I allowed my sister to have her federal tax refund deposited to my walmart money card, as was mine, on the 24th of Jan. Over the next few days I withdrew the amount owed to her and gave to her directly 3 days later, Jan 27th, the investigations department decided, instead of blocking said deposit in the first place, to block all my funds totaling more then her deposit to begin with.

The block went into affect at 1127pm the 27th, and of course when I called the department responsible for the block was closed. I was told i need to fax both mine and her Ids and ss cards along with a letter of purpose from her stating she allowed the deposit and the block would be lifted. The following moring at 8 sharp we made said copies had verified and notorized wrote she wrote the letter not only saying she had allowed the deposit but all money owed to her had been paid and the balance was mine and mine alone and then had it notorized after faxing it several times in High res from 3 locations I was told if everything was "verified" then it would take at least ten buisness days, then why did I pay to have it notorized like they requested.

Since then I havent heard anything no calls get returned and now not only are they holding my tax refund but my pay was deposited before i could stop it and the child support for my 2 little girls was as well, money I have no access to due to the block. Cant get help through Socail Services to feed them because when u rum my social it shows a 4800 account balance. Please help a single father they know they are wrong and are just trying to cover it up now

   Sorry, but there is.    The language I posted above was copied directly from the IRS form (8888)  that you use to specify the accounts for your refund.

I'm not sure who told you it was okay, but the IRS does have a policy that its illegal to deposit a tax refund in to an account that doesn't belong to you. This is likely occuring becuase you had both your sisters and your tax refunds sent to your card. The IRS now has two refunds going to to one account for one person which is triggering all sorts of red flags. It will likely take a while for the IRS to sort this out, walmart is simply following the directives from the government. In the future, make SURE that you do not allow anyone else to direct deposit their tax refund in to your account.

No the Irs has already been contacted an there is no issue and walmart money card allowed the deposit and three days later decided to frezze the intire balance not just the deposit. Its a rip off because there is nothing in their guidlines against it and i contacted customer service jan 5th and they said it was perfectly fine.

   That's a big problem.   You may have "allowed" it, but the IRS does not allow it.  The instructions on the form are pretty clear about that. 

" Reasons Your Direct Deposit Request May Be Rejected "

" - You request a deposit of your refund to an account that is not in your name "

   Refund deposits are not commonly blocked before they get to the destination account unless there is an obvious problem.   Things like matching the account holder to the taxpayer named in the refund are usually done after the deposit is processed.  

   Ultimately, what will likely happen is that your sisters refund will be sent back to the IRS.  It will probably take a few days to untangle this mess while it goes through the bank's and the IRS systems.

   It's hard to call this a ripoff since it was triggered by your sister breaking the rules.
