I was one of those who filed a complaint against Dish Network with the Do Not Call List and with the FCC. I got a letter from Dish Network that says they are not the ones who made the calls. They claim that independent contractors are making the calls and claiming to be Dish Network. The letter claims that Dish Network has set up a "sting" operation to catch the contractors by asking the people who have gotten the calls to participate in a "Merchant Identification Process" program. They want you to call (720) 514-7316 and tell them you want to participate in the Merchant Identification program so the next time you get a call, agree to switch or sign up with them but report them to Dish Network so the contractor can be caught red-handed when they try to activate your service.
