U.S.A. Credit - USA, They illegally debited my account for $149.95 Internet

I applied for a loan over the internet.  I was asked to fax some paperwork. to the company.  After 3 days had passed I still had not heard anything back from the company. Then today I check my account and they tried to debit $149.95 from my account and my bank tells me that there is nothing that I can do about it because I gave them the routing number. I gave them a routing number to make a deposit not to charge me an extra $149.95 and not get anything out of it. How is this companyu allowed to do this without being punished?
