Webcam IP FTP Locator - Webcam Locator Software was not delivered, although payment was transfered instantly! Nationwide

I was looking for a software tool to investigate the web and found the Webcam IP FTP Locator at based on the website http://www.webcamlocator.net/
As the software they offered seemed to be relatively cheap and they toldto be a confirmed PayPal user, I immedeately transferred the money via PayPal. The website tells that one would receive a download link where one could download the software. The website was (somehow) looking quite professional but I did not receive such a link so far. I sent direct a email and two other emails through PayPal's coflict system, without ANY reaction!
I asked at the Internet Crime Unit of the US-Police of Illinois, as they were just the first I found on Google. They investigated that this website can be found on Hawaii and in Florida and that they use servers held by www.NetworkSolutions.com
Anyway, as there is absolutely NO address shown on their website, the police officer had a quite fishy impression. He recommended to write this report and to write a complaint at www.econsumer.gov, what I did.
On one side it is my attempt to receive the software or my money back. On the other side I want to stress that this company seems to be NOT trustworthy.
However, I will as this site to retrackt this report or I promise that I will add an additional possibly positive report when this conflict comes to a positive solution.
