a lady called me and said I have been chosen to receive a grant to call this number. I called and franky Casper told me if I want the grant of 9200 I need to go to a CVs pharmacy and send them 350 dollars as a security deposit and they will send me the money directly to my account I did not do it . I looked it up on the internet it is a scam , then I reported it.

Of course it's a scam and putting the "US Treasury" as the blame company isn't right either, because it's NOT THEM that are doing this... so your report really doesn't do any good being posted to this site and is blaming the wrong party (US Treasury Dept).
This is a typical NIGERIAN or INDIAN scam, not associated with any particular company and the most common reoccurring theme with these scams are:
1. Broken English
2. Claiming to be from a government agency such as the US Treasury or IRS
3. Claiming you "Won" some money or a grant (You have to SIGN UP FOR A GRANT they aren't just randomly given to people nor did you enter any "Contest")
4. Require a "Processing fee" of some sort - if you really do win a contest or receive a grant you will never have to "Pay" money to anyone
5. Requiring you to go to a wire-transfer store or CVS for a green dot card - the government or any LEGITIMATE organization will NEVER require this
This scam has been around for DECADES in one for or another. If you haven't heard about it you've been living under a rock.
