This information is useful to anyone who is considering becoming a patient at Wake Health Services, Inc., particularly Rock Quarry Road Family Medicine in Raleigh, North Carolina. Warning, you will get ripped off, lied to and deceived by the practice director and chief executive officer of WHSI. Penella Washington and Shevette Coleman are two of the biggest crooks and public servants to walk the Earth.

Below is a complaint in which I filed with the North Carolina Attorney General's office with respect to healthcare fraud and billing scheme that these two are running.

The nature of this complaint is concerning fraudulent billing practices of a county healthcare provider. Between October 18, 2014 and December 10, 2014, I received two inflated bills from Wake Health Services, Incorporated (see attachments) and its partner, Labcorp.

In October of 2014, I scheduled an appointment with Wake Health Services, Inc., and my application for services was processed as a Level 1 patient billing and payment responsibility. This means that in terms of payment, I received the lowest payment level available (sliding fee scale) and required to pay the minimum of $25 per office visit. 

On October 16, 2014, I had a doctor's appointment at Rock Quarry Road Family Medicine which is under the auspices of Wake County government/Wake Health Services, Inc. From the very beginning of my health care services, I experienced problems. First, with billing discrepancies, secondly with the quality of care provided by the physician who examined me, and third with scheduling. I tried contacting the facility director (Shevette Coleman) about this issues, but was completely ignored. Since the director refused to deal with me, I contacted the chief executive officer of WHSI, Inc., (Penella Washington), who also refused to address my issues.

On December 30, 2014, and after filing numerous complaints against the director of Rock Quarry Road Family Medicine and the chief executive officer of WHSI, Inc., I received a bill in the amount of $154.77. Between 10/16/2014 and 12/18/2014, I received no correspondence from WHSI, Inc., until I contacted a member of the Wake County Commissioners concerning problems with WHSI, Inc., and threats to contact the media. The bill indicates that I was seen by a doctor on 10/16/2014 and that my patient payment responsibility was a Level 3. No one at WHSI, Inc., informed me of a "new office visit level" and most importantly why it was arbitrarily changed from a Level 1 to a Level 3. I provided no new information which would have resulted in a change in visit level. However, given my history of complaints concerning the obvious 'bait and switch' billing scam at WHSI, Inc., the above action was done fraudulently and against my knowledge.

On November 10, 2014, I contacted Penella Washington (see attachment), the CEO of Wake Health Services, Inc., concerning fraud with a bill that I received from one of their partners, Labcorp. This so-called bill for $72.40, was received after I was verbally informed that the amount in which I was required to pay for blood work during the office visit was only $25, the same amount as the Level 1 office visit. Labcorp is contracted with WHSI, Inc., to handle their blood work services and has an employee who works on the premises. This individual informed me of the $25 fee, however WHSI, Inc., thinks that I have lied about the entire conversation between myself and the Labcorp employee. This issue was also brought to the attention of the director and CEO from whom I received no form of acknowledgement other than another fraudulent bill for $154.77.

On December 30, 2014, I contacted the Wake County Attorney's Office and explained this entire situation with WHSI, Inc., and those who are accountable for their actions as public employees. The charges mentioned above are false and indicate a pattern of unethical and illegal behavior of government employees who have abused their position and misused county funds. For example, there is a $47.40 profit margin in which Penella Washington and Shevette Coleman receive as a result of over-billing me for the Labcorp services. Likewise, there is a $129.77 markup for the most recent made up bill for $154.77. The CEO and director may split those profits as well. This is a major scheme of which the state attorney general's office should be aware. 

Finally, I want my $25.00 back from the so-called office visit from 10/16/2014, and for the false bill of $154.77 to become null and void. There was absolutely no legitimate reason for the change, particularly when I notified WHSI, Inc. that I no longer wish to patronize their medical facility. This was done months ago.
