WASC Senior operates as a 501 (c)(3) with apparent oversight from the US Dept of Education, with the lofty goals of accredidating and investigating the California State University 23-campuses and the University of California system (amongst others). WASC Senior is required under the Secretary of State & IRS to ensure the public that its college system is fully accredidated, investigate accedidation issues, compliance with complaint procedures and act as independent enity free of bias and corruption.

Four California State University presidents making $500,000+ total pkg also sit as WASC Senior Commissioners having the dual role of operating their campuses and overseeing the external operation of their campuses as an independent policing agency. Who are these overpaid president gatekeepers: Jeffrey Armstrong, President, Cal Poly San Luis Obispo. Jeffrey Armstrong started his tenure as Cal Poly San Luis Obispo's;  William Covino, President of California State University, Los Angeles, is a veteran of the Cal State system; Mildred García is President of California State University, Fullerton, the fourth largest university in the state. Dianne F. Harrison began her appointment as President of California State University, Northridge in June 2012; & Janna Bersi, Professor of Graduate Education in the College of Education, California State University, Dominguez Hills (CSUDH).

The WASC Senior board's criminal miscondut is connected to three concealed diploma mills operating on the Cal State San Bernadino campus (see the Ripoff report on this site). We don't carelessly use the word 'criminal' here, but we have over 800 pages of documents that outline not only the diploma mills but the wreckless conduct of CSUSB & CSU public officas who obstructed established polciies and procedures under the CSU Executive Orders and the formal Grievnaces Procedures. WASC Senior is required to assure that CSU campuses have functional processes for students and faculty to file under. CSUSB's WASC Senior Liason Officer, Mr. Chen, is operating a Chinese pay to play scheme right now.

Sometimes, nonprofits forget who they are. In that spirit, please pay close attention. WASC Senior is not ‘owned’ by anyone. Instead they are ‘owned’ by the community: charted by the government to serve a public interest. The board, acting as “Commissioners” are charged with protecting the nonprofit organization’s public purpose.

Sunshine laws affect organizations that have a significant relationship with the government. Examples are a charter school, hospital, and WASC Senior. Your funding determines whether your nonprofit is governed by sunshine laws. Receiving money from governmental entities creates a fiduciary link under which the nonprofit is acting as an extension of that municipal body. In other words, by taking money from the government, your organization essentially becomes part of the government and must follow the same rules. The 2014/15 budget indicated 3 million dollars in fees collected from public and private education institutions. In addition, the United States Department of Education, acts as an oversight agency with WASC Senior.

A body that governs a private corporation or entity is subject to the Brown Act if: (1) it is created by the elected legislative body in order to exercise authority that may lawfully be delegated by the body. Cal. Gov't Code § 54952(c).

WASC Senior operates under legislative authority (as cited). WASC is also governed by state laws (exp. Title 5, CCR) and federal laws. Your bylaws dictate that California State University officials and their respective campuses will jointly hold WASC Senior accreditation and function as ‘commissioners.”

Note:​Here we have WASC Senior being operated by the very public and private agencies that WASC Senior are in a position of accrediting and investigating. It becomes easier to understand why WASC Senior was unable to hold CSU & California State University, San Bernardino, accountable in the financial and academic fraud still operating through their MA TESOl and MBA programs.

Sarbanes­Oxley Act

The American Competitiveness and Corporate Accountability Act of 2002, commonly known as the Sarbanes­Oxley Act ("Sarbanes­Oxley"), was signed into law on July 30, 2002. The Act was passed in response to several corporate scandals and was intended to rebuild public trust in the corporate sector.

Although most provisions of Sarbanes­Oxley apply only to public companies, at least two criminal provisions apply to nonprofit organizations: provisions prohibiting retaliation against whistleblowers and prohibiting the destruction, alteration or concealment of certain documents or the impediment of investigations.

Record­keeping:

●Section 802 of the Act makes it a crime to knowingly alter, destroy, mutilate, conceal, cover up, falsify or make a false entry in any record, document, or tangible object with the intent to impede, obstruct, or influence the investigation or proper administration of â€‹any matter within the jurisdiction of any federal department​or agency or any case filed under the federal bankruptcy code. Violators may be fined and/or imprisoned for up to 20 years. (emphasis added)

●Section 1102 of the Act makes it a crime to "corruptly" alter, destroy, mutilate, or conceal a record, document or other object, or attempt to do so, with the intent to impair the object's integrity or availability â€‹for use in an official proceeding​. The Act does not define the term "corruptly." Violators may be fined and/or imprisoned for up to 20 years. (emphasis added)

Under Section 802, I will argue that WASC Senior’s concealment of material facts coupled with ignoring a California Department of Justice, investigation that has been concealed, will demonstrate that WASC knowingly impeded the investigation. That WASC knew or should have known that their acts concealed allegations and materials facts that federal education dollars were being pilfered through the well documented fraud at CSUSB. And that CSUSB was and is in gross violation(s) of their recent renewed accreditation (Oct. 2015). WASC Senior’ responsibilities and accountability are wide spread, to include that WASC is regulated and monitored by the US Department of Education. . WASC was mandated to act in the public interest and protect my receipt of fraudulently gained federal education funding.

Under Section 1102, I seek the documents requested as part of an official process to notify federal officials and their agents and to file federal complaints.

The continued failure to release the very specific documents cited indicates that WASC Senior is in possible violation of Sec. 802 and that continued concealment has allowed the criminal and material facts to be hidden. I was subjected to ongoing attacks, false suspension, expulsion attempt, manufactured and patently false witness testimony by selected CSUB officials, witness tampering, altering suspension hearing transcripts, and retaliated against by California State University officials and WASC Senior officials, who concurrently acted. CSU officials and WASC Senior, either before or after the facts; all parties acted in a coordinated effort to conceal, minimize, misrepresent, and alter material facts to this date; the academic fraud scheme continues at CSUSB.

Although a whistle­blower procedure is not mandated for non­profits in the Act, many commentators have recommended that non­profits establish procedures. It make business sense to encourage individuals in the organization to come forward with a problem at its earliest, most solvable stage. An effective policy can avoid liability under the provisions discussed above. Finally, putting a procedure in place for employees to raise and address problems is healthy for the organization.

It’s now transparent through the careless and reckless acts of Brenda Barham Hill and Christopher Oberg, that WASC Senior acted to limit exposure of criminal and civil liabilities on behalf of CSU at that same time that half a dozen top CSU employees concurrently acting as WASC Senior commissioners, were overseeing Barham Hill & Oberg. That WASC Senior with impunity, abandoned their articles of incorporation, bylaws, state and federal laws, I alledge, and concealed the fraud at the same time WASC Senior was evaluating CSUSB for re accreditation.

●All communication between WASC Senior, CSU, CSUSB and others to include accreditation communications from 2013 to 2016. This includes emails, letters, memorialized meetings and any other communication.

●Copy of all board minutes and agendas from 2013 to 2016.

●Copy of two formal grievances filed in approximately Feb. 2013, with then Provost Andrew Bodman & President of Student Services, Brian Haynes. All email communication with regard to those two grievances (this should include Sandra Vasquez’s email and President Morales) and the complete investigative findings to include that timelines were adhered to.

●Copy of the board's whistleblower protection policy (if one exists).

●Identify by name and title all WASC salaried/stipend Commissioners.

Take a good close look at Mary Ellen Petrisko, espicially the soulless eyes-who has tarnished WASC Senior and the Higher Ed. Act. Is Petrisko getting kick backs and bribes for concealing the academic frauds at CSU San Bernardino? Why is Petrisko defrauding student federal consumers in California? Who butters Petrisko's bread? Petrisko's fingerprints are all over Cal State's accredidation fraud, and their international fraud program's "Cash 4 Credts."  How many other frauds has Petrisko perpatrated while at WASC? 

WASC President, Mary Ellen Petrisko, solicited a WASC Commissioner complaint (below) and then immediately denied the complaint through their attorney's who misrepresented WASC' prior actions and ignored their federal mandate.

Mary Ellen Petrisko, isn't protecting the federal gov or student consumers, but Petrisko is quite skilled at acting so unprofessional as to enter into civil & criminal allegations.

RE: Complaint Against the WASC Senior Commissioners & Staff

 

Madam President,

 

This is a complaint that WASC Senior grossly failed to comply with federal legislation/statutes to uphold WASC’ federal mandate to protect consumers and assure that member institutions have functional, ethical, clearly administered, student complaint mechanisms. WASC waives any filing deadlines because either WASC knowingly acted outside their nonprofit articles of incorporation, bylaws, and federal mandate or unwittingly failed to follow federal mandates. This complaint will also outline CSUSB’s accreditation fraud in 2015, interconnected to concealing the grievances and the Korean MA Ed. TESOL fraud.  

 

We don’t lightly or carelessly make these allegations, there’s compelling evidence to support all allegations. In an ongoing conspiracy to violate federal accreditation standards/policies, federal laws, fraudulent receipt of federal financial aid, there are no time filing restraints. The US Justice Department, Central District, should be alerted.

 

The complaint issues;

 

  • WASC Senior failed to ‘discover’ that the two formal grievances filed feb. 22, 2014, were concealed and never investigated. Identical to the Office of the Chancellor, which benefited CSUSB.

  • Because of this investigation failure, the complainant has been subjected to ongoing retaliation, not made whole, blocked from classes, underemployed and disparaged by CSUSB officials, and indebted with fraudulent student financial aid, other.

  • That the Office of the Chancellor, VC John Swarbrick, noticed CSUSB officials twice. On March 22, 2014, that CSU has a valid & functioning grievance procedure, April 2014, that retaliation is unlawful. CSUSB ignored this, later OOC conceals factual info.

  • Cindy Shum, a just retired CSU employee sent out a campus wide email (July 2016) factually accusing CSUSB (WASC Liaison, Rong Chen), of operating an academic/financial fraud with Chinese agents on behalf of Chinese nationals & CSUSB.

  • That CSUSB WASC LIaison, Rong Chen, was actively operating a Chinese academic fraud at the sametime that CSUSB-Rong Chen were facilitating a 10-year reaccreditation with WASC. CSUSB concealed the Korean MA Ed. TESOL fraud allegations, and the Vietnam MBA scheme and subverted their non compliance with student complaint mechanisms.

  • CSUSB & Rong Chen’s actions clearly invalidate WASC’s 2015 investigation on CSUSB’s non compliance with student complaint mechanism and a series of acts to set-up, attack and undermine the complainant.

  • CSUSB & Rong Chen’s action would also invalidate the October 2015, reaccreditation. That reaccreditation was fraudulently gained.

  • Fraudulent receipt of federal financial aid.

  • CSU commissioners colluded with CSU/CSUSB to protect their institutions, other commissioners acted the same, which guarantees their institutions protections from federal mandates or WASC is highly compartmentalized.

 

Evidence that WASC and the Complainant need access to.

 

  • Complete DOJ investigation

  • Authentic audio recordings of the suspension and expulsion hearings and submitted written transcripts of the suspension hearing. It took CSUSB 5-months to release the transcripts after stating it would be 20-business days (another violation)

  • CSUSB police reports filed by the complainant and not acted on

  • Vice Chancellor Mark Crase and other VC’s emails will show the VC’s blocking an appeal, misrepresenting the facts, and trying to set the stage for no appeal.

  • All emails to General Council, Framroze Virjee, who as an officer of the court has reporting requirements and as a state employee concealed the allegations since 2014.



U.S. Dept of Education, Office of the Inspector General, has referred the complainant back to WASC Senior.

 

CSU, CSUSB & WASC Senior have ample demonstrated that ‘in-house investigations’ can be easily tampered with, thus, WASC should have the USDE oversee their investigation of WASC Senior’s investigation/accreditation of CSUSB. In addition, there are numerous state/private sector employees that have actively acted to conceal these issues, these are powerful people who will do whatever it takes to continue the concealment. These facts, make the investigation particularly troublesome and perilous for WASC Senior, coupled with conflicts of interest..

 

Furthermore, in this complaint, not only did WASC fail to meet its mandate, but there’s evidence that WASC colluded with the Office of the Chancellor, because both parties produced almost identical non facts and concealed the two grievances with CSU San Bernardino, to include the sabotage of a EO 1097 (retaliation) complaint duly filed, and ignored the facts in a hidden 9-month DOJ investigation and ignored clear factual findings of a multitude of unprofessional acts that enter into civil and criminal violations.



In addition, CSUSB WASC Liaison, Rong Chen, was implicated by a 29-year CSUSB subordinate former employee in July 2016, of operating a Chinese cash 4 credits swap with shadowy Chinese agents vs college/academic officials. The WASC 2015  investigation and findings are not credible as we allege that WASC was ‘working’ with CSUSB in ‘investigating” the MA Ed. TESOL-Korean diploma mill, while CSUSB was concurrently operating a sham independently on a Chinese college campus, while informing, documenting that no Korean diploma mill existed and the non investigation of the grievances were a fairytale.

 

To be clear, WASC Liaison, Rong Chen, it has been alleged and documented by a recent former state employee (2016) that CSUSB (Chen) was operating a Chinese scheme, violating accreditation standards at the sametime Rong Chen is facilitating a reaccreditation process at CSUSB and making false claims on the grievances. Chen, as CSUSB’s WASC point person was involved in the fraud himself, this allegation, which has clear documented support, discredits WASC’s 2015 findings.  Chen concealed the Korean MA scheme, while involved in an identical  illegal scheme (wire fraud, international student visa fraud, document fraud, collusion, et.al.)

CSUSB’s 10-year Oct. 2015 Accreditation is fraudulent.

One part of this complaint is reporting that CSUSB defrauded WASC Senior. We report that CSUSB gained a 10-year accreditation through nefarious acts unlawfully, unethically and that needs to be investigate and subjected to an authentic accreditation process with the USDE as the overseer.


Korean: MA. Ed. TESOL Diploma Mill

The two concealed grievances are blowing the whistle on the Korean scheme. Every act of misconduct, diversion, threats, retaliation, witness intimidation, document tampering, the suspension/expulsion hoaxes are all connected to protecting CSUSB and concealing the grievances. WASC & the Office of the Chancellor, never connect the dots and cite this fact.


Procedures for Submitting and Processing Complaints Regarding the Commission and its Staff

 

1. The complainant must submit the complaint in writing to the President of the Commission.2. A complaint against the Commission regarding the results of a complaint review as described in the prior section must be submitted within 90 days of receipt of the letter from the Commission staff member concluding the disposition of such complaint.3. A complaint should specifically identify the alleged failure of responsibility by the Commission or its staff.1 4. In the event the President does not believe s/he can review process the complaint in an unbiased and objective manner as required by 34 CFR 602.23, the President will forward the complaint and all relevant records to the Chair of the Commission for review and action as appropriate in accordance with the policy and regulatory requirements. 5. All complaints will be reviewed by the President or Chair of the Commission in a timely, fair, and equitable manner. The President or Chair will apply unbiased judgment and take follow-up action, as appropriate, based on the results of the review.6. The investigation of any complaint shall be conducted and a formal response made within 30 calendar days of receipt unless the circumstances reasonably require a longer period to respond.


STATEMENT ON RETALIATION

 

Member institutions may not take retaliatory action against an individual who has filed a complaint or third-party comment with the Commission.Tthe Commission will treat such action as a violation of Standard 1, CFR1.7, on Integrity and may invoke its policy on “Summary Sanctions for Unethical Institutional Behavior.”

 

The retaliation never stopped because WASC never made factual findings. CSU was never held responsible and we believe that conflicts of interest and influence from the Office of the Chancellor played a key role.

WASC refused to comply with CPRA, FOIA, Sunshine Laws, and other laws by failing to disclose requested documents over a year ago and threatened legal action. We do not want a divisive situation, we do expect that consumer protections and your federal mandate will prevail, and not protecting the member institutions from their responsibilities.

 

We alledge that WASC’s lack of independence and having member institutions playing key roles in the federal oversight of their institutions is a conflict of interest that boondoggled the last investigation.  WASC’ complete lack of independence from member institutions is a recipe for corruption.



WASC Senior and CSU have never produced the findings of the two Formal Grievance Procedures (Feb. 22, 2014) because they don’t exist. CSUSB officials concealed the grievances and embarked on a diversionary scheme to date.

 

We have outlined how the member institution’s non adherence of the Standards of Accreditation or policy that were violated and we have met the requirements of federal regulations (see 34 CFR 602.23(c)(1)).. WASC should have an extensive file, all statements are supported by compelling evidence. Obtaining requested evidence will further support the allegations. Please inform me immediately if any evidence is missing or questionable.

"In relying upon this unmentioned evidence—which, upon revelation, proved to be uncorroborated and allegedly completely fabricated—to sustain the student’s suspension, Vasquez and other college officials willfully denied the student the opportunity to respond to all the evidence against him".

Anderle also blasted Vasquez and other officials for stretching the college’s investigation into the student’s already vindicated conduct over nearly three quarters of school—more than 200 days, in blatant violation of the college’s own statutory obligations—in an effort to discourage him from attending at all.

According to the complaint, to which the Independent has obtained access, during a September 2016 hearing with the student, Vasquez concealed two pieces of material evidence that she and the college were considering in the course of their investigation, despite assuring the student that she had disclosed to him all of the information upon which she and the college would rely in determining whether to lift his suspension.

Brian recruited Vasquez and presents as delusional as Vasquez.. They both need to be fired.

WASC Senior Pres. Mary Ellen Petrisko, under sworn testimony in a congressional hearing advises Congress on reforms, while simultaneously violating congressional legislation in the form of the Higher Education Act. It doesn't get any better than this, Petrisko & WASC Senior are completely discredited. 

Mary Ellen Petrisko, demonstrates on the congressional record that WASC Senior is required to act on behalf of this congressional committee, but Petrisko’s hasn’t been held accountable by any federal agency. Petrisko, a skilled liar, walks the tightrope of preaching reforms to congress while concealing multiple academic frauds in the Cal State University system. 

Petrisko claimed under sworn testimony that accreditation largely does a good job of protecting students. We can see that Petrisko’s failure to hold CSU accountable saw now Pitzer College, Dean of Students, Sandra Vasquez, on a widespread crime spree, for example, of violating student rights.  

As we demonstrated, Petrisko who claimed to value transparency lawyered up when two requests for information under the CPRA & FOIA, were denied, in April 2016.  Publicly disclosing Petrisko’s legacy at WASC Senior could be the basis of actual accreditation reform with Petrisko testifying to congress how WASC Senior could get it so wrong.

One the record perjury in a congressional hearing, collusion with the member institutes, WASC should be policing, and Petrisko is now poised to continue the cover-up at any cost.

All accreditations/investigations under Mary Ellen Petrisko’s watch need to be reevaluated. Since WASC defrauded Cal State University students, how many other frauds has Petrisko committed?

Self professed professional educator, Mary Ellen Petrisko's 4- year tenure overlapped with the federal take down of Corithian Colleges who were subjected to 1B in fines for defrauding students, and a litany of federal crackdowns on fraudulent international student visas, wire fraud, FSA fraud, document fraud, other.  

Some how, WASC President Mary Ellen Petrisko, didn't get that memo, as the president oversaw and operated WASC Senior as recklessly and lawlessly as Corinthian Colleges, Petrisko has one final job left: continue to conceal, deflect, minimize, blame shift, collude to conceal WASC Senior's collusion with CSUSB & the Office of the Chancellor, in violating federal accredidiation standards & policies.

It will be a long self-inflicted 6-months for Petrisko as the president is scrutizied on how WASC Senior could get it so wrong. The accreidation fraud in Oct. 2015, with CSUSB will have a ripple effect and place all accredidiations under Petrisko' watch under scrutiny.

WSCUC President Announces Retirement

Mary Ellen Petrisko, president of WASC Senior College and University Commission (WSCUC), has announced that she will retire at the end of 2017.

“I’ve been fortunate to serve in the higher education arena for more than three decades, including nearly 10 years working to strengthen postsecondary quality through accreditation,” Dr. Petrisko said. “I am proud of what we have accomplished at WSCUC during my time with the agency and know that the Commission will remain a staunch advocate for institutional improvement and student achievement in the years ahead. I look forward to working closely with the transition team to ensure WSCUC’s continued success under the next president.”

The Commission is working to identify a search firm to support the search for a successor. Commission Vice Chair Reed Dasenbrock will chair the search committee. Additional details on the search will be posted to the WSCUC website.

What Is the Penalty for Visa Fraud?

For a basic first offense of visa fraud, the maximum penalty is ten years in federal prison. However, the maximum sentence increases to 15 years if another crime is also involved. And if that other crime was trafficking in narcotics, the penalty goes up to 20 years; if it was international terrorism, the penalty goes up to 25 years.

WSCUC announces appointment of seven new commissioners

The WASC Senior College and University Commission (WSCUC) has announced the appointment of seven new commissioners effective July

2017.

“We are pleased to welcome an impressive slate of new commissioners who are deeply committed to WSCUC’s mission of assuring

postsecondary quality,” said WSCUC president Mary Ellen Petrisko. “Commissioners dedicate countless hours to conducting site visits,

examining programming and outcomes, and making recommendations to help strengthen institutions. Their work is integral to the

accreditation process, and we are grateful for the constructive feedback and guidance they provide to help institutions meet high standards and improve over time.”

Commissioners are elected by the chief executive officers of accredited institutions in the WSCUC region from a slate of nominees prepared by a Nominating Committee in accordance with WSCUC Bylaws. They serve three-year terms with the possibility of re-election to a second term. The new commissioners join 26 existing commissioners, including four public members (i.e., members unaffiliated with an institution of higher education).

The new commissioners are:

  • Jeb Egbert, Provost, West Coast University

I was privileged and honored to spend 29+ year of my life at CSUSB. It is time for me to close the CSUSB chapter and step into my retirement. I will eternally be grateful for the opportunities and experiences I have had at CSUSB and will always appreciate the wonderful family at CSUSB that have been a part of this journey with me. I truly treasure the incredible people I have worked with; whose integrity, hard work, dedication, commitment, and caring spirits have enriched student’s lives, as well as mine.

There have been some very unpleasant days, if any; as I tried to do my part to positively impact CSUSB and the students we serve.

With that being said, I certainly feel guilty for leaving my team and CSUSB without finding the truth about your academic integrity. Under your leadership, CSUSB has become the degree mills for international students from China. Instead of working with IA team, you chose to work with Chinese agents; accepts agent’s recommendation for admission, demands IA to accept questionable academic records submitted by Xiwen Zhang (reference Liberian), and recruit/accept non-University Chinese students to CSUSB. I have tried so hard to stop the unethical admission practice that you and Xiwen have bestowed upon us and had a hope that I will prevent CSUSB from “Chinese students cheating their way into the American university” status. Where is the integrity?

I read President Morales’ e-mail dated 5/11/2016, in regards to the Campus Climate Survey.  I did not participate in the survey, but I wish I did. It is never too late. This is the reason I send this e-mail to you and the CSUSB family. There is clear evidence that you are so focused on attracting Chinese students (#where the money is) that you and Xiwen cut corners to build the international enrollments. One of the best examples is the 2+2 program you and Xiwen encouraged Dr. Morales to endorse his name on the agreement with Overseas Education School. This school is set up by the Chinese agent supposedly on the grounds of the Soochow University. It is in charge of its own admission, finances, teaching and administration, yet the students are not eligible to transfer from this program to Soochow University. In addition, their transcripts come in many shapes and sizes. CSUSB has a 1+2+1 agreement with Soochow University. The transcript format and seal are totally different than the 2+2 program. President Morales was invited to visit Soochow University last August. Did you tell him the truth about this 2+2 program?

Based on the Campus Climate Survey, President Morales is committed to addressing many issues in a “thoughtful and transparent way.”  I hope he will take some time to have a one-on-one interview with the 2+2 students. Also, he needs to interview the people who were involved with the 2+2 agreement, such as: Dr. Rowena Santiago. She had a face-to-face conversation with the Chinese agent about the background of those students. The agent told Dr. Santiago: Those students are not Soochow University’s students and their coursework (over 100 baccalaureate units) cannot be transferred to the Soochow University.
 
The new group of students (total of 33) is coming for the fall 2016; they are currently enrolled in 30 semester units at this “tailor-made program for CSUSB” in China. IA team asked you to find out the reason for taking excessive course overload. Instead of sending our question to the Department Chair (business administration) for an explanation, you sent the question to the agent. Here is the answer you received from the agent and then forwarded to IA: “Those students have nothing to do, and decided to take more courses.” Wow.

Although I retired, I cannot leave without telling the CSUSB family all the money-making business you and Xiwen have made through Chinese agents.

Accreditation informs the public that the institution is sound and can participate in the federal student loans slush fund.

First off, WASC Senior is controlled by the very institutions that WASC is suppose to be policing. Think of the mighty UC, CSU & Stanford. The WASC board is anything but ethical and compliant, conflicts of interests abound..

Second, Rong Chen, in 2015, was supplying WASC Senior documentation to counter the fraud MA Ed. TESOL allegations (that were never investigated & buried) WASC conceals these facts in their final ‘findings’.

At the same time, the fraud and noncompliance with student complaint mechanisms was going down, CSU San Bernardino was under their 10-year accreditation. Which we have proven was a fraud as well when the Chinese cash scheme surfaced in 2016.

Third, Rong Chen, while submitting false and misleading documents to WASC to counter the fraud charges was participating in a second academic fraud at CSUSB with Chinese nationals. That fraud was revealed in July 2016, by a 28-year CSUSB subordinate to Rong Chen.

Tomas Morales just appointed another assoc provost over Rong Chen. Morales & Cheng's fingerprints are all over the Chinese fraud that included fake transcripts & 33 credits taken per semester, which would be impossible. WASC Senior ignores the frauds and the cash keeps pouring in accountable thus, accredidiation is meaningless.

In a remarkable - for its honesty and frankness - statement on the intellectual rot within America's Ivory Towers, Stanford University Provost John Etchemendy lay bare the challenges that higher education face in the coming, increasingly divisive, years.

 

Etchemendy's tireless role as a pseudo intellectual must be exhausting. Exactly how many personas does the former provost have?

Here Etchemendy informs us that universities are good within but that some evil lies within. 
 
Etchemendy wants us  at Cal State San Bernardino to see him as a reasonable and logical man. Perhaps Etchemendy can explain why WASC under the provost's rationality allowed academic frauds and a litany of criminal allegations to fester as the Federal Overseer at WASC.

Cowardice, Academic Fraud and Corruption: The New Normal  

While WASC Senior, a misguided non profit org fronting as an authemic accredidiation platform-explains the legitimacy of these supposed academic professionals, the commissioners actions shows the public and students across the West how unethical this group is. 

How many criminal acts would WASC have to cover up before they are dismantled? How many illegal student visas of foreign nationals illegally entering US territories would would they have to conceal? How many acts of wire fraud and federal student aid fraud will WASC conceal until the Feds go after them?

Chances are that WASC' fraud and criminal acts committed by these individuals below will never be properly investigate, but we can be aware of this massive Rip_Off and if we are unlucky enough to deal with these miscreants then we can also be prepared to be shafted.

 

Commissioners

The Commission membership reflects diversity in institutional characteristics such as mission, size, geography, funding and sponsorship, and in personal characteristics such as ethnicity, gender, and experience. All members are deeply committed to higher education and volunteer countless hours to the tasks of peer accreditation.

The Commission includes at least three public members, a representative from the Pacific Basin, a representative from the Accrediting Commission for Community and Junior Colleges, and a representative from the Accrediting Commission for Schools.

Commissioners are nominated and elected by the chief executive officers of accredited institutions in the WASC region and serve overlapping three-year terms.

Cal State University/Stanford/UC/WASC conceal investigative findings (because they don't exist) and then lawyered-up and threatened a CSU student.

Here we have a letter that affirms that WASC Senior has an inheriant conflict of interest and cannot investigate Cal State, University of California or Stanford. Incredible, CSUSB's WASC Liason, Rong Chen, was implicated in another academic scheme by a 29-year CSU employee in July 2016, two years later.

WASC conceals the fact that accredidation agencies since WW ll main objectives were and are consumer protections against fraud.  Cal State student complaints that their grad program is an international diploma mill and the illicit receipt of federal Title lX dollars are simple "third party complaints" and not actionable. What WASC isn't saying is that they conceaed the diploma mills. 
 
 "After reviewing his complaint materials and documentation WSCUC determined that CSUSB and the Chancellor’s Office has in place appropriate grievance policies and procedures and was responding in a timely manner to Mr. Wallace".
 
The chancellor's office under Tim White, as we will report, concealed the timely submission of a complaint appeal and then told mistruths about that. The chancellor's office had to be forced to comply with CSU policy.  CSUSB/CSU never investigated the two formal grievances filed Feb. 22, 2014 (academic and non academic). This is such a blatant lie that WASC lawyered up to block access to the documentation under PRA & FOIA that supports this claim. WASC refused to release the grievance procedure findings and adhernece to timelines, and for a very good reason because they don't exist

Dear Rong:

 

I am writing to inform you that the WSCUC Senior College and University Commission (WSCUC) has received a complaint against California State University, San Bernardino (CSUSB). The complaint was received on April 19, 2014 from Jake Wallace, a student at CSUSB.   As you know, WSCUC is required by federal law to respond to complaints submitted to us about our accredited institutions.  The WSCUC Commission Complaint Policy is on the website at:   http://WSCUCsenior.org/files/Complaint_and_Third_Party_Comment_Policy.pdf.

 

It is my responsibility as WSCUC Associate to investigate the complaint filed by Mr. Wallace to determine whether it appears that Commission Standards or Policies have been violated. 

 

Mr. Wallace has been advised that by Commission Policy WSCUC does not act as a dispute resolution agency.  The Commission is not in a position to mediate or resolve grievances and does not seek redress on an individual’s behalf. WSCUC considers complaints of students or employees only insofar as such complaints demonstrate a violation of WSCUC Standards.  The WSCUC Complaint procedures have been established to provide a mechanism for the Commission to consider complaints in the context of compliance with the Commission’s standards.

 

Mr. Wallace’s original complaint, filed in April, 2014, cited concerns regarding admission and academic standards in the MA TESOL online program offered by CSU San Bernardino.  WSCUC determined this to be a third party comment and, per policy, took no further action.  A copy of the WSCUC letter to Mr. Wallace is included for your review.

 

Subsequent to filing his original complaint Mr. Wallace sent numerous correspondences to WSCUC regarding internal grievance filings with CSUSB and the CSU Chancellor’s office.  After reviewing his complaint materials and documentation WSCUC determined that CSUSB and the Chancellor’s Office has in place appropriate grievance policies and procedures and was responding in a timely manner to Mr. Wallace.  The fact that he disagreed with the implementation of processes and findings does not, in WSCUC’s view, constitute a significant violation of the Commission’s complaint policy or Standards of accreditation.   He has been informed that WSCUC will not consider his complaint further.

 

In March, 2015, Mr. Wallace submitted a copy of a letter from the Level I Appeal officer at the Chancellor’s Office (attached) in which the CSU’s response to Mr. Wallace’s complaints regarding violation of policies and procedures were addressed.  Pages 5 and 6 of the letter enumerate the remedies to be provided to Mr. Wallace, given a finding that the Vice President of Student Affairs at CSU San Bernardino retaliated against 
Mr. Wallace. 

 

In a 04/27/15 email to WSCUC Mr. Wallace states that the stated remedies have not been provided to him. This has implications under CFRs 1.6 and 1.7 of the Standards of Accreditation.   I am therefore writing to ask that you investigate this matter to:

 

1.      Inform WSCUC whether all of the remedies stipulated on March 16, 2015 to Mr. Wallace were provided in a timely manner, communicated to him and appropriate arrangements made to fulfill the remedies.  Please indicate when this was done.

2.      If for any reason any or all of the remedies have not been provided indicate when this will be done and by whom. 

 

WSCUC has maintained all correspondence over the course of the past year with Mr. Wallace. If you wish to review the entire file please let me know and I will ensure that the documentation is provided to you.   I will be glad to respond to any questions you may have regarding the Wallace complaint.

 

Please respond to my inquiry within 45 business days.  I would appreciate a quicker response, if at all possible, since I understand that Mr. Wallace is waiting to enroll in a final course for his degree program.

This email and the attachments represent a joint complaint with the Senate Faculty, the Office of the President, and the UC whistleblower hotline. The last segment of this email represents that a faculty complaint was unsuccessful. I am a CSU San Bernardino grad student. I have never spoken with or met, Professor William Ladusaw, Linguistics Dept., Chair. Professor Ladusaw, concurrently sits as a WASC Senior commissioner. The purpose of this complaint is not to defame or attack Professor Ladusaw, but to compel an investigation. and that all parties act with full regard to  the mission, standards and policies of WASC Senior, the University of California and California State University. 

Brief Overview:

After a year in a MA TESOL online/hybrid program an academic fraud with South Koreans and CSUSB became unbearable. Watered down assignments, academic dishonesty and plagiarism were rampant.   Korean candidates did not take the IELTS or other internationally recognized admissions exams. CSU has a backdoor admissions process. Students with a B.A. from Korea were admitted into a masters level English program, with all the assorted mishaps one would expect. As the docs outline CSUSB has acted poorly.

WASC Senior is a public benefit corporation tasked with investigating compliance issues and accrediting the UC & CSU campuses.  WASC is withholding information. WASC never conducted an authentic investigation on CSUSB  and is now concealing requested documents. Professor Ladusaw, acts as the employer of WASC staff. Professor Ladusaw,  freely participates as a commissioner under APM 025 (2) but, the professor/WASC commissioner cannot violate my due process and education rights on the CSU San Bernadino campus at the same time.  As Chair under APM 245 (11&16), I argue that Professor Ladusaw, is responsible to uphold UC/CSU standards as a commissioner because WASC oversees UC/CSU policy and procedure compliance investigations. I can argue that the professor is acting antithetical to UC/CSU policy, which violates WASC' mission statement.

UC Santa Cruz students under 101.10 Jurisdiction: are held responsible for their conduct off of the UC campus.  For well over  a year WASC boondoggled the investigation. WASC Senior has and is conducting itself in a series of actions that have concealed the fraudulent receipt of federal financial aid, for example.  Some of the offenses at CSUSB could be of a criminal nature as outlined in the attachments. 

This is also a whistleblower complaint because even if the faculty complaint was fatal, UC Santa Cruz isn't being transparent and should be committed to excellence, high standards. and not possible circling the wagons.  The acts of CSU San Bernadino & WASC Senior could be in violation of state and federal laws.  The fraud allegations and investigation are concealed through the malfeasance of CSUSB and their overseer WASC Senior.

CHEA Chair & UC Merced Chancellor, Dorothy Leland, impairs Cal State Un's Student Complaint Mechanisms

CHEA chair acting as a UC Merced chancellor, Dorothy Leland, here we have a public official acting as the federal policing agency of UC Merced in the conflcting role of the chair of the Council on Higher Education (2014/15). The exact time period that CHEA ignored multiple alerts that WASC Senor, under CHEA's federally approved control, was subverting a diploma mill and federal financial aid scheme investigation on the Cal State San Bernardino campus. CHEA never responded to emails, phone calls and extensive documentation for years that outlined the fraud allegations. During this time period, CSU San Bernardino was under their ten-year accredidiation process.

Dorothy Leland, required under state and federal law to uphold the right's of students and consumer protections from fraud through diploma mills. single handedly gutted the California State University student complaint mechanisms, thereby toppling UC's.  Under Leland's watch the chancellor acted with such disregard for the laws that we'd have to conclude that Leland acted purposedly.

CHEA conceals diploma mills while overseeing WASC Senior

The Council for Higher Education (CHEA) has been the cheerleaders for rooting out diploma mills, protecing student consumers and has written papers, proposals for decades but, there's a much darker side. CHEA is equally a subversive organization fronting as a protector of the public interest, whose main agenda is to insulate and protect public and private instiutions from an authenic accredidation and policing agency.

CHEA is the sole federally approved Top Dog in the accreditation racket. CHEA is mandated to comply with federal legislation that goes back to WW ll. CHEA must act as the overseer of WASC Senior.
 
Here's the problem. We have emailed & called CHEA for over three years. CHEA has always been non responsive. In fact, their website has only one email address. We see the same controllers at CHEA that are at WASC Senior, In 2015, UC Merced chancellor, Dorthy Leland and a Penn State VP were on the boards of CHEA. Washington University president, James LGaudino is now the chair of CHEA Again, the institutions that should be overseen by CHEA are controlling CHEA.
 
The extensive fraud at Cal State San Bernardino would never be investigated and publicly outed because it's a big club.

Commissioner/Provost Ethemendy and four Cal State University presidents are concealing a Korean diploma mill and fraudulent receipt of federal student aid. We know this because we attended the graduate program. A second diploma mills was revealed by a state employee in July 2016. As provost, Ethemendy is Stanford's chief academic and budgetary officer. But as a commissioner overseeing the vast CSU system, Etchemendy is incapable of maintaining their academic standards and the release of fraudulently received federal financial aid. Is WASC Senior fulfilling its federal mandate? WASC Senior operates under the Council for Higher Education (CHEA) and is overseen by the US Dept. of Education. Major higher education law from WW ll to the 2008 Higher Education Act, clearly shows that consumer protection has always been the central theme for accreditation. But Commissioner Ethemendy failed to protect consumers through orchestrating a bogus diploma mill investigation and re accrediting Cal State San Bernrdino (2015). The fraud is also revealed through a second international diploma mill being operated and admitted to in July 2016.
