I ordered a Visa gift card from Walmart.com for $200 and my credit card was charged $200 plus a $6.88 activation fee. I have ordered this card before for my daughter and normally I get a e-mail the day the card is shipped with password to activate the card.
This time I did not get the e-mail. The card arrived and because it is not activated my daughter cannot use the $200. I called the number the website said to call if you do not have the password 800-411-7942. You are given the run around, no one knows what you are talking about and they keep telling me I do not need to activate a Walmart gift card. However, this is not a Walmart gift card this is a Visa gift card and it has to be activated.
Finally, a very rude customer service told me I just have to wait seven days for someone to try to correct the problem. I told her I do not want to wait seven days, just refund my account the $206.88. She hung up. I cannot get a refund, I cannot activate the card. I been ripped off by Walmart $206.88 for a useless piece of plastice.

OMG I have just went through the same thing... only losing $75 thankfully.
I bought one of those to purchase a gift online as I don't like to use my credit cards online, and never was given anything I could activate the card with. calling walmart lead to the same responses you shouldn't need to activate the card it should just work etc etc.. well long story short I just threw money away. I could not for the life of me find anyway I could speak to somebody with half a brain to help me. so like so many people I just cut my losses.

I lost $600 due to this exact same issue... I bought gift cards for family members last chrismas and went through the same issue's they all got the cards and could not actvate them. sadly after 9 hours of hell going through person after person I just gave up. never again will I ever buy gift cards through walmart, and niether should you.
