as James Clark “again,” he says: “I guess you need to speak with our supervisor?” I said: “Yes, I think that would be a good idea.” After several minutes of being on hold, the supervisor comes on and says: “this is Mr. Clark?” I said: “yes, and I have some news for you.” The supervisor says: “well, I’m nicely terminating this call, because you are abusive.” He then hangs up. 12. At 3:15 PM, my friend, Charles shows up at my apartment to return something to me. While he is sitting here, there comes a knock at my door, right at 3:30 PM. Charles goes to answer my door and, much to our surprise, it is the postal-carrier lady, and she says: “I need that orange slip I left in your mail box.” I said: “you mean PINK SLIP? - the one you were supposedly here this morning?” She says: “I just need the pink slip so you can sign it for this….” I hadn’t noticed that she had a bubble-pack mailer in her hand. I said: “well, this will take a few minutes, because I want to scan a copy of it for record purposes, after I sign it….. you know all of this is quite ridiculous, don’t you?” She says: “yes, and I don’t need you cursing me every time I come down here.” I said: “I’m not cursing you, I am calling you a liar, if you try and tell me you were here this morning.” After signing the said PINK SLIP in question, for TRACKING NUMBER 9400110200883773740822 [ONLY] NOTE: I don’t recall ever seeing the postal-carrier running this late in the afternoon. ===== I can’t help but consider that, “somehow,” the postal-carrier became aware of how “SHE HAD BEEN CAUGHT,” and was “SIMPLY COVERING HER TRACKS.”

13. I did in fact make a scanner-copy of same, which I will maintain in my computer archives. NOTE: While the described in 12. above is going on, I have also [still] been in the ===== process of chatting with my friend, Richard, on the Internet, he hears most everything that has been transpiring in my apartment. 14. While the postal-carrier lady was still here, I did say to her: “look, I know all this is not your fault, as a matter-of-fact, it is simply running you ragged un-necessarily.” I also added that: “you know, in the past, when “they” were nice enough to bring a package all the way to my door, I not only thought it was very nice, but I often would slip “them” a $5, telling them it was to help buy them lunch.” Charles stated: “yes, I’ve seen him do that.”

15. After the postal-carrier had left, and while still chatting with my friend, Richard, on the Internet, [regarding postal problems] I took the package [bubble-pack] in question in my hands, rolled it up, and said: “now look, would this not have simply fit in my mail box?”[which it would have] 16. Just when and why that PINK SLIP of 08 MAY 2013 [immediately above] became placed in my mail box, leading me to believe that a delivery attempt had been made, just might be attributable to how the postal-carrier in question, has simply been “running ragged,” what for the purpose of trying to finish all of her work, while at the same time, having been instructed to bring any and all things directly to my door, in order for me to PRINT MY NAME AND SIGN, when many of these items, small bubble- pack mailers, could simply be stuck in my mail box like they should be.

17. It now remains to be seen, as to just what is going to happen, regarding the two packages concerned with the PINK SLIP received on 07 MAY 2013, for Tracking Numbers 9274893250804215616295 and 92789931507717513069144071, and I am NOT about to make any attempt at telephoning the said Ridglea Station Post Office again, for fear that I might become abusive again and simply be hung up on. 18. Now then, this business of “MY BEING ABUSIVE?” Well, I say that, after so many years of this CRAP, the Postal Service either MISPLACING MY PACKAGES, or DELIVERING MY PACKAGES TO THE WRONG ADDRESS, or OUTRIGHT LOSING MY PACKAGES, I think that I have more than sufficient reason to HAVE BECOME ABUSIVE! Oh, and the Postal Service reaction? Well, and most obviously just being VINDICTIVE, they make it so that receiving even TINY LITTLE BUBBLE-PACK MAILERS, becomes a MAJOR ARDUOUS TASK, not to mention additional un-necessary work for their carriers. NOTE: IN ADDITION TO ANY AND ALL OF THE ABOVE, ALSO COMES THE ==== MATTER OF HOW IT SHOULD BECOME THE QUESTION OF “FALSIFIED POSTAL RECORDS” AND/OR DOCUMENTS.

19. [PERTAINS TO MY INCIDENT NO. 12] It is now 09 MAY 2013. It has now come to my attention that I just might have yet another missing package in the works. How about my recent Internet order with “Battery EMTC Co.,” and USPS Tracking No. 9400110200883770552855 [?] According to that Tracking Number, the package was shipped via FIRST CLASS MAIL, from Santa Anna, CA., on 04 MAY 2013, and then, as far as I know, just “SIMPLY DISAPPEARED.” Ultimately, the vendor in question simply issued me a refund.

20. Also, by 09 MAY 2013, I had received another shipping notification, in that I should now be expecting yet another package, [tiny little bubble-pack] pursuant to USPS Tracking Number: 9405515999998969006783, for which I will now have to be on the “lookout” for. You see, instead of simply just sticking this tiny little bubble-pack mailer in my locked mail box, the carrier will [supposedly] bring same, all the way down to my apartment door, with an appropriate “PINK SLIP,” for me to first “PRINT MY NAME,” and then sign on same. Of course, the carrier might claim [again] that I wasn’t home, and then to send that TINY LITTLE BUBBLE-PACK MAILER back to the post office, and [maybe] to “leave me” the said “PINK SLIP,” claiming that: “DELIVERY ATTEMPT WAS MADE.”

MY INCIDENT NO. 11 [VINDICTIVE TACTICS BY U.S. POSTAL SERVICE] ==== AND NOW, OBVIOUSLY BECAUSE OF MY COMPLAINTS, THE U.S. POSTAL SERVICE RESTORTS TO “VINDICTIVE TACTICS.” THIS PARTICULAR INCIDENT PERTAINS TO ANOTHER SMALL-SIZED BUBBLE-PACK, WHICH SHOULD HAVE SIMPLY BEEN STUCK IN MY APARTMENT MAIL BOX. BUT NO; THE CARRIER COMES ALL THE WAY DOWN TO MY APARTMENT DOOR, MAYBE ABOUT 100 YARDS TOTAL WALKING, TO WAKE ME UP, AND SIGN FOR THE “PACKAGE,” AND THEN BE SURE TO “PRINT MY NAME.” OF COURSE, AS I WAS TOLD, HAD NOT AWAKENED, THE CARRIER WOULD HAVE LEFT A “PINK SLIP” ON MY DOOR, AND I WOULD HAVE TO GO TO THE POST OFFICE AND PICK IT UP, OR MAKE ARRANGEMENTS FOR ANOTHER DELIVERY. HEY - ANYONE TRIED LATELY, TO GET YOUR LOCAL POST OFFICE ON THE TELEPHONE? MOST LIKELY AN ALL- DAY PROJECT. ALTHOUGH THIS PARTICULAR [TINY] BUBBLE-PACK DID HAVE A TRACKING NO., THERE WAS NO REQUIREMENT FOR MY SIGNATURE, AND IT SHOULD HAVE SIMPLY BEEN PLACED IN MY MAIL BOX.

01 APR 2013 ========== 1. It is 01 APR 2013. I had just laid down for my mid-morning nap, when there comes this rapping on my door. I knew right away what it must be. On 27 APR 2013, I had placed an Internet order for a replacement stereo jack and cord for my computer speakers, pursuant to USPS Tracking No. 9400110200881716312945. 2. I opened my door and, sure enough, there is the postal carrier, she is holding yet another, smaller-sized bubble-pack mailer, which measures 8”x 5” and less than 1/2” in thickness, about the same size as a deck of playing cards. Again, she says how “she just has to do this,” “is just following her instructions,” which I once again submit; is PURELY VINDICTIVE! Once again, this relatively small mailer should simply have been placed in my apartment mail box. NOTE: Of course, had I not been home, or maybe asleep, or maybe even on ===== my toilet, or otherwise simply had not answered my door, the postal- carrier would most likely have left one of those “PINK-SLIPS,” and then take the TINY LITTLE BUBBLE-PACK MAILER back to the post office, as opposed to having simply stuck it in my mail box. ==== == 28 MAR 2013 ==== 1. It is now 28 MAR 2013. Pursuant to USPS Tracking No. 9400115999998969709117, I knew that I should be receiving a package today. Now, when I say “package,” I knew this would be a very small “bubble-pack,” measuring about 6” x 4-1/2” and about 3/4” thick, or that which would easily fit into my “inside” little mail box, small as that was. This was an Internet purchase I had recently made at “GreenSmoke.” As such, I had planned to simply walk up there myself, or to have a friend do it, to check my mail, especially for this particular “package.” Also, I needed for the office to provide me with some important papers.

2. Right at 10 AM, there comes this very rapid knocking at my door. Normally, I would most likely have been asleep at this time in the morning, my first thoughts were: “who could this be?” Much to my surprise, it was the U.S. Postal Carrier. As I opened my door, she says: “Mr. Clark?” [she is holding the very small bubble-pack in her hands] While putting my hand out, and saying: “Aww, gee, you didn’t have to bring that all the way down here to me, it would have just fit in my mail box.” She quickly jumps back and says: “Oh, you have to sign for it.” I immediately retorted: “There shouldn’t be any signature required on that!” She hands me the “pink slip” and, while I am signing she says; “From now on, we have to get you to sign for every single package you get... Oh, and I need you to print your name right below your signature there.” By this time, I was “getting the picture.” I said: “that little thing could have just been left in my mail box, what if I was sound asleep or simply wasn’t here?” She says: “In that case, I would be sticking this notice on your door, and you would have to come to the Post Office to pick it up. I said: “look, I can’t get to the Post Office because I’m disabled…..” [I paused for a moment, thinking: “I was just waiting for something like this!”] I then said: “KISS MY a*s!” and closed the door. SEE SCREENSHOT 007 [and have several more similar to] MY INCIDENT NO. 9 [MISSING PACKAGE WAS NEVER FOUND] [USPS LIARS] ================ The U.S. Postal Service BLATENTLY tried to LIE THEIR WAY OUT OF THIS ONE! [an investigation later ensued - THE PACKAGE WAS NEVER FOUND]

1. On 03 MAR 2013, had placed an online order at VitaminLife.com pursuant to my email archives. Received email confirmation of my Order No. 1861100. 2. On 05 MAR 2013, had received email confirmation that my Order had been shipped, pursuant to Tracking No. 9102932508028410647760 for DHL Global Mail EXPEDITED. SEE SCREENSHOTS VL-1, VL-2, VL-3, VL-4 3. On 08 MAR 2013, he went to check his inside mail box. He found a key to the outside package lockers inside, indicating that he had some packages. He went to the outside package lockers, and did withdraw two packages, but neither one was the package herein concerned. He returned to his apartment, and checked the Tracking Number, per 2. above. According to the Tracking Number [DHL], the package had been “TENDERED TO USPS” on 07 MAR 2013, and then showing “ARRIVAL AT POST OFFICE” on 08 MAR 2013. 4. Because it was over a weekend, he did not check the Tracking Number on the Internet again, until Monday, 11 MAR 2013. This time, according to the [DHL] Tracking Number, the package in question had supposedly been DELIVERED on 08 MAR 2013. It was about 8 PM when he went up to his inside mail box, just knowing that he would find the appropriate key inside, with which to claim his package from the outside package lockers. However, he found no such key. It was then that he realized that, “well, they’ve [USPS] have done it again, they’ve lost my package!” 5. Because he had been quite ill at the time, one of the reasons why he had ordered this particular product, he did not check his inside mail box again, until 14 MAR 2013. This time, he went to the USPS Website and, sure enough, even the USPS specifies that the package in question had been delivered on 08 MAR 2013. [which it had not] 6. He was so angry over this, that he actually stayed up all night long, to make sure he would be awake, and on the phone, right at 8 AM, telephoning the Cherry Lane Post Office, aka: Ridglea Station, which he did. For his own notes and records, he recorded the conversation, the nearly exact content of which is as follows: NOTE PLEASE: Be sure not to miss the way all of this ends up.

PO = Post Office ME = Myself PO: “Ridglea Post Office, this is [Anna?] [Sandra?] how may I help you?” ME: “Good morning, you’re going to love this - this is James Clark, and I need someone to find my package.” PO: “Okay, have you spoken to anybody about it?” ME: “No, but I’ve already filed a formal complaint with the Postmaster General - this is going to be at least the 8th time you’ve lost one of my packages over there, and I’m here to tell you, this is the last straw!” PO: “Okay, do you have a confirmation number or something so I can look it up?” ME” “Yes, I have the Tracking Number…” [she says to give it to her] [Gave her Tracking No: 9102932508028410647760] PO: “Okay, just one second while I look that up…..” [several seconds go by]

PO: “What is your name and address?” ME: “My name is James Clark, 8713 South Normandale, Apartment 151, 76116.” PO: “Okay, do you live in an apartment? Did they leave it in the office, do you know?” ME: [quite sarcastically] “Well, how would I know? All’s I know, is it says they delivered it to me, but it’s not there… they never gave it to me… not in my mail box, no key, nothing!” PO: “Okay, let me go talk to the carrier.” ME: “Uh huh.” [talking to myself]: “Why in Hell would she leave it in the office? we don’t even have a regular manager here, not right now, not for at least the past couple of months - there’s only this gal comes here from the owner’s place in Dallas, about twice a week.” PO: [after several about three minutes] “I have spoken to the carrier, and she says that she scanned it and left it in the office - in the apartment office.” NOTE PLEASE: Both UPS and FEDEX always bring packages right to my door! ME: “Well how would she do that - you know we don’t even have a regular manager here, only some woman from Dallas - so I guess that just by coincidence, she just happened to be there - and how would I know that my package is in the office, and how the Hell would I get it, when there’s never even a manager there?!” “That doesn’t make sense!” “What are your procedures for delivering packages here?!” [very irate] “We have outside boxes - you put a key in our inside mail box, so we can go out there and get ‘em!” “This is ridiculous!” PO: “Sir, I can request that they leave notice on your parcels, that you would not like it left in the apartment office anymore.” ME: “The apartment office doesn’t even like you to leave packages in there - and what am I supposed to do, just sit here with my thumb up my butt, wondering - how am I supposed to know they’ve got it in the office?!” PO: “They should have left you notice that it was in the apartment office.” ME: “They should have followed procedures!” PO: “And that is the procedure on that route.” ME: “No it’s not, don’t give me that crap!” “The procedure is, to put the package in the outside package lockers and…”

PO: “Sir, we only have a limited amount of parcel lockers, and if they’re full, our only other option, is to bring them back to the post office and leave you a notice.” [ie: come and pick it up?] ME: “I think what they’d need to do, is to bring it to my door - you guys are the one’s that provide those package lockers - and I’ve heard that some of them don’t even work - it’s your responsibility to keep those things maintained.” PO: “That is maintained by the apartment building…” ME: “Don’t hand me that! The apartment complex doesn’t even have keys to them - they are maintained by the post office - don’t feed me that line!” PO: “There are several apartment buildings that maintain their own mail boxes and their own parcel lockers - and they have their own locks also.” ME: “You’re full of s*** !” PO: [hangs up] 7. 9:15 AM, telephoned the office number for this complex, and left a brief message regarding my possible package having been left in the office this last Friday, the 8th of March 2013, further asking for someone to call me back, regarding “when” I could expect someone to be in the office, so that I can check and find out if my package is in fact there. [that will probably not be until this next Tuesday]

WELL, GUESS WHAT: ====== This particular apartment complex has NOT had a “regular manager,” ie: “in the office,” since last January, only this “corporate woman,” who comes here twice a week or so. Even as I write, there is a note plastered on the office door of this apartment complex which reads: “TEMPORARY OFFICE HOURS TUESDAYS AND THURSDAYS, FROM 10 AM TO 4 PM.” That being the case, how would that postal carrier have left my said package at that office, as the Tracking Number specifies, at 10:29 AM, 08 MAR 2013, which was a Friday?! 8. As it stands right now, 15 MAR 2013, I guess I have little other choice, but to wait another four days, until Tuesday, 19 MAR 2013, in hopes that the said “temporary manager” will in fact show up, so that I can check and see if my package in question has in fact been left in the manager’s office. Gee! That means that, what for a “DHL EXPEDITED PACKAGE,” if the package IS in fact in said office that said Tuesday, it will have taken some 14 days to reach me! 9.

It is now a Tuesday, 19 MAR 2013, when “someone” is supposed to be in the apartment complex office; Tuesdays and Thursdays only, 10 AM to 4 PM. Pursuant my telephone inquiries, the Ridglea Station Post Office has claimed that, my missing package in question, had been left in that said office, this past Friday, the 15th of March. [a] I waited until 10:21 AM before I attempted to call the said apartment office. My call rang until the usual “answering service” routine kicked in, indicating that either there was no-one in the office, or they were simply not answering the phone. When the usual “recorded routine” came on, I [at least] “pushed 1,” in order to leave my message regarding any possible package that had been left in the said office for me. However, the “recorded routine” had specified that I should receive a return-call by the next day. [b] 10:45 AM: Because I was having one of my “bad air days,” meaning “short of breath,” I telephoned a neighbor and friend of mine, and she said she would go by the office and, if anyone was in there, she would inquire about the said package. [c] 11:10 AM: Said neighbor and friend of mine telephones me back, advising me that she has in fact been to the office, the “corporate woman,” Margaret, was in fact there, but replied that there was NO any such package for me in the office. What that can only mean then, and pursuant to the telephone conversation as described below, between myself and the Ridglea Station Post Office, is that the post office was simply “covering it’s own crack,” regarding my missing package in question. [d] 5:30 PM: Said neighbor and friend of mine tells me that U.S. Postal Inspectors were in fact here, at Normandale Place Apartments earlier this same day. 10. Regarding MY INCIDENT NO. 9 above:

[It is now 25 MAR 2013] [a] Having previously contacted the vendor, Vitamin Life, they had required me to submit an Affidavit of Loss, after which they would ship me a replacement for my lost package. [b] Pursuant to DHL/USPS Tracking No. 9102932508028411695197, the replacement for the lost package from VitaminLife was in fact received. It was actually brought right to my apartment door. As the postman handed me my package, I remarked as to how nice it was to bring it all the way down to my door. [c] I have never received any advisement nor any explanation, for what might have happened to the “first shipment,” [package] which obviously had either become lost or mis-delivered. SEE SCREENSHOTS VL-1, VL-2, VL-3, VL-4 REF: MY INCIDENT NO. 8 [of year 2012]

FOR EXAMPLE: ======= On 29 August of 2012, I had placed a telephone order with First Line Medical, a part of United Health Care, for some rather badly needed medical supplies. By 05 September 2012, I had become concerned, in that the “package in question” had not arrived. I telephoned First Line Medical, who confirmed that the “package in question” had in fact been shipped, on 30 August 2012, and pursuant to USPS Tracking Number 02931506735300581602. When I checked the Tracking Number myself, the next afternoon, 06 SEP 2012, via the Internet, it came back as: “OUT FOR DELIVERY,” but “DELIVERY STATUS NOT UPDATED - as of September 05, 2012, 10:37 PM. By 08 SEP 2012, whereas the “package in question” had still not showed up, I again ran the appropriate Tracking Number at the USPS.com Website, and it NOW comes back as: A DELIVERY ATTEMPT WAS MADE, at 5:19 PM, on SEPTEMBER 07, 2012, and that a notice of same had been left. Well, no such NOTICE had been received and, as far as having attempted to deliver to ME, at my apartment? I have it pretty-well documented, that on all three previous days, I had been “sitting right here,” working with my computer, meaning that I most certainly have “heard,” any such delivery attempt, like perhaps a “knock at my door.” [assuming that the said “outside package lockers” had NOT APPLY here]

So, the very next day, 08 SEP 2012, 8:01 AM, I telephoned the Ridglea Station Post Office, spoke with a one Roger. He took my name, the Tracking No., and my address, and then put me on hold until 8:13 PM. When he [Roger] came back to the phone, he said he could not locate my package. I asked this Roger; “are you aware of what your website says regarding the Tracking Number?” Roger says; “yes, it says a notice was left about a delivery attempt.” I said; “no, no such notice was received, and I have it pretty-well documented, as to exactly where I would have been, at the time of any such delivery attempt or delivery notice. I would have been sitting right here, in my living-room. You know, some time right after the 3rd- of-the-month, I unusually do my grocery shopping. . . . This time, I had put it off, not leaving my apartment, because I was expecting that package.” Roger asks; “what was in it?” I said; “medical stuff - that I kind of really need!” Roger says; “it wasn’t a flat mailer then?” I said; “no, it would be a box, maybe about five pounds.” I added that I was absolutely sick and tired of this stuff, and was going to do my best to see the place [Ridglea Station Post Office] investigated. Roger says; “ok. . . what’s your phone number?” I gave him my phone number - he said he would try and locate my package and call me back. By 10 AUG 2012, 4 PM, no return call had been received from the Ridglea Station Post Office. At 4:15 PM, telephoned First Line Medical, spoke with a one Lisa, advised her of the situation, in that my order from them had apparently been lost by the U.S. Postal Service. The best that this Lisa could offer to do, was to pass my information along to her superiors, they did not receive emails. In other words, it would become necessary for ME, to replace the lost items at my own expense. Although I failed to keep up with my “computerized notes,” I mentally recall that, it had been my friend, Charles, who had volunteered to walk up and check my mail, later that evening, 10 AUG 2012, and returned with the “package in question.” REF: MY INCIDENT NO. 7 [PACKAGE MISSING FOR 15 DAYS - MEDICATIONS] =========

On 06 August of year 2012, I had placed an order for some non-prescription medications via the Internet. After 15 days, and the package had failed to show up, I telephoned the shipper, to confirm that the package had been shipped. The shipper in question confirmed that the package had been shipped, pursuant to USPS Tracking Number 420761169101969010383224674164, and that a note had been left on my door. [no such “note” or “notice” was ever received] During my rather lengthy telephone inquiry of the local Ridglea Station Post Office, on 16 August 2012, I was told that they had tried to deliver the package in question, on 13 August 2012, and how a note to that effect had been left on my door. I vehemently insisted that no such note had been received, and no such delivery attempt had been made. When I asked the clerk as to why the package in question had not been simply placed in one of the “outside package lockers,” she said that maybe the locks were broken and that the other ones were full, and that she was trying to find my package, and would call me back. The next afternoon, whereas the post office had not called me back, I again telephoned the Ridglea Station Post Office, regarding my missing package. This time, the clerk is very apologetic, telling me how there has been a big mistake, and that MY PACKAGE in question, had actually been delivered to an apartment upstairs from me, which once had been occupied by a one “Michael Clark.” I said: “Well, isn’t that just great… that Michael Clark moved away from here over a week ago.” The clerk then tells me that I can expect to receive my “package in question,” by that next Friday. I said: “NEXT FRIDAY! - THAT’S ANOTHER WEEK AWAY!” In any event, the “package in question,” was in fact delivered to me that following Friday. The postal-carrier had been so apologetic, that I simply made no further complaints regarding. REF: MY INCIDENT NO. 6 [of year 2012]

[ANOTHER PACKAGE FAILS TO ARRIVE] ======= During April of year 2012, I had placed an Internet order for a pair of Motorola GMRS walkie-talkies, pursuant to USPS Tracking No. 9102785091401657757831. By 06 MAY 2012, I had not received the package, and the Tracking Number simply said: “DELIVERY STATUS NOT UPDATED.” During my rather lengthy telephone inquiry of the local Ridglea Station Post Office, the clerk advises me that he has found my package, that I should have received a “pink-slip,” where they had tried to deliver it to me. When I asked the clerk as to why the package was not simply placed in one of the “outside package lockers,” he advised that it was probably because some of the locks were broken and the other one’s may have been full. When I asked the clerk, “who it was” that was supposed to “fix the locks,” he said that he had written that up. The package in question, had been “missing” for at least two weeks. REF: MY INCIDENT NO. 5 [of year 2011] FOR EXAMPLE:

========= 22 MAR 2011 Pursuant to an online complaint filed with the U.S. Postmaster General, and/or information to Valley Medical Pharmacy, [Invoice No: 66449 of 25 FEB 2011 and pursuant to USPS Tracking No. 9101969010383147563453, regarding a package that had apparently become lost. After having filed said formal complaint, the package in question was in fact located, at the Ridglea Station Post Office, 8:15 AM, 21 MAR 2011. The package in question became hand-delivered to me, 3:10 PM, that same afternoon, after a delay of at least three weeks. REF: MY INCIDENT NO. 4 [of year 2008] FOR EXAMPLE: ===== During September of year 2008, I had yet another package failed to show up, a PRIORITY MAIL package, valued at some $75.00. The shipper in question, was nice enough to send a replacement product. Then, nearly exactly a month- to-the-day later, the “original package” simply showed up, just like nothing had happened, and without any explanation at all. That made it necessary for me to have to go and procure the necessary money-orders, in order to send the appropriate payment for having received the previously missing package. REF: MY INCIDENT NO. 3 [of year 2008]

FOR EXAMPLE: ====== During April of year 2008, I was contemplating; “how nice it would be,” if I were to simply have my prescription medications mailed to me, as opposed to my having to secure transportation to the local pharmacy. However; a certain lady- friend of mine tells me: “you better come up here and look at this first.” So, I went up to her apartment, to see where SHE had received “someone else’s” package of DIABETIC MEDICINES, and had opened it by mistake. REF: MY INCIDENT NO. 2 [of year 2007] FOR EXAMPLE: ====== By mid-year 2007, and after having experienced such things as the “wrong key” found in my “inside mail box,” to the “wrong package locker,” like for “someone else’s package,” or maybe a package simply not showing up at all, I began to keep notes regarding any “expected packages” on my computer, of course by using “USPS Tracking Numbers.” Then, during August of year 2007, one of my “expected packages” did in fact FAIL TO SHOW UP, pursuant to USPS Tracking Number 4207611691011294614841218119-54. After my two or three telephone inquiries to the local Ridglea Station Post Office, this particular package was said to have been located, on 21 August 2007, under some kind of “step” or “stairwell,” at or near the “loading platform” of the said post office. The [said] package in question, a PRIORITY MAIL package, valued at some $30.00, was delivered to me the next day, after it had been missing for at least six days, and it did in fact have something like a boot-print or tire-track all across it.

U.S. POSTAL SERVICE DISSERVICE TO SENIOR CITIZENS

AUTHOR: - ()

POSTED: Thursday, April 02, 2015

U.S. POSTAL SERVICE PROBLEMS MY NEVER-ENDING STORY 25 MAR 2015 - - - - - - - - - - - - - - - - - - - - - - -- - - - - - - - - - - - - - - - - - - - - - - IT MUST BE POINTED OUT HERE: That, although Normandale Place Apartments is NOT an "assisted living facility," it is in fact, a "retirement complex," meaning: "OLD FOLKS HOME." As such, many, if not most of the tenants there have no private transportation, save maybe for power-chairs or power-scooters. Many of these people are not able to walk very far, some of which are amputees. Some are required the use of oxygen, some cannot get out of bed without assistance. WELL; HERE IS WHAT THE CODE OF FEDERAL REGULATIONS [CFR] SAYS, IN PART. ===== ABOUT THE U.S. POSTAL SERVICE: 39 U.S. Code § 101 - Postal policy (a) The United States Postal Service shall be operated as a basic and fundamental service provided to the people by the Government of the United States, authorized by the Constitution, created by Act of Congress, and supported by the people. The Postal Service shall have as its basic function the obligation to provide postal services to bind the Nation together through the personal, educational, literary, and business correspondence of the people. It shall provide prompt, reliable, and efficient services to patrons in all areas and shall render postal services to all communities. The costs of establishing and maintaining the Postal Service shall not be apportioned to impair the overall value of such service to the people. INCIDENT NO. 45 [MAIL BOXES BROKEN INTO THIRD TIME - 10 BOXES] ============== [SUSPICIOUS PERSONS WERE SEEN INSIDE] [LOCAL POLICE WERE SUMMONSED - DON'T BELIEVE THEY DID MUCH] 02 APR 2015 ========== 2:30 AM, While doing computer-work, he [victim] became aware of strange sounding noises taking place, somewhere inside the complex. It did NOT sound the same as he has noticed [noted] before, and not necessarily like the outside "security doors" slamming shut. 2:46 AM, While having heard yet more strange noises, like "thumping sounds," he stuck his head out of his door and, at the far end of the East-side corridor, South, he observed three persons, backs towards him, and they appeared to be approaching one of the apartments on the right side [headed South] of the corridor. He [victim] immediately went to his telephone to call the local police. [recorded] 2:58 AM, he observed a local police vehicle circling the flagpole, at the main entrance. 3:03 AM, he [victim] received a cell phone call from apparently one of the officers that had come. He asked the officer if he [officer] needed him [victim] to come and let him inside, via the adjacent "security door." The officer said: "no, they're already inside, checking things out." Well, what the officers could not have known, was how he [victim] [CONFIDENTIAL AS TO HOW] was able to determine that, from at least 2:50 AM to 3:10 AM, there were no officers to be seen, at least NOT in the said East-side corridor. However….. 4:02 AM, Two totally unfamiliar persons were seen entering the East-side corridor, and then proceeded to exit via one of the said "security doors." From that time on, until at least 4:28 AM, no one else was seen in the East-side corridor. [documentation may be available upon request] 1:30 PM, that same day afternoon, he [victim] receives a telephone from a neighbor-friend, James, who tells him of how at least ten more mail boxes have been broken into during the night. He [victim] asks if James if he might have any idea as to what time it would have been that the boxes were broken into, he [James] says; "about 3:00 AM." 1:49 PM, that same afternoon, he [victim] telephoned the local police, to brief them of what had transpired, [recorded] and as to just how "happy" he was about it, referencing Incident No. 15-24127. INCIDENT NO. 44 [INSIDE MAIL BOXES BROKEN INTO FOR SECOND TIME IN FIVE DAYS] ============== [GUESS THE POST OFFICE WILL CURTAIL OUR MAIL SERVICE NOW?] 28 MAR 2015 =========== 1. 9:30 PM, he [victim] receives a telephone call from his neighbor-friend, Charles, who has just returned from a four-day hospitalization. Said Charles states that he had returned around 7:00 PM, and had gone straight to his mail box. He immediately observes that it appears that at least four or five mail boxes have been broken into. On the way up to his apartment, said Charles states that he found a few items of mail , laying on the floor in the stairwell leading to his upstairs apartment. Said Charles stated that, pursuant to another tenant, a one Sue, that a one Pete, whose apartment is directly opposite of the mail boxes, had "heard some kind of commotion going on out there," but that he did not telephone the police. NOTE: These mail boxes are located at the center of the entire complex, near the main lobby, and directly ===== adjacent to the manager's office. Supposedly, there is one remaining security camera, still functional, that is observing that particular area. There are in fact, several apartments that are very close to the said mail boxes. It seems very strange that, if anyone had been "banging on" any of these mail boxes, as certain photographs suggest, that nobody in the area heard anything. It is very similar as to how it could have been, that the vending machine in the East-end lobby had been pried into, a few months prior. [some details available] NOTE: What, of anything of value, could anyone think he might obtain, from breaking into mail boxes at a ===== place such as this, an "old folks home?" Social Security checks aren't even mailed out anymore, and it would not even be the right time of the month if they were. NOTE: Could it be even remotely possible, that it could be a disgruntled Postal Service employee that is ===== conducting all this? The Pos Office has in fact, carried out "vindictive tactics" against the author of this writing in the past. See INCIDENT NO. 11 of year 2013, for example. [available upon request] Also, see "Max's writing, of 25 MAR 2015 below, second paragraph, where he specifies: "reluctant to complain because I'm concerned about retaliation and even worse service." 29 MAR 2015 ========== 1. 12:45 AM, he [victim] went up to check his mail and "have a look-see." He observed that four mail boxes appear to have been simply pried open, perhaps with something like a heavy-duty slot-blade screwdriver, causing the locking tab inside to simply become bent backwards, thusly allowing the door to be popped open, and most likely without causing much noise. Perhaps the most interesting point of all this, is just how easily this could have been done from the INSIDE of the mail box, by simply ramming, or otherwise forcing the door open, by having the locking tab to have simply become bent. This has all the earmarks of just pure and outright vindictive vandalism, as opposed to someone perhaps thinking he or she would profit or benefit from doing so. RIGHT NOW, I THINK IT WOULD BE A VERY GOOD TIME FOR ME TO INSERT MY NOTICE TO SEVERAL TENENTS WHICH DATES-BACK TO 18 OCT 2014: =============================================================== = = = = = = = N O T I C E = = = = = = = [APARTMENT COMPLEX RESIDENTS] Whether you know it or not, your mail delivery, ESPECIALLY PACKAGES, via U.S. POSTAL SERVICE, simply cannot be trusted at this particular complex. This also includes bubble-pack mailers, possibly containing badly needed medications. There are also, at least a few documented cases, where one's MEDICAID RENEWAL RECERTIFICATION FORMS were not received. What that could possibly result in, is that, all of a sudden, one's Social Security Deposit, could become some $300.00 SHORT - because the State of Texas simply quit the Medicaid payment assistance, and whereas those payments, retroactively, have become DEDUCTED from one's Social Security monies. Therefore, it is strongly suggested, that each and every individual, to REMAIN STRONGLY AWARE, of just when one's MEDICAID RENEWALL RECERTIFICATION is coming due. If you are in doubt about this, simply CALL 211 and find out for certain. Would also strongly suggest that one should NOT have their medications mailed to them via U.S. Postal Service, but to have this changed to UPS or FEDEX. Of course, this includes any packages [items] you intend to order for this Christmas, such as items ordered from "QVC," EBAY, AMAZON, RAKUTEN, and the like. There are "certain documentations," showing rather conclusively, in that the U.S. Postal Service will "FALSIFY DELIVERY NOTICES," whereas the item in question has either simply NOT BEEN DELIVERED, or possibly MIS-DELIVERED, or possibly just NEVER SHOWS UP AT ALL, with or without "delivery notice." I n cases where an item has "simply disappeared," and one attempts to perhaps file a claim against same, the Postal Service will simply claim that the item was delivered on "such & such day," and THEN YOU ARE JUST STUCK! $ $ $ Numerous and repeated [documented] complaints have been submitted to the U.S. Postal Service, including the Inspector General, regarding this problem, over the past several years, but no remedial action has ever been taken. Numerous and repeated [documented] complaints have also been submitted to Congresswoman Kay Granger, but she could care less as well. Her officer can be contacted at: 817-338-0909. She can also be found on Facebook. SEE: Title 39, Section 101.1 of the United States Code James 24 MAR 2015 [RENDITION/S BY NEIGHBOR, MAX] ========== ~Hi, James, I received a copy of your email complaints about USPS deliveries to Normandale Place Apts. I'm attaching photos taken Sunday evening, March 22, 2015, showing that some mailboxes were pried open. Pry marks are visible in some photos, and the latches were visibly bent. This occurred sometime over the weekend. I'd last checked out mail Friday afternoon and these boxes were closed and locked at that time. Regarding reliability of USPS deliveries here, it's been very erratic over the past couple of years. Please pardon the lengthy details, but this has been building up for a long time. I've been reluctant to complain because I'm concerned about retaliation and even worse service. But many of us don't have personal vehicles, can't use public transportation (the buses have minimal coverage in our neighborhood) and rely on dependable home delivery for medical supplies and items that cannot be found locally: · The most common problem we've experienced was the failure of the USPS letter carriers to use the outside locker boxes for packages that are too large for the letterboxes. I sent photos to postal officials to demonstrate the outside locker boxes were intact, not broken into, and apparently functional. · Sometimes the letter carriers would leave a notice in the letterbox instructing us to pick up our packages at the post office - impossible for many of us who don't have personal vehicles. · Sometimes the package would be left locked in the mail room, with a note instructing us to ask the apartment complex manager to open the mail room to let us retrieve our packages. This seemed odd and understandably the apartment complex managers (more than one of the past couple of years) have been reluctant to do this. It's not their job. I understand why they'd be reluctant to get involved in fulfilling USPS deliveries, when this is never necessary with UPS or FedEx. The latter delivery companies consistently manage to deliver packages on time, to the door, and get signed receipt confirmation when appropriate. · Sometimes the letter carrier would knock on my door (or have a neighbor pass along the message), telling me I needed to pick up my own package from the mail room because it was too heavy. I used my own rolling cart to carry the packages, which range in weight from 15-40 lbs. In one instance this winter - around January - the letter carrier told me I needed to retrieve the packages from the back of her USPS van. This seemed odd. I have a permanent disability due to back and neck injuries from a car wreck several years ago. Many residents here are in much worse shape than I am. There's no way they could reasonably be expected to lift and carry these packages without assistance or a cart. Don't the USPS carriers have their own rolling carts? UPS and FedEx drivers do. They never tell us we have to fetch our own packages. In the fall of 2014 I telephoned a complaint to the nearest post office postmaster (Cherry Lane, If I'm recalling correctly). He sounded very sympathetic and promised to investigate. There was a brief improvement in promptness around the winter holiday season, 2014. Most packages, large and small, were left at the door after the USPS mail carrier knocked. But they still didn't use the outside locker boxes. After the 2014 winter holiday season, USPS package delivery resumed the same inconsistencies. Smaller packages, such as photographic prints in large, heavy duty envelopes, are left in the hallway outside my door after the letter carrier knocks. With larger packages, the letter carrier expects me to retrieve boxes myself from the mail room. Again, UPS and FedEx never ask us to retrieve our own packages from their trucks. As an Amazon Prime customer we have no control over which delivery agent handles the final leg of the route. Sometimes it's USPS, sometimes UPS, sometimes FedEx. But there's always a significant difference in final delivery, with USPS making the least possible effort. I'm sorry to report this. I've been a big supporter of the USPS for many years, and have used Priority Mail many times as my preferred shipment. My great-grandfather was postmaster of his rural Texas location many years ago. My cousin is a USPS letter carrier in another Texas county and just shakes her head in disbelief when I tell her about our local USPS. She said she'd be fired if she did the same thing. About 10 years ago I wrote a very positive review praising the USPS in general and Priority Mail in particular for cost effective shipping. I'd like to be able to offer such enthusiastic recommendations again. I understand the USPS has experienced some major financial challenges, and I sympathize. But this decline in service will only make matters worse by alienating those of us who once were supporters. Regards, Max 24 MAR 2015 [RENDITION/S BY NEIGHBOR, MAX] ========== I'm inclined to believe the delivery problem is confined to one or two letter carriers and not representative of the USPS policy overall. They may be overworked, I don't know. But I do know that UPS and FedEx are doing a much better job, including with the hybrid system used by Amazon and other online retailers who ship via UPS/USPS and FedEx/USPS. If the post office wants to compete and remain relevant they need to fix this problem. I know the USPS has many challenges, all of which have been documented in the news over the past few years. But if they can't handle reliable delivery of packages larger than envelopes, they should stick with what they do best and stop accepting boxes larger and heavier than a s****.>

INCIDENT NO. 25 ============== 18 AUG 2013 =========== SITUATION: CHARLES IN FACT RESIDES AT A SENIOR-CITIZEN'S RETIREMENT COMPLEX, ========== LOCATED ON THE FAR WEST-SIDE OF FORT WORTH, TEXAS. HE IS DIABETIC, AND SUFFERS FROM A HEART CONDITION AS WELL. 08-18-2013 Charles finds a "PINK SLIP" [USPS Form 3849] in his mail box. He has no idea what it is for, he has been expecting no packages. It is dated 08/18, and is marked as a PARCEL, and for DELIVERY CONFIRMATION. It is marked SENDER'S NAME: 66215, and USPS Tracking No. 420761169101108091989211754598. Because Charles has no idea at all, as to what any such package could have been, he telephones his friend, James, and asks him to make an inquiry via the Internet. James does so, and advises his friend, Charles, that the package appears to be a PRIORITY MAIL PACKAGE, which had been mailed to him from some concern in Kansas, back on 05 AUG 2013. James asks Charles; "wonder why they didn't just put it in one of the package lockers, it is a PRIORITY MAIL PACKAGE?" Charles simply replies that he will simply call the Post Office and find out. Charles calls the local, Ridglea Station Post Office, later that same day, and spoke with a lady there. Charles is advised by the Post Office that, what he needs to do, is to SIGN the "PINK SLIP" in question, put same back into his mail box, and they will deliver the package to him, that very next day, the 19th of August, 2013. Charles says; "fine, I will be here waiting all day." Charles waits all day, the 19th of August, but receives no package.

The next morning, the 20th of August, Charles again telephones the local, Ridglea Station Post Office, again complaining that he had NOT in fact received the package in question. The lady at the Post Office said: "O.K., I'm putting the package on the truck right now, and will bring it to you this very afternoon." Charles says he will be waiting all that afternoon. Again, However, Charles receives no package. Charles waits yet another afternoon, at his apartment, the 20th of August, but still, no package shows up. Charles does not again telephone the local, Ridglea Station Post Office, until four of five days later. A male person at the local, Ridglea Station Post Office, now informs Charles, that the package in question has been RETURNED TO THE SENDER. Charles basically tells the clerk that "they" should be ashamed of themselves, that the package most likely contained replacement diabetic supplies. Charles also mentions that, "one of his neighbors," is in the process of trying to for a Class Action Law Suit against the U.S. Postal Service, on account of their dis-service to senior citizen's living here.

Oh, during the above-described time-frame, Charles also found himself advised by his Apartment Manager, to the effect that all of the USPS PACKAGE LOCKERS were broken. ATTENTION ALL FELLOW RESIDENTS - NORMANDALE PLACE CLASS-ACTION LAWSUIT PROPOSAL Whether you are aware of it or not, there exists a serious problem in receiving packages, here at Normandale Place Apartments, via the U.S. Postal Service. Whereas we have "package lockers," aka: "cluster-boxes" installed at the West-entrance of this complex, all of which are clearly marked as "U.S. POSTAL SERVICE," I have it very well documented, in that our local Ridglea Station Post Office, may simply and flatly refuse to use them to deliver our packages. Instead, one "may," or "may NOT" receive one of those "PINK-SLIP" "DELIVERY ATTEMPT NOTICES," meaning that your package is being held at the said local Post Office, where you can either try and arrange for a "RE-DELIVERY," or to simply go there and pick it up. That alone, represents a serious problem for any and all that live here, especially the very elderly and/or disabled, few of whom even own their own automobiles. This requires one to perhaps spend all-day-long, just trying to get the said local Post Office to even answer their phone, or to simply hire a taxi-cab, or find someone to take them to the Post Office. As such, many are restricted to a "power-chair," and may even be dependant upon Oxygen. At least some of these residents depend upon the U.S. Postal Service for receiving their medicines. I also have it very well documented, in that the local Postal Service has a very bad habit of perhaps [1] delivering packages to the wrong person, [2] simply loosing packages, [3] even "FALSIFYING DELIVERY ATTEMPT NOTICES," and [4] even "OUTRIGHT LIEING," in order to cover for blunders. As an example: "PACKAGE LEFT IN OFFICE," at a time when there was no-one even in the office, and the office was all locked up. Or, by tracking on the Internet, in that "PACKAGE DELIVERED," but in fact it was not. Without having access to a computer, in order to track one's packages, one might not even be aware that this is going on. Many residents, like myself, rely on the U.S. Postal Service to purchase, via the Internet, various medical and/or nutritional items that are not covered by Medicare or Medicaid. Of course, these items are paid for out of one's own personal monies.

I have it well documented that, in some cases, packages may simply go missing, for as long as three months, and then to strangely show up, like nothing had ever happened. I also have it very well documented, in that I have repeatedly written or emailed the U.S. Postmaster General, as well as Texas Senator John Cornyn, as well as Texas Congresswoman Kay Granger, all of which has obviously been futile. As consecrated by the Constitution of the United States, and Pursuant to Title 39, U.S.C., the U.S. Postal Service is responsible for delivering the mails, including parcels, to any and all citizens, on a "FAIR AND EQUAL BASIS." Apparently, this does NOT apply to this particular senior-citizen complex. I am now in the process of attempting to "collect signatures," in order to promulgate a possible Class-Action Law Suit, against the U.S. Postal Service, to include punitive damages, for those who may, or may not, have been directly affected by this "dis-service" by the U.S. Postal Service. Therefore, and if only to "PROTECT" your ability to receive packages, via the U.S. Postal Service, I strongly suggest that it would be in your best interest to please sign and return this form to me, there is no cost involved. This is the only way I might be able to get something done about this problem, and the more signatures the better. For those who would like to simply telephone Congresswoman Kay Granger, her telephone number is: 817-335-0909. [please simply clip it to, or slide it under my door - APT. 151] YES, I AM A RESIDENT OF NORMANDALE PLACE APARTMENTS, AND I SUPPORT A POSSIBLE CLASS-ACTION SUIT AGAINST THE U.S. POSTAL SERVICE PER THE ABOVE: ____________________________ ___________________________ ________ __________________ [printed name] [signature] [Apt. No.] [date] James Clark, Apt. 151

PACKAGE MISSING FOR THREE MONTHS

This is to inform you that, on 01 JUL 2013, I had received a key, in my inside mail box, indicating that I had a package to pick up at the outside USPS Package Lockers. Much to my surprise, not to mention my utmost consternation, it turned out to be the package previously reported MISSING, pursuant to all above Refs. This will be the very same package, that the Postal Clerk had sworn up and down, had been left at the apartment manager's office for me. I knew right off that could not have been true, because at that particular time, this particular complex had no such manager, and the office had in fact been all locked up at the time.

Now that the package in question has in fact strangely shown up, tends to prove conclusively, that the U.S. Postal Service will simply LIE, in order to cover their asses. Pursuant to Ref: [d], you have most likely already been reimbursed by the insurance carrier. Therefore, and although the package should become returned to you, I will NOT be in any great hurry to do so. Because the U.S. Postal Service SIMPLY REFUSES to deliver my packages to the package-lockers at this complex, I will NOT be taking this package back to the Post Office myself.

Instead, I will be notifying the Postmaster/s in question, that I will require a postal-carrier to come to my apartment door. I will also be requiring an "APPROPRIATE RECEIPT," complete with "PRINTED" and "SIGNED NAME." In the mean-time, I have a "little nook" in my tiny little apartment, to keep the package nice and safe. It will remain unopened. After 30 days, I will consider it "UNCLAIMED," and simply dispose of it in the local trash dumpster. May I strongly suggest that YOU should get together with DHL, and your insurance carrier, and consider an APPROPRIATE LITIGATION against the U.S. Postal Service.

Towards that purpose, and for your convenience, I have enclosed [attached] a number of my SCREENSHOTS, [1] which should prove conclusively, that there are FRAUSTERS AND LIARS at work within the U.S. POSTAL SERVICE. I'm not sure if you know this or not, but the U.S. Postal Service "CONSECRATED UNDER THE U.S. CONSTITUTION," to deliver the mail, on a FAIR AND EQUITABLE BASIS. I guess that does not apply to "old folks homes."

BITTER OLD MAN

AUTHOR: INTERPOLATOR - ()

POSTED: Tuesday, June 25, 2013

After this has been going on for at least five years of them loosing my packages, delivering them to the wrong address, even OUTRIGHT LIEING, as to "left it in the office," when there wasn't even any manager, and the office was all locked up, [never did find THAT package] or FALSIFYING DELIVERY ATTEMPTS, beine a "WISENHEIMER" with me over the phone [recorded] then I have a perfect right to have become a PERFECT A****** about it. Furthermore, I can tell you that I AM NOT ALONE with this complaint, in this complex of some 200 residents. I can only assume that you must be a U.S. Postal employee, and afraid of loosing your job. You might want to do a Google for the Class-Action lawsuit regarding.

you sir...

You sir are simply a bitter old man who is taking his hate out on life on everyone else. I read your ENTIRE post. All I see from this is someone who isnt getting what they want. Packages go missing, packages get misplaced, and packages get lost. Its the nature of that giant beast. You act like an a*s then when the post office is going out of thier way to assist you, you attack them. That person you are screaming at on the phone had no power to make the type of descions you accuse them of. As the postmaster has instructed the carrier to PHYSICALLY ensure that your package is delivered to you, you turn around and curse at the letter carrier. What type of low life slime are you??

YOU NEED A LESSON IN MANNERS AND RESPECT. Even at your age you can learn. Then again you know what they say about old dogs and NEW tricks?? Sometimes is best to just get a new dog instead of teaching the old one. Especially when you consider exactly how bitter and vindictive you are to ppl who do not deserve your ire. Yes the USPS may be making mistakes, but to verbally assault EVERYONE who works for them goes simply to show how petty you truly are. Your like a child in your actions. Oh you can write an extremly long winded post doing your best to make the USPS into some super bad guy who is out to steal your packages. Making yourself out to be a victim when the reality is YOUR THE PREDATOR!!! Youre hatred of where life has put you causes you to lash out at even the smallest of percieved infractions. You sir need help. I would suggest that you seek therapy, but Im afraid therapy wont help. We would need a time machine so your younger self could see what you have turned into.

Just because you have lived as long as you have is no excuse to treat others the way you do. These are real ppl you are dealing with. I can understand the frustration, but youre supposedly "wise" enough to be able handle yourself in these type of situations. By verbally assualting your letter carrier as you have, all you have done is "beat up" the messanger. That carrier was doing as she was told by her supervisor. Tell you what. Go out in public and act the way you do. Im betting your a** would end up in the nuthouse, but then again thats probably why you hide at home. PLEASE GET HELP!!! All the explanations aside. All your writing aside, you have been nothing but a jacka** about the whole situation. YOU NEED TO APOLOGIZE TO THE PPL YOU HAVE WRONGED!!!
