zongxindz Zongxin Contact: Carlsales1@zongxindz.com Carl of Zongxindz/Zongxin Is Scamming People To Send MoneyFor Products But Don't Ship Product Xihu District City,Hangzhou Nationwide

I contacted companies through Global Sources to purchase cell phones from China suppliers.  A company by the name Zongxin or Zongxidz by a person name Carl.  I told him my order he told me the price and I sent the money through Wester Union the same day of $846.00 US. I waited a couple of days because he said I will be getting an email with the DHl tracking number, I tracked the number it was a bad tracking number I asked him to send it again because it wasn't correct. He then replies with the package is in customs I'd need to send him another $390 (thats when I knew something was wrong because I have ordered from China before and didn't have this problem).  I told him I wouldn't and to cancel my order immediately and refund my money. He replies stating that they couldn't refund my money because the package is stuck in customs.  If anybody have help to catch this theif and how I can report to China authority and possibly get my money back please advise.
