During the ongoing period between June, 2009, and August, 2013, when they were forced to move out, Wendell McNeil and a disabled women on the Housing Choice Voucher Program were living together, though the latter didn't have McNeil on the lease.  On August 31, 2013 they moved out.

McNeil developed a close relationship with me. A disabled person myself, I use a powerchair and have nurse's aides with me during the week.  At first, McNeil was helpful to me and would stop over my apartment on many occasions to help me, or to borrow ingredients for his cooking.  When my partner passed away in March, 2012, McNeil became closer to me and was seemingly more helpful, calling me "his friend for life."

Eventually I added him to my Family Plan from T-Mobile, and helped him get a nice white Samsung Galaxy Note II phone, a value of about $700 with tax.  This happened in May, 2013.  He would stop by my apartment and collaborate with me to help him learn the features of that phone-- I have a black one.

Then, in June, 2013, he began calling a woman in Jamaica, someone who called me once to try to locate him.  He ran up a bill of about $900, about $450 of which he paid me.  But he skipped out on the balance, forcing me to terminate my contract with T-Mobile, and be held liable for the cost of both phones (his carried a balance of $550, mine, $200), the long-distance charges of about $500, and a cancellation fee of $200, a total of $1,250, which I cannot pay.  Fortunately I was able to keep my phone and number with a different carrier.

During the course of our supposed friendship, I even took him on a cruise and bought him a decent Invicta watch.  I also gave him my old camera outfit and other modestly priced items. 

One important observation I have made during the course of our ostensible friendship was that while McNeil was living with the disabled woman who he maintained as a "girlfriend, only one, love of his life, etc." he would contact other women and court with them simultaneously, probably to see who he could stay with next.  He is otherwise homeless.  McNeil uses several sites that are attractive to a mostly black audience.  Many of the women he befriends are all over the Palmetto State.  I viewed some of his conversations and those who weren't from South Carolina were either fraudulent or prostitutes.  One recent contact on Tagged was a trannie, who he said was okay with him-- until they asked him to pay, as they dont "F*** for free!".  He is mostly attracted to obese women and others who are either disabled or have a low self-esteem-- women who are vulnerable and desperate for company.


McNeil was a low-profiled person, though he did befriend a few neighbors within the apartment complex-- neighbors who had since moved out because of their own undesirable behaviors.  He doesn't smoke, but he likes to eat and cook.  During the course of our supposed friendship he would take pictures of many of the meals he has eaten, especially if they were significant-- I cook gourmet meals-- and meals he ate at restaurants, many to which I've taken him.


Wendell McNeil was arrested in three counties: Berkely, Dorchester, and Charleston, all for Drug possession with intent to distribute.  He was convicted of the Berkley County charges and was sentenced to five years in prison, a term he completed shortly before moving with the disabled woman.


I am writing this report because he is a con-artist and I don't want to see anyone ripped off by this man!

I forgot to mention many of the websites he's visited in the past, and, according to my investigation, he still visits to troll for women: MocoSpace, Badoo, Tagged, and probably more.
