USBI Consumer Telcom My 89 year old mother has been charged a monthly fee by this company. No one will explain the charge and I can't get it off her bill. Internet

My mother has a monthly charge on her AT&T phone bill from USBI.  AT&T denies any responsibility for the charge and refuses to help get it taken off her bill.  Phone contact with USBI does not provide any information as to what the charge is for and offers no possibility of getting it taken off.  Who can I contact to help her stop this Ripoff?
