Women of Couture womenofcouture.com Sells Designer Shoes, Never received shoes or a refund, Internet

I ordered a pair of Jimmy Choo Mable Biker Feather Adorned High Heels from www.womenofcouture.com on July 1, 2010 with a payment through Pay Pal of $189. I received an email on July 4, 2010 saying the shoes had been shipped and should arrive in 7-14 business days. On July 30, 2010 I requested a shipment status and never received an answer. The following day I emailed the company directly asking about my shoes. I received an email stating that the shoe manufacturer had stopped making this particular shoe and that I could choose another shoe for 40% off. I responded to say that I was no longer interested in any shoes from the website and requested a refund.

On August 7, 2010 after no refund had been issued,  I went to look at the website and their website was no longer available. I immediately wrote an email to the company and demanded a refund. I received an immediate response stating that all refunds would be issued on the following Monday. The following Tuesday I received an email saying that my refund was issued and should post to my account that day. As of today, September 23, 2010, I have never received a refund or the shoes promised to me. The email has stopped responding and paypal.com has refused to offer assistance. I have filed a formal complaint through my credit card linked with my Pay Pal account and am waiting on the resolution.
