ING Wealth Management Inc Prize Notification Halifax Nova Scotia

I received a letter from ING Wealth Management Inc today stating I won $174,000 as an international sweepstakes and Lottery Draw held a couple of months ago with ticket serial number 22-09-11-05-08, They also sent a check signed in the amount of $4980 and says I need to call my tax agent before depositing the check to activate my claim. At that time my remaining prize would will sent to me after I pay the non residential tax. It then gave me a tax agent of Vanessa Clark 50 Bay Street, Hamilton ON L8P 4V9. It instructed me to send $3680 for the tax amount in the form of a Money Gram electronic transfer. It sounded to me like a rip off especially when I have to pay to get a prize.

I researched online and found other complaints because the check for $4980 was from Nucentcom Inc out of Dallas. Why would I be paying a non residential tax when I am getting paid by a check in the U.S.?
