With hindsight being 20/20 I've noticed some key elements were left out.
1. My apartment building has a locked security door on the front of the building with a mail slot. The delivery man could've used the adhesive to attach to the front door (as they do now) or he could've slipped the delivery notification through the mail slot.
2. From my recollection I didn't have a tracking number until I called verizon and they told me a delivery attempt was made. Then I received the tracking number.
3. I mentioned the DC Government to describe the attitude of the UPS customer service personnel. Her disposition was as if to convey they were well within their right to not leave me a notice of delivery attempt.
I'm not sure if it was this post or many like it that fixed the problem but now at least I receive delivery attempt notices.
Now my the problem with them is:
1. They've consistently delayed my last two deliveries and
2. They have an internal policy, if you do not call to say you're going to pickup your package they won't deliver it to you even when you show up to the depot to pick up your package and your package has been taken back to the depot.
I'm undecided about filing a ripoff report and at this point I choose to avoid doing business with anyone who ships UPS. I prefer USPS and FED-EX over UPS. Besides it is very difficult for me to go to the UPS depot to pickup packages after a missed delivery attempt.
