Loghinm Cosmin is on freelancer and I am sure many other sites. He bids on project and ask if you can pay by western union or another site so he does not have to pay freelancer fees. He will stay in contact until you pay once you pay he then say he is working on project and few days later does not respond. He says he is located in Romania. Stated bank does not see paypal as safe merchant. I am out over 240 dollar as I paid fees to transfer money.

After DELIVERING the website the user tried to get a refund after fiding another developer, he did not send this money via Western Union and actually tried to dispute the case via PayPal. After providing proof of sending the website, PayPal honored me the case.
