ViolationInfo.com Proof on Non-Responsibility Provided Twice -- Rejected on basis on undocumented rules but never told us Tempe AZ

I traded in my car on 6/27/2015.  The car was subscequently sold via an auction and all appropriate paperwork filed with the State of Washington by the dealership. 

On 10/02/20, the new owner of the car ran a red light and a ticket was issued in my name.  All documentation was provided to ViolationInfo.com along with the Delaration of Non-Resopnsibility.  A few weeks later I received a second notice.  Again, the dealership sent the documentation.  Two weeks ago, I received a third notice and this time was told the ticket was going to collections if I didn't pay by today.

When the title clerk from the dealership tried to call the company, she was stonewalled.  She was then told that the claim had been rejected because she was not me.  The company never notified either of us that the docoumentation, which was fully in order, was rejeted.  Nowhere in the instructions does it say that the documents must come from me and not from the buyer or an agent representing both of us.

Apparently, this is how the company collects it's commissions.

The dealership says this kind of service is typical of this company, however in all the time they've been dealing with them this "rule" never came up.
