Cedric Arbaud at Vintech/Numero Design Took my money and didn't produce any designs Culver City California

I met Cedric Arbaud at "the library" which is a club in Anaheim and he told me he works for Vintech LLC which is a car designing firm owned by numero design in france. I wanted to create a custom super car so i hired the guy because he said he could do the job better than other design firms for cheaper. After i gave him the down payment he stopped answering his phone and emails. I thought i lost him and the money until my friend saw a post on thedirty.com where his ex who he met on tinder posted him for stalking and harassing her after she dumped him for another man. In the post it said he goes to hooters  everyday which is exactly where i found him. He told me he blew the down payment on a 2010 bmw and had no designs for me becuase he was too busy with work. I still have no designs and he hasnt paid me back for the money he took and i doubt he intends to.
