It seemed but an odd coincidence that many of the scam companies mentioned in the Rip Off Report were in Champlain, New York, But to find them IN THE SAME INDUSTRIAL BUILDING COMPLEX should raise a few questions. The property in question is an industrial building complex owned by Soucy USA, Inc. at 100 Walnut Street,Champlain, New York 12919. The Development Corporation of Clinton County is actively promoting fully developed Industrial Parks in Plattsburgh and Champlain, including a Foreign Trade Zone, which includes 100 Walnut Street and other properties.
The promotion package offers:
* Low interest loans
* Industrial revenue bonds
* Tax abatements
* Job training assistance
* Foreign Trade Zones
* Job recruitment assistance
* Low utility costs
* Experienced support services
* Immigration and export assistance
so it is quite possible we are subsidizing the scammers [along with many legitimate companies] with public funds from New York and the U.S.
It has already been documented on this site that some of the directory and office supply scams locate in prime office space in Canada using economic development programs. Now it appears that they use the same funding strategy for their mail drop' locations as well!
The Attorney General of New York needs to take note of this and investigate the possibility of fraud by these entities in acquiring economic development assistance.
