Walmart and Target plain postcard with no return address stating I am eligible for $100 gift card for Walmart or Target York, PA PA

 I recieved a plain postcard in the mail stating "Great News! You are eligible to receive $100 in gift savings good at Wal-Mart and Target!"  The phone number displayed was 1-855-548-2720. When I called a foreign- speaking woman answered.

She watnted my credit card number so she could charge me "only" a one-time charge of $6.95 and they would send the check for $100. I told her that I did not have a good drediit card because someone had scammed me out of $5.0o and the bank wa issueing a new debit card. She said to call back when I received the new card.

It is very tempting, due to the economy at this time to be duped into this type of scam. I am really in a financial bind right now and the $100 would come in handy for groceries that I can't afford.

Why doesn't someone shut these people down?
