Legacy Long Distance Charged me ridiculous charges on my debit card for calls not made Cypress California

I used my debit card to make some calls from a payphone on my campus and legacy charged me 20.72 per call.

I made nine calls, however I only talked three times, each time they charged me fifty cents and an outrageous 20.22 service charge. The operator never informed me of the charges and when I called to dispute the charges, a very nasty rep told me that those were the regulatory rates.

I asked to speak to a supervisor or manager and he told me, he was the manager, so I asked to speak to HIS manager and he told me he didnt have one.

I hung up and called back and got the same representative, sounds a little fishy to me that only one person is taking and managing all the calls in and out of the building.
