Last week I noticed a charge for $21.95 on my Chase Visa card from WC *VALUE PLUS that I knew I didn't make.  I then checked past statements and noticed they charged me $21.95 for the previous 2 months as well!  I called them and they said they would send me a refund request form.  I got the form today and it said "We have confirmed that your purchase of Value Plus was made either by you or an authorized user of the card and therefore based on our enrollment records, you are not elligble for a refund".  I am SO pissed off!  I decided to Google "Value Plus" and it brought up all kinds of information about what a scam it is and that this has happened to many others.  I just called Chase and they said they will investigate.
