Tuvee.com, charges your credit card, but you don't receive your product Florida

I purchased a hairsetter from Tuvee.com. My credit card was charged three times. I could not contact the customer service dept. It always said they were not available. Two other customer service numbers shown are not valid. I finally was able to get in contact with someone from my credit card statement When I got a hold of someone, they answered the phone not like a business phone.
The man asked me how I got his phone number. After talking to him, he agreed to refund my credit card for two of the payments for the same item, and said one charge would remain, and he would send me the hairsetter. He never did, and my credit card remains with a charge. I tried contacting him again at the number on the credit card statement, and no one answers. Tuvee.com looks like a valid website. I can't get my hairsetter, or a refund on the product.

This customer does not exist in our database, we never had anyone purchase 3 hair setters or record of such an incident occur. we are confident that this is one of our competitors not happy with our low prices.
