VISA claims to have a zero liability policy if the card is used fraudently, it can be read at the following website http://usa.visa.com/business/why-pay-with-visa/security-benefits/bft-zero-liability.html. I have a VISA Business Debit Card issued by my local bank. The information on my card was stolen by hackers and was aparently made into a fake card used at a Target department store in Brooklyn NY. VISA, as my bank told me almost never and in their case never payed on a liability case due to the large number of rules they place on the claim. In my case my bank account was reduced by $1600.00
The fact is they control the network the cards and make tons of money from the merchants. The cards are terribly unsecure, but VISA does nothing about it because they lie about there liability with the use of fine print. The problem is that their liability depends heavily on how the criminal uses the card. How do I control how the criminal behaves. I am tired of these corporations twisting words and usage of astrices to defraud the public.

In your report, you said your identity was stolen by a hacker and the charges were made at a Target store. How was your information stolen? From your own computer/server? From a transaction you made with others? Also, is the Target a local store in your area? Was the transaction an online or an in-store purchase? The VISA may consider that the liability is not theirs but another party that you did not mention in your report. If you report everything in detail, there may be someone who could guide you to the right direction.
