Report is VERY accurate.  Mr. Lucia is actually in the process of doing the same thing with a reconstruction of a Day Care Center in Palm Coast to be Legacy Day Care and is also known to be taking investor money and putting funds into his three separate checking accounts.  Nobody said his investigation by State Attorney in which he wiggled out of it was just.  The law is not necessarily fair.  Just a matter of time Mr. Lucia.

This report is so true!! He is a major manipulator and tells a bunch of lies and the sad part about it is that he is part of a daycare. Him and his wife Carli Lucia cheat employees and contractor out of money and they in a lot of cases they don't pay at all. William also cheat and lied on paper work within the daycare he also was posing as the Daytona schools director when he never had the cleanse to do so. I don't know who is worse him or his evil wife!!
