Correctional Billing Services holding my phone hostage Dallas Texas

i got this service on my phone thinking it would save me some money when my husband called home. but after realizing these people were ripping me off, i decided to call and cancel the service. i called and spoke with a gentle man who hardly spoke english, and asked himm to cancel my service. he then informed me there was $5.88 still outstanding on my account. a ndi should mail it in or send it western union. and my loved one would not be able to call me collect because of a block on the phone.

the entire weekend came and past without hearing from my husband. on monday i went to western union and sent the $5.88 quick collect ,which takes 15 minutes, they recieved my payment and didnot tell me it would take 24 hours before the block would be off. my husband called on tuesday, got through with no problem, an d then all of asudden my phone is blocked again. mind you this is a prepaid service, and i had not given them anymore money than the $5.88 yet i am told my phone is blocked again because of the calls my husband made on tuesday. my phone is now being held hostage by this company untill i send them another $13.00. what theyare doing should be illegal.
