Dear Sir or Madam,
I am at a loss to understand your recent referral of my rental property account in Oakland for collection by the City of Oakland.  I (and my passed mother, Muriel Deegan) have been customers for more than 25 years.  Although you have my email, telephone, and billing address, I received no notice of delinquency from you. Rather, and quite casually, I am slapped with a $70 administrative charge from Oakland.  This seems very odd to me because of the lack of notification and the apparent lack of regard for your customers.
